Roll call members present, Michael Stromer - District 1, Glen Larsen — District 2, Lee Hogan- District 3 , Scott Thomsen — District 4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7. Motion by Hogan, seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors. Roll CaII; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None. Orthmann stated that minutes from the April 3, 2018 meeting have been circulated and will stand approved unless there is a correction. No corrections were suggested minutes approved by unanimous consent. Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the board members and was kept continuously current and posted in the County Clerk's office, the main courthouse lobby and the Adams County website. The following is the agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m. the business day prior to this meeting. No public comments were made. Adams County Deputy Attorney, David Bergin, presented the Board with financing offers received from area banks for the southeast truck route project. The Adams County Road and Bridge Committee has reviewed the offers and recommend pursuing the offer from Five Points Bank of Hastings. Motion by Hogan, seconded by Neumann to direct the Road and Bridge Committee to meet with Five Points Bank to finalize details of the offer and report back to the full Board. Chase will be hosting an informational meeting later at the Adams County Roads Department and encouraged the Board to attend. Carissa Uhrmacher with the Juvenile Service Community Based Funding Program, requested the Board approve making Adams County the Financial Agent for the juvenile services program. Currently Clay County is the financial agent for the program however, the majority of juvenile services programs are located in Adams County. Uhrmacher has spoken with the Adams County Attorney, Clerk and Treasurer all of which do not see an issue with being the financial agent for the program. Uhrmacher is requesting approval of the County Plan which includes making Adams County the financial agent for the program, as well as approval of the award letter. Uhrmacher currently does not have a copy of the award letter but will produce it for signature at a later date. No funds are required by the county. Motion by Thomsen, seconded by Stromer to approve the County Plan pertaining to the Juvenile Services Program, including making Adams County the financial agent for the program. Adams County Highway Superintendent, Dawn Miller, requested approval on an agreement with Diamond Engineering for bridge repair work north of Pauline on Showboat Road. (County Highway Project C1-467). Motion by Neumann, seconded by Hogan to approve the contract with Diamond Engineering for the bridge repair as presented by Miller. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None. 141 'Page CONTRACT This Contract is made and entered into in triplicate this i day of by and between Adams County, Nebraska, acting through its Board of County Supettvisors (hereinafter "Owner"), and The Diamond Engineering Company, (hereinafter "Contractor"). , 2018, The Contractor did submit a proposal for the construction of bridge abutment repairs, concrete deck repairs, approach sections and approach guardrail in Adams County and other incidental work, as set forth in the Contract Documents for the project titled "Pauline North. STWD- CBMP(2)" and previously filed with the Adams County Clerk. A copy of the Contractor's proposal is attached hereto and made a part of this Contract. The amount of the Contractor's proposal was $ 348.417.80 and such is the full amount of this Contract, with no additions or deletions, except by written change order as set forth in the Contract Documents. If any change orders are issued, they shall be at the unit prices set forth in the Contractor's proposal or as negotiated with the Owner, and will in no way be construed as a release or waiver from the obligations of this Contract. In consideration of the following mutual agreements between the parties to this Contract, the Contractor agrees to furnish all work in accordance with said Contract Documents. The Owner agrees to pay the Contractor in accordance with the provisions of the Contract Documents and the Contractor's proposal.
