A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann was
presiding. Roll call members present: Michael Stromer - District 1, Lee Hogan- District 3, Scott Thomsen — District
4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7
Motion by Curtis, seconded by Stromer that this is an open public meeting of the Adams County Board of
Supervisors. Roll Call; Ayes: Stromer, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Orthmann stated that minutes from the May 2, 2017 meeting have been circulated and will stand approved
unless there is a correction.
No corrections were suggested
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda
was available to the board members and was kept continuously current and posted in the County Clerk's office,
the main courthouse lobby and the Adams County website. The following is the agenda of items to be heard, no
modifications were made to the agenda after 9:30 a.m. the business day prior to this meeting.

Chairman Orthmann opened the meeting for public comment.
Adams County Highway Superintendent spoke during public comment to inform everyone that Adams Central
Avenue in front of Adams Central High School will be closed starting May 20th to begin instruction on the
roundabout.
Coleen Sedlacek, with Mid Nebraska Area Agency on Aging, provided a program update for the agency and
submitted a budget assistance request in the amount of $14,801.00.

County Board at 9.4 a.m. to preser t our annual funding request.
We would like to provide the Adams County Supervisors with a short re of acihvities akang with our
funding request. The FY 18 request includes a Membership fee to Mkilands Area Agency on Aging of
56,545.00 which remains $1,000 for each person over the age of 60 in Adams County based on the 2010
census. We also will he requesting $8,522.00 to directly support the Adams County Senior Services
programs; Out total request is for 514,8QL00, which is unchanged from the previous several years..
I would like to thank the board for its support of the Adams County Senior Services aiC MAAA which is
invaluable to our effort to serve the aging population in Adams County.
I would also like to thank Ektora Ctrthmann and Charles Neumann for the tint
the fvlAAA Governing Board.

Paul Moyer with the Nebraska Department of Agriculture; Noxious Weed Division, presented the Board with an
evaluation of the noxious weed program in the State of Nebraska, and specifically Adams County.
Adams County Planning and Zoning Director, Judy Mignery, requested that the Board approve the appointment
of Larry Schultz to the Board of Adjustments.
Motion by Curtis, seconded by Neumann to approve the appointment of Larry Schultz to the Board of
Adjustments. Roll CaII; Ayes: Stromer, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Supervisor Curtis stated that the personnel committee's agenda items, including Resolutions 2017-05-16.01 and
2017-05-16.02 need further review before taking action.
No discussion or action was occurred on Resolutions 2017-05-16.01 and 2017-05-16.02, pertaining to a
proposed wage step plan for full time Adams County Employees.
Motion by Stromer, seconded by Neumann to approve the claims and direct the county clerk to pay them out of

agency and submitted a budget assistant request in the amount of $13,000.00.

The Spouse Abuse Sexual Assault (SASA) Crisis Center respectfully requests funds In the amount of
$13,000.00 to support efforts to serve clients from Adams County during the FY 2017-2018,
SASA is a private, non-profit organization that provides services to victims of domestic and sexual
violence as well as to domestic violence offenders. An outline of services available to Adams County
residents includes:
• 24-hour crisis hotline
• Crisis counseling
• Emergency financial assistance, includingtransportation, medical, clothing, and child care
• Safe shelter
• Medical and legal advocacy
• Mental Health. Therapy
• Support and education groups for victims, including a new group specifically for teens
• Batterer intervention program -- educational group for offenders
• Community awareness and education
With the ongoing support of Adams; County, SASA maintains quality local services. In 201.6, SASA
provided 3,135 support sessions to 408 unduplicate'd individuals from Adams County. Of these
individuals, those at risk of imminent harm were provided 1,504 bed nights of safe housing in one of our
shelters and 4,512 meals. Also in 2016, our On -Call Advocates answered 1,223 overnight and weekend
crisis calls; our Batterer's Intervention Program hosted 32 men; staff assisted with 213 protection and
harassment orders and provided court accompaniment and legal advocacy as needed; substance abuse
and mental health services were provided to nearly 50 unduplicated individuals; financial assistance,
including gas vouchers, clothing, and hygiene items, was provided by SASA 896 times; and through
safety planning and the provision of gas vouchers and bus tickets, SASA helped relocate 23 individuals
fleeing violence.
Your continued support is extremely important to our agency. With these funds, SASA provides localized
services to support survivors'efforts to live a life free of domestic and sexual violence. We sincerely
hope you will consider funding our programs during the 2017-2018 fiscal year.

Adams County Treasurer, Melanie Curry, presented the Board with a motor vehicle tax exemption application
for the Child Development Council of Adams County. Curry has reviewed the application and verified the entity
meets the requirements for exemption and is recommending approval.
Motion by Thomsen, seconded by Curtis to approve the motor vehicle tax exempt application from Child
