Roll call members present: Michael Stromer - District 1, Lee Hogan- District 3, Scott Thomsen - District 4, Dale Curtis- District 5, Chuck Neumann - District 6, Eldon Orthmann - District 7 Motion by Curtis, seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors. Nays: None Orthmann stated that minutes from the April 18, 2017 meeting have been circulated and will stand approved unless there is a correction. No corrections were suggested Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the board members and was kept continuously current and posted in the County Clerk's office, the main courthouse lobby and the Adams County website. Kimle voiced concerns on the conditions of some roads within the Township and stated that the Adams County Roads Department was dumping concrete around culverts and intersections are not built up. Kimle has contacted the roads department to discuss this. Supervisor Hogan stated he will drive out to inspect the conditions of the roads. Public Comment was closed. Adams County Highway Superintendent, Dawn Miller presented the Board with Resolution 2017-05- 02.01forthep\acenoentofadvoncedrai|noadpaxementmarkinQsonrura|countyroadsthrou8houtthe county. Miller has reviewed the resolution and recommends Board approval. RESOLUTION WHEREAS, there has been slgned by the County of Adams on the 16th day ofAuQ�� . 2016 .e�the ���k� 26th day� August-- . 2016 an agreement providing for the construction of a Federal Ad County Project at the following location: Installation of Advanced Railroad Pavementmarkings on rural county roads throughout the County, WHEREAS, iri the above agreement, the County has pledged sufficient funds to finance its share of the cost of the construction 0! thls project dentified as HRRF-8TVVD(117) . and VVHEREA5. the above mentioned agreement provided that the County would pay costs as set forth in the agreement, and WHEREAS, the 8hahe, on behalf of the County received bids for the construction of this project based on the linal plans and spocifications ari April 13.2O17 at whch time 6 bids were received for the construction of this proposed work, and WHEREAS, the following contractor(s) for the items of work listed has/have been selected as the Iow bidder(s) to whom the contract(s) should be awarded: Highway Signing, Inc., Omaha, NE Specialty: $60.000.00 NOW THEREFORE, in consideration of the above factsthe Board of Supervisors of the County of Adams by this resolution, takes the following official action: 1. 1! for any reason the Federal HighwayAdministration rescinds, Iimits its obligations, or defers payment of the Federa| share of the cost of this project, the County hereby agrees to provide the necessary funds to pay for all costs incurred until and in the event such Federal funds are allowed and paid. 2. The Public Hearing will be held in the Board of Supervisors room in the Adams County Courthouse. QUefid0115 on the possible road closure can he directed to Dawn Miller, lissy Supt 402-4614172, TO 81 PUBLISHEir: April 13, 20 & 27, 2017 in the Bastin Ti Highway Superintendent, Dawn Miller, provided a brief history on the request to close the portion of West Pony Express Road. Chairman Orthmann addressed the room to inquire if there was anyone who wished to speak for or against the proposed closure. Adams County resident, Scott Hinrichs, inquired if the closure would disrupt how he accesses cattle that he has in the area. Miller explained the exact area of the closure and Hinrichs was satisfied and had no objections to the proposed closure. No additional comments for or against the closure was received. RESOLUTION TO VACATE A PORTION OF AN ABANDONED ROADWAY TIIAT LIES ON WEST PONY EXPRESS ROAD WITHIN ADAMS COUNTY. Rev. WHEREAS, on May 2, 2017, representatives of the Township Board of Ayr Township and and the Township Board of Hanover Township provided a written notification to Adams County that the Township Boards of Ayr Township and Hanover Township had no objection to the vacation of the abandoned road described in this Resolution. THEREFORE, all of the statutory requirements having been satisfied by Adams County, and pursuant to Neb. Rev. Stat. § 39-1726, the Adams County Board of Supervisors hereby vacates that portion ofan abandoned roadway, the legal description of which appears above in this resolution, and hereby further declares that the vacated land described herein shall revert to the adjacent property owners. THE ADAMS COUNTY BOARD OF SUPERVISORS hereby directs that, within thirty days of this vacation, the Adams County Clerk file a certified copy of this vacating resolution with the Register of Deeds in accordance with Neb. Rev. Stat. § 39-1726 (3).
