Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann,Orthmann Nays: None Chairman Hogan stated the minutes from the November 17,2020 meeting have been circulated to the board members and if there are no corrections,the minutes shall be approved. No corrections to the minutes were suggested and the minutes were approved by unanimous consent. The Board reserves the right to go into executive session if such session is clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. 339 I Page Supervisors attended the following committee meetings and community events since the last regular meeting and provided a brief report: Neumann- November 17,2020—participated in a merit commission meeting via conference call,three deputy sheriff candidates were advanced for consideration November 20,2020—participated in an NPAIT conference call Curtis- November 18,2020—Attended a Hastings Chamber Board meeing November 23,2020—Attended an Adams County Justice Center Committee meeting Larsen- All planned committee meetings were cancelled due to the COVID-19 pandemic Orthmann- No report Stromer- December 5,2020—Attended an Adams County Building and Grounds Committee meeting Thomsen- (Dates not provided) Had several meetings and phone conversations with Prochaska & Associates regarding the future Adams County Justice Center (Date not provided)Attended an on line ASAAP meeting Provided an update on the remodeling projects at the Adams County Extension office Hogan- (Dates not provided) Had several meetings and phone conversations with Prochaska & Associates regarding the future Adams County Justice Center Chairman Hogan opened the meeting to hear comments from the public. Lee Saathoff of 904 N 6th Avenue in Hastings spoke during public comment.Saathoff spoke regarding the agenda item to possibly retain Scott Thomsen as the chairman of the Adams County Justice Center planning committee. Saathoff stated he would like to see the board delay action until the board reorganizes in January. No additional public comments were made. Adams County Deputy Attorney, David Bergin, presented the board with an agreement between Adams County and Lynn Land &Cattle Company for a permanent easement. Bergin has reviewed the agreement, has obtained David Lynn's signature, and is now presenting it to the board for consideration. CONTtZACTUAL AGREEMENT IN CONJUNCTION WITH GRANTING OF PERMANENT EASEMENT This contractual agreement is hereby entered into by and between Lynn Land&Cattle Company and Adams County, a political subdivision of the State of Nebraska. In exchange for the granting of a Permanent Easement as shown in Exhibit "A", attached hereto,by Lynn Land&Cattle Company to Adams County, it is mutually agreed as follows: 340jPage 1. Adams County shall pay the entire cost of a culvert which is shown on the attached County bid sheet as$5,170. 2. Lynn Land&Cattle Company will receive no salvage from the bridge. 3. Lynn Land&Cattle Company will honor its contract with the bridge contractor as to the disposal of trees and the provision of dirt for the bridge. WHEREFORE,this contractual agreement is entered into, in conjunction with the execution of the Permanent Easement on this day of November,2020. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann Nays: None Chairman Hogan started discussion on possibly retaining outgoing board member Scott Thomsen as the chairperson of the Adams County Justice Center Planning Committee. Extensive discussion occurred regarding Thomsen's proposed appointment. 341 ' Page Chairman Hogan and Supervisor Curtis stated that Thomsen has the most knowledge of the project and would like to see him retained. Supervisor Neumann stated that all details of the appointment should be finalized prior to official appointment, including if this appointment would include monetary compensation. Supervisor Stromer suggested a proposed agreement be submitted for consideration. No action was taken on the proposed appointment of Scott Thomsen as chairperson of the Justice Center Committee, an agreement may be introduced at a future meeting. Motion by Stromer, seconded by Neumann to approve the claims and direct the county clerk to pay them out of their respective accounts.
