Roll call members present, Michael Stromer - District 1, Glen Larsen — District 2, Lee Hogan- District 3 , Scott Thomsen — District 4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7. Motion by Curtis, seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None. Orthmann stated that minutes from the December 19, 2017 meeting have been circulated and will stand approved unless there is a correction. No corrections were suggested Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the board members and was kept continuously current and posted in the County Clerk's office, the main courthouse lobby and the Adams County website. Charles McGraw with RYDE Transportation requested funds in the amount of $4000.00 to go towards the replacement of a RYDE Transportation van. A replacement would be a 2018 Dodge Caravan SE 7 seat, minivan which runs approximately $24,700.00 from the state bid. Of the $24,700.00 RYDE Transit has secured $20,700 of the cost of the new bus from Federal Monies, from Federal Transit Administration. When RYDE Transit purchases new vehicles, we ask our operating funding sources (Adams County - Hastings) to assist with capital purchases. Mignery and the Adams County Planning and Zoning Committee have reviewed the plans and Mignery is presenting it to the Adams County Board for action. Motion by Curtis, seconded by Hogan to approve the plans for D&N Second Subdivision as well as Resolution 2018-01- 16.02 to vacate D&N SubDivision. Adams County Weeds Superintendent, Eric Walston, presented the Board with the annual Adams County Weeds Department Activity Report. Walston has reviewed the report and is requesting the Chairman's signature so the final report may be submitted to the Nebraska Department of Agriculture. Box 94756 Lincoln, NE 68509-4756 (402)471-2351 For: Adams County For the year 2017 Statement of Finding The failure to control noxious weeds on lands in this state is a serious problem which Is detrimental to the production of crops and livestock and to the welfare of residents of this state and which may devalue land and reduce tax revenue (Neb. Rev. Stat. 2-945.02(1)). Section 2-954 of the Nebraska Noxious Weed Control Act requires each weed control authority to establish a coordinated program for the control of noxious weeds within the county. Goals Ust three goals outlining how your county plans to reduce the number of noxious weed infested acres in your county. Also, explain how your county plans on achieving each goal. Be specific and provide as much detail as possible. if more space is needed, you may attach additional sheets. Increasing informal inspection notices the public receives even on acres where no noxious weeds are found. In the hope that word of mouth will increase personal control. 2. Enforce more 10 Day notices and force control on noncompliant offenders. 3. Provide more general notices and noxious wood information to local Ag based businesses. 4. I did more inspections this year with more landowner contact. 1 plan to continue this practice along with more mapping and public relations. We also added money for a force control budget. Adams County Weed Control will inspect land under Its control as required in 2-954-3b in the Nebraska Weed Control Act, to determine areas of infestation with weeds to be declared to be noxious. Owners of land found to be infested with noxious weeds will be contacted and advised of their obligation to control such infestations. Adams County Weed Control will aid In the control of such infestations, and if no action's forthcoming, will take the necessary steps to accomplish control and will also strive for a low incidence of noxious weed infestations. 151 Page Public Awareness Explain the type of public relations activities that your county will use in the upcoming year to increase public awareness (newspaper articles, interviews, presentations given, weed tours, landowner contacts, etc.). I plan to help the NDOR with their identification of these weeds. 3. WHEREAS, Client wishes to retain Vanguard to provide certain data corwersion and other services, and Vanguard is willing to perform those services, all In accordance with the terms and conditions of this Agreement. (c) Vanguard will work with the IS staff, Assessor's staff, and or third -party to correlate proper conversion of the data fields, including ownership, and the appropriate format for conversion. Typically, Vanguard will perform a preliminary conversion, and Client staff will review the converted data as they leam the CAMAvlsioneftSystem. (d) Data will be converted by Vanguard a maximum of three (3) times (Including the preliminary conversion discussed In Section 1(c) above). The first two (2) conversions (called "review conversions") are for the purpose of review and correction, and the third conversion is final (the "final conversion"). Upon being provided a review conversion by Vanguard, Client will have five (5) working days to contact Vanguard with any corrections. If Client falls to timely report corrections, or reports that there are no corrections to a review conversion, the review conversion shall be deemed a final conversion.
