In order to better comply with recent COVID-19 social distancing guidelines,the April 7,2020 regular meeting of the
Adams County Board of Supervisors was held at the Adams County Courthouse Building; Board of Supervisors Room.
Recent provisions from Governor Pete Rickets temporarily allows for County Boards to meet using electronic
methods.The electronic video meeting service,Zoom was utilized for this meeting.A link to the meeting was
available on the Adams County Website along with a copy of open meeting laws.
The regular meeting of the Adams County Board of Supervisors was held with Chairman Lee Hogan presiding. Roll call
members present, Michael Stromer-District 1, Glen Larsen—District 2, Lee Hogan-District 3, Scott Thomsen—District
4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon Orthmann—District 7.
Supervisors Hogan, Neumann, Larsen and Orthmann attended in person,Supervisors Stromer,Thomsen and Curtis
attended the meeting through Zoom. §23-153
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An agenda was
available to the board members and was kept continuously current and posted in the County Clerk's office,the main
courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no modifications
were made to the agenda after 9:30 a.m.the business day prior to this meeting.

Chairman Orthmann opened discussion on obtaining additional quotes for employee health insurance from Krull
Agency.

The Adams County Highway Superintendent, Dawn Miller, introduced a discussion as to the formation of rural road
improvement district for the asphalt resurfacing for Bladen Avenue, Holstein Avenue and Adams Central Avenue.The
County Highway Superintendent recommended and described the scope of the proposed improvements consisting of

removal of and/or milling of existing roadway surfaces and construction or reconstruction of concrete or asphalt
roadways,grading, curbing and drainage improvements, and other related improvements including sub-grade
preparation, paving replacement, and other necessary and appurtenant improvements,the cost of which improvements
is estimated to total$4,200.00.After further discussion of the matter;
Supervisor Neumann moved the adoption of the following Resolution,which motion was seconded by Supervisor
Orthmann, and on roll call vote,the following voted YEA:Stromer, Larsen, Hogan,Thomas,Curtis, Neumann, Orthmann.
The following voted NAY: None The chairman declared the Resolution passed and adopted.
RESOLUTION NO.
BE IT RESOLVED BY THE CHAIRPERSON AND COUNTY BOARD OF SUPERVISORS
OF ADAMS COUNTY NEBRASKA AS FOLLOWS:
Section 1. It is hereby found and determined by the Chairperson and County Board of
Supervisors,(the`Board")that it is necessary and advisable,to create a rural road improvement district
to be known as Rural Road Improvement District No. 2020-1 of Adams County,Nebraska,to include
improvement of Bladen Avenue from the Webster County Line extending north approximately 8 miles to
Highway 74;improvement of Holstein Avenue from Assumption Road extending north approximately 4
miles to Highway 6;and improvement of Adams Central Avenue from the Adams Central High School
extending north approximately 1.7 miles to 12's Street; all in Adams County,Nebraska. None of the
property in such proposed district is located within a village or city.
Section 2. A resolution of necessity in its proposed form for the creation of the aforesaid rural
road improvement district has been prepared for the review of County Officials and all other interested
parties and is directed to be placed on file in the office of the Clerk of Adams County,Nebraska.
Section 3. That pursuant to law,the Board of Supervisors will hold a hearing on the matter
of the creation of proposed Rural Road Improvement District No.2020-1 to be held at o'clock
a.m.,on the day of ,2020,in the Supervisors'Boardroom at the Adams County
Courthouse, 500 West 4th Street in Hastings, Nebraska, and that notice of said hearing in the form
submitted to this meeting and attached to this Resolution,is hereby approved and the County Clerk is
authorized and instructed to give notice of said hearing by posting such notice in three(3)conspicuous
places in the proposed district and by publication in three(3)issues of the Hastings Tribune newspaper
on the following dates:

ESTABLISHMENT OF RURAL ROAD IMPROVEMENT DISTRICT
IN ADAMS COUNTY,NEBRASKA
TO: All persons residing in or having and interest in Real Estate described in Section 1 of the
proposed Resolution of Necessity set forth below.
PUBLIC NOTICE IS HEREBY GIVEN that there has been filed in the Office of the County
Clerk of Adams County Nebraska,a proposed Resolution of Necessity for the creation and formation of a
rural road improvement district to be located within Adams County Nebraska,containing the property as
described in said proposed Resolution of Necessity as set out in this notice as follows:

