Roll call members present, Michael Stromer-District 1,Glen Larsen—District 2, Lee Hogan- District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon Orthmann—District 7. Motion by Curtis,seconded by Larsen that this is an open public meeting of the Adams County Board of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curti , Neumann,Orthmann. Nays: None. Orthmann stated that minutes from the December 4, 2018 meeting have been circulated and will stand approved unless there is a correction. No corrections were suggested minutes approved by unanimous consent. Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An agenda was available to the board members and was kept continuously current and posted in the County Clerk's office,the main courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business day prior to this meeting. Supervisor Neumann spoke during public comment to inform everyone that the Adams County Wellness -- Committee will be sponsoring a bowling event again this year. Neumann stated he would like to see suggestions from the county offices as to what type of wellness events they would like to participate in. Adams County Extension Office Director, Ron Seymour, presented the Board with names of two individuals for appointment to the Adams County Extension Board.Seymour is requesting approval of the appointment of Maggie Vaughn of 1331 N Cedar Avenue in Hastings, and Bryce Katzberg of 312 Ash Street in Kenesaw to the Adams County Extension Board. Motion by Larsen,seconded by Neumann to approve the appointment of Maggie Vaughn and Bryce Katzberg to the Adams County Extension Board. Public Hearing opened at 10:01 a.m. Adams County Highway Superintendent, Dawn Miller,spoke during the hearing to inform the Board that all land owners in the area of the proposed closure have been notified via certified mail and all Township officers have been notified. Miller has received no negative comments on the proposed closure. Due to a late publication, Miller is suggesting that formal action on the proposed closure take place on January 3, 2019. Deputy County Attorney Bergin address the room for additional public comments in regards to the proposed road closure. No additional comments were made. Motion by Larsen, seconded by Hogan to close the public hearing on the proposed closure of a portion of West Homestead Road west of South Liberty Avenue,and resume regular session. Motion by Stromer,seconded by Thomsen to meet as a Board of Equalization for the purpose of reviewing and taking action on tax list corrections and motor vehicle exemption applications. Regular session resumed at 10:12 a.m. Adams County Emergency Management Director, Ron Pughes, presented the Board with a revised Adams County Emergency Response Plan. A copy of the plan is on file at the Adams County Clerk's office and will be distributed to all Adams County departments. Adams County Highway Superintendent, Dawn Miller, presented the Board with Resolution 2018-12-18.01; to verify completion of road project C1-467 @br C000104105P and to receive 2017 CBMP Funds in the amount of$150,000.00 from the Nebraska Department of Transportation. Miller has reviewed the resolution and is recommending approval. RESOLUTION CERTIFYING PROPER COMPLETION OF PROJECT Adams County Resolution No. WHEREAS,Adams County and State entered Into an agreement entitled°County Bridge Matching Program Agreement",for the structure numbers C000104105P the Project,Program Agreement number BL1819 signed by State on the 28"day of February,2018;and WHEREAS,Adams County has now completed the construction of the Project that was identified In the Program Agreement;and WHEREAS,this Resolution Is to formally notify State of the proper completion of the Project according to the terms of the Program Agreement. Motion by Neumann, seconded by Hogan to approve enrollment in the 2019 cafeteria plan allowing employees to contribute the maximum of$2700.00 with a $500.00 roll over from the previous year. Discussion was postponed until later in the meeting when it can be verified if any of the courts would be in session.
