Roll call members present, Glen Larsen — District 2, Lee Hogan- District 3 , Scott Thomsen — District 4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7. Michael Stromer - District 1, was absent Motion by Curtis, seconded by Larsen that this is an open public meeting of the Adams County Board of Supervisors. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None. Orthmann stated that minutes from the February 20, 2018 meeting have been circulated and will stand approved unless there is a correction. No corrections were suggested Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the board members and was kept continuously current and posted in the County Clerk's office, the main courthouse lobby and the Adams County website. Nays: None County Deputy Attorney David Bergin presented the Board with a purchase agreement between the seller, Adams County, and purchasers Seth and Amber Wengler for the property located at 12014 Clark Street in Roseland. REAL ESTATE PURCHASE AGREEMENT This agreement is made and entered into by and between Adams County, a Political Subdivision of the State of Nebraska, hereinafter called the "Seller" and Seth Wengler and Amber Wengler, hereinafter called the "Buyers". Seller, in consideration of Twelve Thousand Seven Hundred Fifty Dollars ($12,750), to be paid as hereinafter provided, hereby agrees to sell and convey, and Boyers agree to purchase, the following described real estate: Lot 2, Meade Sabdivlslon, in the Village of Roseland, Adams County, State of Nebraska Such real estate is also known as: 12014 Clark Street Roseland, Nebraska Buyers agree to pay the above stated consideration by cashier's check or certified check at the time of closing. Closing shall take place on April 5, 2018, at a time and place arranged between the parties. Closing may take place sooner or later by the agreement of the parties. Possession of the above-described real estate shall be given to the Buyers at the time of closing. Seller agrees that upon receiving the full purchase price herein referred to in this agreement the Seller shall, at the Seller's expense, deliver to the Buyers, a good and sufficient Quitclaim Deed. The real property shall be conveyed to the Boyers as joint tenants, with right of survivorship, unless otherwise indicated by the Buyers. Seller agrees to maintain the real estate in its condition on the date of the entry into this agreement until initial delivery of possession to the Boyers. Such maintenance shall include, but not be limited to, the building, lawn, parking lot, heating, air conditioning, water heater, sewer, plumbing, electrical system, and any appliances. Seller is conveying this real property in "as is" condition. However, Buyers, or any designee of the Bayer., at Bayer.' expense, shall have the right to any inspection of the above- described real estate and any persona: property to be sold hereunder on or before thirty (30) days prior to closing; Seller agrees to have the electricity, gas, and water turned on for any inspections. Seller agrees to provide reasonable access to the property to the Buyers or any designee of the Buyers to perform any inspection. The right to inspection of the teal property shall not, however, permit the Buyers to rescind this agreement. If the Buyers fail to consummate the purchase of the real estate according to the terms of this Agreement, Seller may rescind this Agreement or utilize such other legal remedies as are available to the Seller by reason of such failure. Thomsen received two quotes from companies specializing in such studies, Goldberg Group Architects of Saint Joseph, Missouri provided a quote of $7,500.00 and Prochaska & Associates from Omaha, Nebraska provided a quote of $15,000.00. Thomsen has spoken with both firms and checked references. Based on reviews received from surrounding counties, Thomsen suggested using Prochaska & Associates and the study seems much more comprehensive. Brief discussion took place regarding the need for the study. Motion by Curtis, seconded by Stromer to approve committing to a jail study with Prochaska & Associates in the amount of $15,000.00. Nays: None Deputy Attorney Bergin began discussion on a proposed traffic study for the Highway 6 and Adams Central Road intersection. If approved, this would be a cost share study between Adams Central Public Schools and Adams County. Deputy Attorney Bergin started discussion on possible funding for the proposed Southeast Truck Route. Bergin stated that the Board could research both direct loans from area banks or look at the issuance of bonds through a bond company. Brief discussion occurred regarding both options. Motion by Neumann, seconded by Thomsen to direct Dave Bergin and Dawn Miller to collect proposals for both options for funding the southeast truck route.
