Absent: Hogan- District 3 Motion by Curtis,seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors. Absent: Hogan Orthmann stated that minutes from the July 17, 2018 meeting have been circulated and will stand approved unless there is a correction. No corrections were suggested minutes approved by unanimous consent. Adams County Highway Superintendent, Dawn Miller,spoke during public comment. Miller stated that on August 30, 2018 there will be a workshop conducted by the Nebraska Department of Transportation regarding options for the Highway 6 and Adams Central Road intersection.All Board members are invited to attend and will be advertised accordingly. No additional public comments were made. Adams County Treasurer, Melanie Curry, requested the Board take formal action on what to do with wildlife in lieu of payment funds. Curry stated the County Board has the authority as to how these funds 260 IPage are dispersed. Curry stated that in her research, it has never been formally defined what to do with these funds. Currently the funds are distributed among the subdivisions in the appropriate tax district, however the Board could designated the funds be deposited in the County General Fund. Curtis inquired as to the amount generated by these payments.Curry stated it was normally a couple thousand dollars. Curtis stated that the county does pay for wildlife control within the county and these funds would help offset that cost. Motion by Curtis,seconded by Neumann to authorize the County Treasurer to deposit wildlife in lieu of payments into the County General account. Applicant: Butch and Donna Hogan, Location: Lot 2 West Fork North 46 Addition Zoned Use: Mixed Use Zoning Administrator's Comments: The applicant is proposing a Retail Business for Vehicles in the Mixed Use District. They would also like to move their Residence to the Business. Mixed Use District allows for Residences and also retail business,based on interpretation of the regulations for the Mixed Use District,this would require a Conditional Use Permit. There is a business to the north of the property and residences to the south of property. This area also contains the Highway Corridor Overlay District;there are additional necessary design criteria in this area. Mignery stated the Adams County Planning and Zoning Committee had voted 6-0 in favor of issuing the Conditional Use Permit. Mignery also stated the applicants, Butch and Donna Hogan,were in attendance and available to answer any questions. The Hogans stated they would be restoring and selling classic cars, and have a small retail store specializing in "man cave" items.The Hogan's residence would also be located on the property. A neighboring property owner was present but did not formally speak for or against the conditional use permit as now being aware of the type of business the Hogan's will be running, he has no issues with it. Motion by Thomsen, seconded by Stromer to close the Public Hearing on the request for a conditional use permit submitted by Butch and Donna Hogan. Miller requested the Board defer hearing and taking action on moving forward with project C000123905 until a traffic study can be done to determine if the project is necessary. The agenda item pertaining to project C000123905 was deferred to a later date by unanimous consent. Adams County Deputy Attorney, David Bergin, presented the Board with a quit claim deed for lot 851 in the village of Juniata.A decision to give the vacant lot owned by Adams County,to the village of Juniata was approved during the July 17. 2018 meeting. Nays: None.Absent: Hogan Supervisor Neumann stated the that hiring committee selected to fill the Emergency Management Director position would like to recommend Ron Pughes be appointed as the Adams County Emergency Management Director. Motion by Neumann was made to appoint Ron Hughes as the Adams County Emergency Management Director. Brief discussion occurred regarding the starting salary for the position, Neumann stated the salary would be roughly$50,000.00 per year. Supervisor Neumann needed to leave the meeting at 10:24 a.m. Neumann's motion was seconded by Thomsen, Roll Call;Ayes:Stromer, Larsen,Thomsen, Curtis, Orthmann. Nays: None.Absent: Hogan, Neumann. Supervisor Thomsen stated he would like to reconsider a claim that was previously passed. Motion by Curtis,seconded by Stromer to re-open regular session to consider a claim. Nays: None.Absent: Hogan Thomsen stated a claim was submitted by the probation office payable to Computer Hardware in the amount of$6706.00,this claim has been denied payment by the board twice before, based on §29- 2259. Brief discussion occurred regarding paying this claim however moving forward,the county will no longer pay claims for computer equipment for the probation office as§29-2259 does not require the county to do so.
