Roll Call members present: District 1, Michael Stromer, District 2, Glen Larsen, District 3, Lee Hogan, District 4, Scott Thomsen, District 5, Dale Curtis, District 6,Chuck Neumann, District 7, Eldon Orthmann. Motion by Orthmann seconded by Larsen this is an open public meeting of the Adams County Board of Supervisors, Roll Call:Ayes: Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, and Orthmann. Nays: none Hogan stated that the minutes from the March 3, 2020 meeting have been circulated and will stand approved. Public Notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the board members and was kept continuously current and posted in the County Clerk's office, the main courthouse lobby and the Adams County website. Ron Seymour, UNL Extension Educator presented the Executive order from Governor Ricketts regarding public meetings, Ron also spoke about the directives from UNL, regarding classes now that schools have been closed, classes are now being held through video conference and computers. Seymour presented his annual report for the Adams County UNL Extension office. Chairman Hogan reopened comments from the public Tom Hawes, County Clerk Magistrate wanted to know if the board had made any decisions about"What ifs" on the COVID 19 and the courthouse closing. No additional public comments were made, and public comment was closed. Chairman Hogan requested a motion to meet as the Board of Equalization to review and act on tax list corrections and motor vehicle exemptions. Neuman made to motion to meet as a Board of Equalization seconded by Thomsen: Roll Call: Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, and Orthmann. Melanie Curry, Treasurer, presented a Security for release. Motion by Curtis to approve the release of security, seconded by Neumann. Roll Call: Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis,Neumann, and Orthmann. Nays: none Dawn Miller presented the Asphalt bids that were opened on March 12, 2020. The bids were for Project A Bladen Ave, Holstein Ave and Adams Central Ave Dustrol No bid Werner Const $2,828,729.05 Vontz Paving $3,002,414.10 Project B Blue Hill Rd, Juniata Ave and Shiloh Ave Dustrol $415,03120 Werner Const $377,876.00 Vontz Paving $368,272.90 Project C Adams County Office Building Dustrol No Bid Werner Const $190,279.50 Vontz Paving No Bid Vontz paving was the low bidder on project B but was unable to start the project until Spring of 2021. Miller will contact Davidson and Co about bonding the projects and will present to the board on April 7, 2020 Neumann made motion to award projects A and B to Werner Construction, seconded by Orthmann. Bid Package B 7 miles of asphalt surface removal Low bid is well over the estimate but there was not enough consideration given within the estimate to the value of the millings that would be retained by the County and not taken by the Contractor. Due to the condition,the cost to repair these 7 miles of roadway is estimated at$2,000,000 or about$285,000 per mile. When compared to the removal bid and return to gravel road cost of$60,000 per mile,it is still more economical to remove the asphalt and convert to gravel roads.
