Roll call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee Hogan- District 3,Scott Thomsen—District 4, Dale Curtis- District 5, Chuck Neumann—District 6, Eldon Orthmann—District 7. Motion by Curtis, seconded by Thomsen that this is an open public meeting of the Adams County Board of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Orthmann. Nays: None.Absent/Abstaining: Neumann 4.444,rthmann stated that minutes from the May 1, 2018 meeting have been circulated and will stand approved unless there is correction. No corrections were suggested minutes approved by unanimous consent. Supervisor Neumann joined the meeting at 9:34 a.m. Chairman Neumann stated he would have a conflict of interest regarding the possible issuance of a conditional use permit for an intensive feeding facility expansion. Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An agenda was available to the board members and was kept continuously current and posted in the County Clerk's office,the main courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business day prior to this meeting. Philip Trausch of 8575 W.Sundown Road, spoke during public comment to address what he feels was a lack of sufficient notification to property owners near a proposed expansion of a feeding facility in section 30-6-10W. Matt Friend, owner of Matt Friend Trucking spoke during public comment to voice concerns over a recent purchase by the Adams County Roads Department of two new trucks. Friend disagreed with the Board's decision to purchase the trucks from another dealer. No additional public comments were made and public comment was closed. The permit request is for 7,250 animals(2,180 animal units). According to Adams County zoning regulations this would be a Clam ill operation and require a conditional use permit. The proposed site is on the south side of Sundown Road approximately 500 feet east of Elkhorn Avenue. There is an existing lagoon and 750(MX)animal units)swine building for swine over 55 pounds. There is a residence'A of a mile to northwest and a residence 0.6 mile to the south. There is a residence to the west 0.6 mile. The facility will add two swine confinement hams. Matrix siting tool was provided for information on the facility.The facility scored 114 points,75 points is passing according to the legislative committee that created the matrix. Supervisor Thomsen made a motion to adjust the salary of the interim Emergency Management Director to$43,160.00 per year,the entry level Emergency Management Director Salary, retroactively effective May 1, 2018.The motion was seconded by Curtis.
