HomeMy WebLinkAboutSP03-02-10COURTHOUSE HASTINGS NEBRASKA Tuesday, March 2, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Orthmann attended a Personnel Committee meeting last Friday, a Heartland Pet Connection Board meeting and the Buildings and grounds meeting this morning. Curtis attended the Personnel Committee meeting and a Library Board meeting where they are discussing some remodeling and taking a look at the some new structural designs. Neumann attended a Wellness Committee meeting on the 18th, a two day meeting on Sustainability in Rural Nebraska and the County tax sale on Monday as well as the Planning Commission meeting and the Buildings and Grounds Committee meeting this morning. Hynes attended the Road Committee meeting this morning. Saathoff attended the Ag Business meeting and also Chamber and HEDC meetings, the Prairie Loft fundraiser, the personnel Committee meeting on Friday and the County tax sale on Monday. Kehoe attended 3 CASA committee meetings. They are getting ready for their Spring Fling fundraiser at Lochland. He also attended the Buildings and Grounds Committee meeting this morning. He also referenced an email from Clay County about the Nebraska Environmental Trust. Woodman attended the Road Committee meeting this morning. During the public comments portion of the meeting, Dr. Michele Bever, South Heartland District Health Dept Director, addressed the Board about the 2010 Census and handout posters encouraging people to participate in the Census because grant funding for the health district is based on the census numbers. Dawn Miller reminded the Board of the upcoming Planning workshop. At 9:45 AM, Miller opened gravel bids. Bids were received from Consolidated, Deweese and Mid-NE Aggregate. Motion by Neumann, seconded by Hynes to award to the low bidders for gravel in the following amounts: to Consolidated, Highland Township, 6.65/T; West Blue Township, 6.75/T; Denver Township, 7.20/T; Blaine Township 7.25/T; to Deweese Gravel Logan Township, $7.40/T; Silver Lake Township, 7.54/T; Ayr Township, 7.57/T; Hanover Township at 7.75/T; Zero Township at 7.74/T; Little Blue Township at 7.82/T; the aggregate at 7.37/T; and the Pit Price bid of 5.55/; to Mid-NE Aggregate Kenesaw Township at 5.92/T; Verona Township at 6.11/T; Wanda Township at 6.66/T; Juniata Township at 6.66/T; Cottonwood Township, 7.92/T; Roseland Township, 7.48/T and the Stockpile bid of 7.44/T. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller recommended the Board accept the low bid of the 60 ksi for the three bridge projects, C1-209, 163C and 395. Mark Mainelli of Mainelli Wagner Engineering explained to the Board that the 60 ksi steel would meet the NDOR requirements. Motion by Hynes, seconded by Saathoff to accept the low bids of Theisen Construction for bridge projects C1-209, C1-163C and C1-395. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Mark Headrick of United Teachers Associates Insurance Company presented information to the Board about his product and asked permission to present it to the County employees. Motion by Orthmann, seconded by Curtis to approve presentation of catastrophic insurance coverage through United Teachers Associates Insurance Company to the County’s employees. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Coleen Sedlacek, director of Adams County Senior Services, presented a check to the Board in the amount of 415,878.88 for sale of old handibus vehicles and fuel tax refunds. The Board thanked her and asked how the new handibus operation was going. She replied that she has not heard any complaints, the bus has expanded their hours and reduced the ticket price here in Hastings and the transfer went very well. Motion by Orthmann, seconded by Hynes to move to Board of Equalization for motor vehicle exemption applications and corrections of value to real estate parcels. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of equalization at 10:50 AM. Dawn Miller, Highway Superintendent, presented a resolution to the Board for a design exception for federal stimulus project STPE-2175(9), Ayr SE. Motion by Saathoff, seconded y Hynes to approve and authorize the Chairman to sign Resolution 10-03-02.1 requesting a design exception for project STPE-2175(9), Ayr SE. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Miller also presented a resolution to the Board for approval authorizing the Chairman to sign the agreements with Nebraska Dept of Roads for Fracture Critical Bridge inspections. Motion by Hynes, seconded by Saathoff to approve and authorize the Chairman to sign Resolution 10-03-02.2 authorizing the Chairman to sign the agreement with Nebraska Dept of Roads for fracture critical bridge inspections. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Motion by Kehoe, seconded by Neumann to approve and authorize the Chairman to sing the Agreement with the Nebraska Dept of Roads for fracture critical bridge inspections. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, seconded by Neumann to cancel duplicate voided and outstanding checks from December 16, 2008 written on the County Imprest Fund with the stipulation that claims may be submitted for payment upon request of any of the vendors and to also return $280.74 to the Treasurer for pay to a mental health board member whose account has been closed. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also presented more information to the Board regarding the adoption of Title VI to the County Personnel manual. She told the Board she has 12 counties who would also like help with the Title VI requirement and in her conversations with Craig Nelson, director of NIRMA, has gotten a commitment from him to take this to his Board of Directors with the idea that NIRMA will fund the costs of the attorneys and the training requirements. It was suggested by County Clerk Lewis that the Board should take this discussion to the NACO Board of Directors as well as this is something that all counties receiving stimulus money must deal with. Motion by Neumann, seconded by Hynes to approve claims and authorize the Clerk to pay the same from their respective funds. Motion by Kehoe, seconded by Orthmann to accept officer’s reports for the month of February from the District Court Clerk and the Sheriff. Motion by Saathoff, seconded by Curtis to move to Executive Session for contract negotiations and personnel matters. Roll call, ayes: Kehoe, Curtis, Neumann< Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 11:20 AM Motion by Orthmann, seconded by Neumann to return to regular session. Roll call, ayes: Kehoe, Curtis, Neumann< Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 12:45 PM. The Chairman announced that the only discussion was for contract negotiations and personnel matters and no actions were taken. Roll call members present were: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Lee, Assessor Hynes and Shannon Bird representing the Treasurer. Motion by Saathoff, seconded by Kehoe to approve motor vehicle exemption applications for Headstart for two 2010 Collins buses and Mosaic for a 2010 Chevrolet Express van to replace a 1998 Chevrolet Ventura. Roll call, ayes: kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Kehoe to remove the value on property owned by Adams County, ID# 283-644 and place it as exempt. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Saathoff to remove the value on property owned by Karen Hoit, ID# 284-3117.10 as neighbor’s garage value of $5,555.00 was assessed on the Hoit property. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to place the value of $5,555.00 of a garage, owner James Chamberlin, ID# 284-3117.30. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Hynes to approve and authorize the Chairman to sign Tax List Corrections 13626 through 13647. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to return to regular session. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:57 AM. This Board is adjourned.