BE IT RESOLVED BY THE COUNTY BOARD OF SUPERVISORS OF ADAMS COUNTY,
NEBRASKA:
Section 1. Pursuant to resolution and pursuant to Sections 39-1639 through 39-1655, Reissue
Revised Statues of Nebraska, as amended,there is hereby created within the County of Adams,Rural Road
Improvement District No. 2020-1. The limits and boundaries of said Rural Road Improvement Districts
shall be the outer boundaries of the following groupings of property in Adams County,Nebraska, none of
which is located within a village or city:

All of the lots and lands immediately adjacent to and abutting Bladen Avenue from the Webster
County Line extending north approximately 8 miles to Highway 74; all of the lots and lands
immediately adjacent to and abutting Holstein Avenue from Assumption Road extending north
approximately 4 miles to Highway 6; and all of the lots and lands immediately adjacent to and
abutting Adams Central Avenue from the Adams Central High School extending north
approximately 1.7 miles to 12th Street.
Section 2. Within said District improvements shall be made to the Avenues described in the
description of the District, which improvements consisting of removal of and/or milling of existing
roadway surfaces and construction or reconstruction of concrete or asphalt roadways,grading,curbing
and drainage improvements, and other related improvements including sub-grade preparation,paving
replacement,and other necessary and appurtenant improvements.
Section 3. The cost of improvements of said roads estimated to be approximately$
which improvements shall be made at public cost and are found to be general public improvements. No
property in the district will be specially benefitted by the improvement and no property will subject to the
levy of special assessment. Bonds shall be issued by Adams County pursuant to Section 39-1648,R.R.S.
Neb.,to finance the cost of the improvements in said District.
Section 4. The Adams County Board shall appoint an advisory committee of not less than three
persons residing in said District to advise the Board on all matters affecting the road improvements,
financing the cost thereof and the levy of special assessments.
Section 5. This Resolution shall take effect and be in force after its passage and approval as
provided by law.
That a hearing will be held at o'clock a.m.on , ,2020
in the Supervisors' Boardroom by the County Board of Supervisors at the Adams County Courthouse,
500 West 4th Street, Hastings,Nebraska on the consideration of the proposed resolution of creation and
the formation and creation of a rural road improvement district,after which hearing,said County Board
may pass the Resolution as proposed or may amend the Resolution and pass the amended Resolution or
may deny passage of the Resolution. Amendments may exclude any tracts included in the proposed
Resolution, may include additional property, or may change the boundaries of the rural road
improvement district.

In order to better comply with recent COVID-19 social distancing guidelines,the April 7,2020 regular meeting of the
Adams County Board of Equalization was held at the Adams County Courthouse Building;Board of Supervisors Room.
Recent provisions from Governor Pete Rickets temporarily allows for County Boards to meet using electronic
methods.The electronic video meeting service,Zoom was utilized for this meeting.A link to the meeting was
available on the Adams County Website along with a copy of open meeting laws.
The regular meeting of the Adams County Board of Equalization was held with Chairman Lee Hogan presiding. Roll call
members present, Michael Stromer- District 1,Glen Larsen—District 2, Lee Hogan- District 3, Scott Thomsen—District
4, Dale Curtis- District 5, Chuck Neumann—District 6, Eldon Orthmann—District 7.
Supervisors Hogan, Neumann, Larsen and Orthmann attended in person,Supervisors Stromer,Thomsen and Curtis
attended the meeting through Zoom. §23-153
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An agenda was
available to the board members and was kept continuously current and posted in the County Clerk's office,the main
courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no modifications
were made to the agenda after 9:30 a.m.the business day prior to this meeting.
Motion by Thomsen, seconded by Stromer to meet as a Board of Equalization to review and take action on motor
vehicle exemption applications. Roll Call:Ayes:Stromer, Larsen, Hogan,Thomas, Curtis, Neumann, Orthmann. Nays:

Adams County Treasurer, Melanie Curry, presented the Board with motor vehicle tax exemption requests from Mary
Lanning Hospital and Head Start. Curry has reviewed the applications and confirmed both meet the criteria for
exemption.
Motion by Neumann, seconded by Orthmann to approve the motor vehicle exemption requests for Mary Lanning
Hospital and Head Start as presented by Curry. Roll Call:Ayes:Stromer, Larsen, Hogan,Thomas,Curtis, Neumann,
Orthmann. Nays: None
