Adams County Emergency Manager, Ron Pughes, spoke during public comment to inform the Board that the Emergency Management Department has supplied the Adams County Roads Department with an additional twenty tourniquet kits. No additional public comments were made. Public comments closed. Jenny Theesen with the Heartland Pet Connection presented the Board with a proposal for boarding and caring for dogs while the owner is awaiting the outcome of court cases.Theesen stated the owners will not sign the dogs over to the pet connection and the shelter cannot legally adopt them out without the owner's consent.Theesen presented the board with a proposal of$2,914.86 for two dogs, one boarded for twenty days and being boarded 121 thus far. Adams County Board of Supervisors The last two years Heartland Pet Connection has received multiple court cases that have been through the county attorney's office. We presented the bills for these court cases to request financial assistance in July of 2019. I have a proposal for you regarding cases to allow for us to continue care for animals in these situations that hopefully will suit both of us. Below is a listing of the proposed fees. The county would pay no impound fees. Boarding would be charged at a rate of$15 per day for the first 20 days.After the initial 20 days it would be$18 per day for the remaining time. Bite Cases must be housed for 10-24 hour periods before being released back to owners. Bite case boarding is$30 per day and if it goes to court past the 10 day period it remains at$30 per day for boarding a dangerous animal. Euthanasia of any court case and/or bite case animal is$90. The county would only be charged the same cost of what Heartland Pet Connection was charged for veterinary care.Preventative medications ie:K-9 Advantix for fleas and ticks as well as Hearguard for heartworms and vaccinations would also be billed at cost of what Heartland Pet Connection pays for them. Currently we have 3 cases that Heartland Pet Connection has had to absorb the cost of care on.The first case never went to court against the owner due to failing health.Two were due to lack of the county attorney's office determining that the animals were not part of the case in a timely manner. Each of these cases becomes expensive when it comes to long term care which is not in the best interest of the animal(s). I have presented details and cost of caring for the animals in these cases previously. I have attached the previous bills with a copy of the updated billing for you to review. Many Board members stated they would like to see additional negotiations in regards to the bill.Chairman Hogan appointed Supervisor Neumann to work with Heartland Pet Connection to come to a mutual agreement and will propose it to the full Board when available. Clerk Thomas presented the Board with a request from Shari Brei to rent the assembly room in the ACOB Building.All necessary paperwork has been submitted by Brei and the rental fee has been paid. Miller has reviewed the resolution and is presenting it for approval. With a goal toward enhancing community opportunities,Prairie Loft is embarking on the final phase of the Workshop Renovation project,transforming a former machine shed into an energy-efficient,year-round facility for education and community engagement.The completed Workshop will provide unique multi-purpose space including a commercial kitchen,bathrooms,storage and mechanical areas,large and small meeting spaces,and integrated adjacent outdoor areas.Phase 3 will complete improvements by 2021,creating a finished space for up to 200 participants.We have engaged an engineer and an architect,both from 1E0 Consulting Group,to help guide the project.In design and implementation,we are committed to providing an accessible place that fosters our community culture and offers space for exceptional education and community participation. Since 2005,Prairie Loft has been offering a farm-based place for community gathering and experiential programs for people of all ages and from many places around the Midwest.Thanks to generous local support, we have made significant progress with renovations to the site.Since capital improvements began,our education program capacity and participant numbers have both nearly tripled.We have proven success through planning,implementation and results over twelve years of site improvements and programs benefitting 10,000 people each year. We have a good chance at substantial grants for this project from statewide foundations if we first secure total gifts and pledges of$150,000 from local and regional partners by February.Toward that goal,Prairie Loft respectfully requests new Improvement Fund support in the amount of$20,000 for the final phase of renovation. Since November,$47,500 in new gifts and pledges has been committed to the project,with others currently considering support.Key project partners include Centennial Plastics,Pershing Orthodontics,Morrison Enterprises,and Cooperative Producers.A grant award from the Improvement Fund would make an immediate positive impact. Advertised speeds of DSL service is 10Mbp down t' 1Mbp up.In communicating with residents is this subdivision,it was confirmed that the first 5 to 6 homes just off 12th street are able to receive the 10/1 speed. The remaining 30-31 homes are located too far from the aging copper plant to receive the FCC required rural minimum 10Mbp/lMpb speed.Glenwood does offer wireless broadband service to these consumers with speeds up to 12Mbp.This higher speed however,will still not meet the projected 2513 rural minimum standard that the FCC will be proposing soon. Glenwood currently possess a fiber-optic route that runs adjacent to 12th street.With the existing fiber-optic that is already in place,Glenwood Engineers have estimated that it would take an additional 8,732 feet of fiber to complete the FTTH Rural Juniata-Osage Avenue project. Glenwood's fiber optic solution would allow symmetrical speeds ranging from 50Mbp to 250Mbp,at an affordable price. Glenwood has estimated this project to cost 583.000.
