Roll Call members Present District 1, Michael Stromer, District 2,Glen Larsen, District 3, Lee Hogan, District 4,Scott Thomsen, District 5, Dale Curtis, District 6, Chuck Neumann, District t 7, Eldon Orthmann. Motion by Stromer,seconded by Hogan that this is an open public meeting of the Adams County Board of Supervisors, Roll Call: Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann, and Orthmann. Nays, none Orthmann stated that the minutes from the October 16, 2018 meeting have been circulated and will stand approved unless there is a correction. Dawn Miller presented the Interlocal agreement with the City of Hastings and the State of Nebraska on the Southeast Truck route, Motion by Curtis,seconded by Larsen to approve the Interlocal Agreement, 366 Page INTERLOCAL COST-SHARING AGREEMENT BETWEEN ADAMS COUNTY AND THE CITY OF HASTINGS AND THE STATE OF NEBRASKA,DEPARTMENT OF TRANSPORTATION WHEREAS,Adams County,a political subdivision of the State of Nebraska,and the City of Hastings,a political subdivision of the State of Nebraska,and the State of Nebraska, Department of Transportation are public agencies within the meaning of Neb.Rev.Stat.§13-803 (2),and thereby have the authority to enter into an interlocal agreement pursuant to the Interlocal Cooperation Act;and WHEREAS,Adams County,the City of Hastings,and the NetraskaDepartmert of Transportation(hereinafter abbreviated as NDOT)have reached an agreement regarding the sharing of costs for the detour route to be utilized during construction,by NDOT,of the following road project:Project S-6-4(1022),CN.41086,Hastings Southeast(US-6). WHEREFORE,Adams County,the City of Hastin},s,and the Nebraska Department of Transportation shall share costs on the above-named Project in the manner stated hereinafter. Adams County shall be the lead agency in regards to this Project and shall be in charge of bidding the project,contractual work,and work directly with engineers. The casts of the Project shall be divided between the parties to this interlocal agreement in segments beginning at the interaction of U.S.Highway 6and Showboat Boulevard and proceeding southwanl on Showboat Boulevard. The Project shall start at the south edge of the pavement on Highway 6. Costs shall be shared as follows: I. The actual cost oldie North Approach to the Intersection Segment,consisting of 0.12 miles,and extending for 633.60 linear feet,shall be paid forentittly(100%)by NDOT,including the actual cost for Inst uctian,right-of-way and utilities. 2. The cost of the Middle Segment,consisting of approximately 0.64 miles,and extending for 3297.26 linear feet,shall be paid jointly by Adams County and the City of Hastings. The oust shall be divided between Adams County and the City cif Hastings with each paying fifty percent (50%)of the entire cost,including engineering services. The Middle Segment shall have an estimated can of 3280,000(2019 dollars)and Credits from NDOT shall consist of 53118,000 (2022 Dollars). 3,The cost of the South Segment,consisting of 0.25 miles in length,extending from the south line of the Middle Segment southward,shall be paid far by Adams County under County Project C1-493,the Southeast Truck Route,and shall have an estimated coat ofS 112,000(2019 dollars)and Credits from NDOT shall consist of 3127,000(2022 Dollars)for the use of this new roadway segment as a detour route as described above. 4. Temporary Surfacing coraisting of 0.11 miles,shall be likely to be rendered umecessary by the completion of the Project. The Temporary Surfacing has an estimated cost of 5189,000(2019 dollars)and the Credits from NDOT would consist of 5215,000. Since the completion of the Project would benefit NDOT because the Temporary Surfacing would therefore be unnecessary,NDOT shall nonetheless pay Credits from NDOT in the amount of 5215,000 (2(22 Dollars)to Adams County and the City of Hastings. The Crusts to be paid by NDOT to Adams County and the City of Hastings for the utilization of the detour route during the construction of the Project shall be in the total amount of 5660,000(2022 dollars),as stated in a letter from NDOT dated September 6,2018,which is attached hereto and marked"Exhibit A"and made a part hereof by reference. NDOT agrees to pay the those described cash credits in the amount of 5660,000(2022 dollars)following the award of a construction antral to make the plamed improvements along 367 [ Page the Project mute and no later than the time that construction begins. NDOT will reimburse Adams County and the City of Hastings for the North Approach to the knersection Segment at the time of construction,payable to the contractor for all materials and instruction within said Segment..
