Roll call members present, Michael Stromer- District 1,Glen Larsen—District 2, Lee Hogan- District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon Orthmann—District 7. Motion by Neumann, seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann, Orthmann. Nays: None No corrections were suggested, minutes approved by unanimous consent. Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. County Court Judge Magistrate,Tom Hawes, addressed the Board regarding concerns of the walkways up to the main courthouse building being cleared of snow and/or ice by 8:00 a.m. Maintenance Director,Tom Reichert was in attendance and stated salt is thrown out by 8:00 a.m. however some heat is needed to activate it, in shady areas or times in which the temperature does not climb enough, some areas can still remain slick.The maintenance department has also experimented with some pretreatment however that can get washed away with additional rain or snow received. No additional public comments were made and public comment closed. Chairman Orthmann inquired if there was any old business to address before the board proceeds with reorganization for the year 2020. No old business was addressed. Chairman Orthmann requested a motion that the Adams County Board of Supervisors adjourns sine dine for 2019 and appoint the Adams County Clerk as the temporary chairman to proceed with the reorganization for 2020. Motion by Curtis,seconded by Larsen to adjourn sine dine and appoint the clerk as temporary chairman for reorganization of the board. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays: None County Clerk, Ramona Thomas, requested nomination for the 2020 Adams County Board Chairman. Supervisor Charles(Chuck) Neumann nominated Lee Hogan for the 2020 Chairman position. Clerk Thomas called for additional nominations twice. No additional nominations were received. With no additional nominations received,clerk Thomas inquired if anyone would like to make a motion that nominations cease and a unanimous ballot be cast for Lee Hogan. 31 Page Motion by Neumann, seconded by Larsen that nominations for the 2020 chairman cease and a unanimous ballot be cast for Lee Hogan. Supervisors Scott Thomsen nominated Supervisor Dale Curtis for the 2020 Vice Chairman Supervisor Eldon Orthmann nominated Supervisor Chuck Neumann No additional nominations were received. A closed vote was conducted (§84-1413) and the votes collected by the county clerk. Four(4)votes were cast for Supervisor Neumann,three (3)votes cast for Supervisor Curtis. Chairman Hogan inquired if there is any requested changes to the committee representation for 2020. No reassignment of committees were made and committee assignments will remain the same for 2020. Motion by Curtis,seconded by Stromer to approve Wells Fargo, Heritage Bank, Pinnacle Bank,Adams County Bank, NPAIT, Five Points Bank, US Bank, Heartland Bank and the Bank of Doniphan as depositories for 2020. Extensive discussion took place regarding the Adams County Surveyor position, including if a benefit package would continue to be offered. Chairman Hogan directed Deputy Attorney Bergin to daft resolutions for available options regarding the surveyor position,to be considered during the February 4, 2020 Board meeting. Clerk Thomas was instructed to place the agenda for the February 4, 2020 meeting. 9IPage County Surveyor Elections Legislation was enacted in 2014 to require the election of county surveyors in all counties under 150,000 unless certain actions are taken.This requirement does not apply if the steps below have been taken or if the office of county surveyor has been consolidated with the office of the county engineer,clerk, assessor,clerk of the district court,or register of deeds.(See Neb.Rev.Stat.§22-417.)
