HomeMy WebLinkAbout0505 Minutes for May 5, 2020 Adams County Board of Supervisors Board Minutes Adams County Wallace Building,Tuesday May 5,2020 In order to better comply with recent COVID-19 social distancing guidelines,the May 5,2020 regular meeting of the Adams County Board of Supervisors was held in the Adams County Board of Supervisors Room,some board members attended the meeting electronically.Recent provisions from Governor Pete Rickets temporarily allows for County Boards to meet using electronic methods.The electronic video meeting service,Zoom was utilized for this meeting. The regular meeting of the Adams County Board of Supervisors was held with Chairman Lee Hogan presiding. Roll call members present, Michael Stromer- District 1,Glen Larsen—District 2, Lee Hogan- District 3, Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon Orthmann—District 7. Supervisors Larsen, Hogan, Neumann and Orthmann attended in person,all other supervisors participated electronically. Motion by Orthmann, seconded by Neumann that this is an open public meeting of the Adams County Board of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann, Orthmann. Board members attended the following committee meetings and community events since the April 21, 2020 meeting and provided a brief report: Thomsen—Reported that county cemeteries have been mowed and Hastings Rural Fire has started dirt work at the Adams County Wallace Building Stromer—April 22,2020-Attended a library board meeting regarding the budget April 23,2020—Attended a Community Action Partnership meeting May 4,2020—Attended an Adams County Planning and Zoning meeting Orthmann- no report;as all scheduled meetings were cancelled due to the COVID-19 pandemic Larsen- no report;as all scheduled meetings were cancelled due to the COVID-19 pandemic Curtis—April 22,2020—Attended a Hastings Chamber Board meeting Neumann—April 22,2020—Attended a Merit Commission meeting April 22,2020-Attended a library board meeting regarding the budget Hogan—All meetings were cancelled due to the COVID-19 pandemic however Hogan answered several call concerning county roads and spoke with Beth Baxter with Region 3 regarding excessive expenses incurred due to the COVID-19 pandemic Chairman Orthmann opened the meeting to receive comments from the public. The request is for the items listed below. 1. The Midland Area Agency on Aging annual membership for Adams County in FY 2021 will remain at the current level of$6546.00. The membership fee is used in combination with federal and state funds from the Nebraska Health and Human Services-Division of Aging Services for the operation of the Area Agency on Aging administrative office. This fee also provides for regional services including Senior Legal Aid and Care Advocacy Services in Adams County. 138 I Page 2. Our funding request from the Adams County Board for the Golden Friendship Center in FY 2021 remains at the current level of$8255.00. The allocation of these funds is to help the Golden Friendship Center provide Congregate Meals,Home Delivered Meals and Social Activities at the Center. In addition to the$8255.00 from Adams County,Midland Area Agency on Aging's grant funds committed for the Golden Friendship Center include funds from the Federal Older American's Act,Nebraska Community Aging Services Act and the United State Department of Agriculture for the senior meal services. Each governmental entity that is party to this Agreement agrees to indemnify and hold harmless,protect and defend the other as well as its elected and appointed officials,employees and representative against Wanda expenses connected therewith,for the damages asserted,claimed or recovered against the other or its insurers,because of personal injury or death,or on account of property damage,in any way connected with or resulting from the work associated with this Agreement. Pursuant to resolution and pursuant to Sections 39-1639 through 39-1655, Reissue Revised Statues of Nebraska, as amended, there is hereby created within the County of Adams, Rural Road Improvement District No. 2020-1, The limits and boundaries of said Rural Road Improvement Districts shall be the outer boundaries of the following groupings of property in Adams County, Nebraska, none of which is located within a village or city: All of the lots and lands immediately adjacent to and abutting Bladen Avenue from the Webster County Line extending north approximately 8 miles to Highway 74; all of the lots and lands immediately adjacent to and abutting Holstein Avenue from Assumption Road extending north approximately 4 miles to Highway 6;all of the lots and lands immediately adjacent to and abutting Adams Central Avenue from the Adams Central High School extending north approximately 1.7 miles to 12th Street; and all of the lots and lands immediately adjacent to and abutting Adams Central Avenue for 1/8 mile both north and south of Highway 6. Within said District improvements shall be made to the Avenues described in the description of the District, which improvements consisting of removal of and/or milling of existing roadway surfaces and construction or reconstruction of concrete or asphalt roadways, grading, curbing and drainage improvements, and other related improvements including sub-grade preparation, paving replacement,and other necessary and appurtenant improvements. Section 3. The cost of improvements of said roads estimated to be approximately $4,200,000, which improvements shall be made at public cost and are found to be general public improvements. No property in the district will be specially benefitted by the improvement and no property will subject to the levy of special assessment. Bonds shall be issued by Adams County pursuant to Section 39-1648, R.R. S. Neb., to finance the cost of the improvements in said District. Section 4. The Adams County Board shall appoint an advisory committee of not less than three persons residing in said District to advise the Board on all matters affecting the road improvements, financing the cost thereof and the levy of special assessments. Section 5. This Resolution shall take effect and be in force after its passage and approval as provided by law.
