HomeMy WebLinkAboutSP03-16-10COURTHOUSE HASTINGS NEBRASKA Tuesday, March 16, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Curtis, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Kehoe, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Orthmann attended a Personnel Committee meeting on March 2nd to interview candidates for the Planning Administrator position, on the 4th he attended a Midland Area Agency on Aging meeting, and also a Buildings and Grounds Committee meeting to discuss the courthouse telephone system. On the 9th he attended a BID meeting, a Senior Services meeting and Heartland Pet Connection meeting on the 10th and an ACCVB meeting on the 11th. Curtis attended an Extension Board meeting on March 5th but was not able to attend the Library Board meeting on the 8th. Neumann attended the MAAA meeting on March 4th, the Planning Commission workshop on the Comprehensive Land Use Plan and a Buildings and Grounds Committee meeting about the telephone system. Last Monday he attended the Farm Bureau tour which was interesting. He also gave a couple reports to the Treasurer’s office and the Roads Dept on the Wellness Summary report from Mary Lanning Hospital. Hynes attended the Planning Commission workshop on the 4th, a Combined Services meeting on the 10th, a Roads Committee meeting this morning and also went on the Farm Bureau Tour. Saathoff attended the Personnel Committee meeting on March 2nd and the Chamber Legislative Luncheon in Lincoln on the 11th. He also went on the Farm Bureau tour and also attended a Senior Action meeting and the Roads Committee meeting this morning. Kehoe attended a CASA meeting on March 11th and also reported that there are more water issues at 907 S Kansas. The roof has leaked again and repairs are planned to be done. He also attended the Combined Services meeting on the 10th. Woodman attended the Planning Commission workshop on March 4th and the Roads Committee meeting this morning. During Public Comments, Dawn Miller told the Board of a meeting in Lincoln on March 30th with FHWA regarding the streamlining of permitting and funding of federal aid projects. She also reported that the next and possibly last meeting of the Planning Commission workshops on the Comprehensive Plan will be April 5th at the City Council Chambers. Miller presented two gravel agreements for approval. The agreement from Mid Nebraska was waiting for their bond. Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign the gravel agreements with Consolidated and Deweese Sand and Gravel. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also presented a resolution for approval regarding the appointment of the Responsible Charge for Hastings NE and Ayr NE federal aid projects. Motion by Hynes, seconded by Saathoff to approve and authorize the chairman to sign Resolution 10-03-16 appointing Dawn Miller as the Responsible Charge for Hastings NE and Ayr NE federal aid projects. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s. Miller also offered the name of Ron Pavelka to be re-appointed to the Planning Commission for a 3 year term. Motion by Neumann, seconded by Curtis to re-appoint Ron Pavelka to a three year term on the Planning Commission representing the village of Roseland. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller presented information to the Board regarding subdivision case 10-03.3. Motion by Orthmann, seconded by Saathoff to approve the Jerry DeMuth Subdivision, case 10-03.3, applicant Jerry DeMuth. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Orthmann told the Board that the Personnel Committee had met on March 2nd and interviewed three candidates for the position of the Planning Administrator and it was the unanimous decision of the Committee to recommend to the full Board that Judy Mignery be appointed to that position. Motion by Orthmann, seconded by Saathoff to appoint Judy Mignery as the Planning Administrator effective April 5, 2010 and assuming full duties on June 1, 2010 with the possibility of starting before April 5th. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Woodman stated that the attorney had sent a letter to all the Board members regarding discussions in Executive Session and asked if there were any questions or discussion about the letter. No one from the Board had any questions or discussion. Motion by Kehoe, seconded by Neumann to move to Executive Session for contract negotiations. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:07 AM. Motion by Neumann, seconded by Saathoff to return to regular session. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:47 AM. The Chairman announced that the only discussion was about contract negotiations and no action was taken in Executive Sessoin. Motion by Orthmann, seconded by Hynes to set the beginning salary of the Planning Administrator at $28,000 for the first year with an increase to $28,900 after satisfactory completion of a probationary period of 6 months with no other increase in salary within the fiscal year. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Saathoff to approve claims and authorize the Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Hynes to approve Miscellaneous Receipts for the month of February in the amount of $1,277,039.58. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to accept officers reports for the month of February from the County Clerk and Register of Deeds. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board recessed at 10:53 and reconvened at 11:00 AM. Ray Meyer and Mike Poelmann of Cobecon Insurance made a presentation regarding health insurance. This Board is adjourned until April 6, 2010.
