HomeMy WebLinkAboutsp05-04-10COURTHOUSE HASTINGS NEBRASKA Tuesday, May 4, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Orthmann was absent. Motion by Neumann, seconded by Kehoe, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Kehoe attended a Buildings and Grounds Committee meeting this morning. They are investigating the placement of motion lights in the restrooms and other places and auto switches on toilets and urinals. He reported that the City County Combined Services Committee meets next Wednesday and that CASA is working on their golf tournament fund raiser. Saathoff attended a Chamber meeting on the 28th and a Roads Committee meeting this morning. Hynes attended the Planning Commission work session last night, a Region III meeting and the YWCA forum last Friday and the Roads Committee meeting this morning. Neumann attended a Safety Committee meeting on the 20th, an ASAP meeting on the 30th, the Planning Commission workshop last night and the Buildings and Grounds Committee meeting this morning. Curtis attended a work session for the Library Board on the 26th and the DARE graduation at District 60 last night as well as a meeting of the South Central Economic Development District. Woodman was a presenter on county government at Leadership Hastings on the 21st, the Planning Commission work session last night and the Roads Committee meeting this morning. During the Public Comments portion of the agenda, Ann Auten, principal at Hawthorne School, addressed the Board about her disappointment and disapproval of the picture of President Obama that was posted in the Board Room. She gave the Board an official picture of the President to place in the Board Room. The Board thanked her for the picture and stated that they have recently received a picture from Senator Nelson’s office and also apologized for the picture that had been hanging there. Shay Burk, Hastings Tribune reported, commented on the article she wrote in the Tribune stating that she stands by the story but did not intend for it to be a national issue and apologized for it becoming a national issue. She stated that the Associated Press only picked up the first 5 paragraphs of her 27 inch article and her attempts to have them use the entire article went unanswered. Dawn Miller, Highway Superintendent, presented Interlocal Agreements from the townships for maintenance and gravel purchases for Board approval. Motion by Hynes, seconded by Kehoe to approve and authorize the Chairman to sign Interlocal Agreements for maintenance with the following townships: Ayr, Denver, Highland, Juniata, Kenesaw, Logan, Silver Lake, Wanda and West Blue. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent. Motion by Kehoe, seconded by Neumann to approve and authorize the chairman to sign Interlocal Agreements for gravel purchases at County pricing for the following townships: Ayr, Denver, Juniata, Kenesaw, Logan, Silver Lake, Verona and West Blue. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent. Neumann read aloud two letters he had written to Don Siffring and the master Gardeners and Bob Foote of Big G Ace Hardware thanking them for their donations of time and gladiola bulbs for planting around the Courthouse. He passed the letters around for the signature of all the Board members. Motion by Saathoff, seconded by Curtis to move to Board of Equalization to hear motor vehicle exemption applications and corrections to tax values. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent. Entered Board of Equalization at 10:08 AM. Judy Mignery, Planning Director, presented the name of Travis Augustin as an alternate member for appointment to the Board of Adjustment. Motion by Hynes, seconded by Saathoff to appoint Travis Augustin as an alternate member to the Board of Adjustments for three years. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Nays, none. Dawn Miller gave the Board an update of the transition in the Planning Office. She said Judy hit the ground running and was doing a great job. Melissa’s last day is next week. Scott Kleeb and Kris Vrooman of Energy Pioneer Solutions asked the Board for a letter of support for a grant they are trying to obtain from the Dept of Energy for weatherization audits of low income and elderly property owners. Motion by Saathoff, seconded by Curtis to approve and authorize the Chairman to sign a letter of support from the County for Energy Pioneer Solutions weatherization grant application. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Nays, none. Dianne Fowler, Midlands Area on Aging Director, and Dr Charles Evans, Chairman of the Governing Board presented the 201-2011 budget request from Adams County for the agency. The request is the same as last year’s. Motion by Kehoe, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent. Motion by Saathoff, seconded by Curtis to accept officers reports for the month of April from the Clerk of District Court. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent. Motion by Kehoe, seconded by Saathoff to move to Executive Session for personnel regarding the Human Resources issue. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Entered Executive Session at 11:25 AM. Motion by Neumann, seconded by Saathoff to return to regular session. The Board continued their meeting with the quarterly inspection of the jail and adjourned after that. County Board of Supervisors met as a Board of Equalization with for the purpose of hearing motor vehicle exemption applications, corrections of tax values and Tax List Corrections Chairman Larry Woodman presiding. Roll call members present were: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Orthmann was absent. Also present were County Clerk Lewis, Attorney Lee, Assessor Hynes and Shannon Bird representing the Treasurer. Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign Tax List Corrections numbers 13650 through 13655. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes Saathoff and Woodman. Nays, none. Orthmann, absent. Motion by Saathoff, seconded by Curtis to approve motor vehicle exemption applications for South Central Behavioral Services, Head Start Child and Family Services and Catholic Social Services. Roll call, ayes: Kehoe, Curtis, Neumann, Hynes, Saathoff and Woodman. Nays, none. Orthmann, absent. Motion by Hynes, seconded by Saathoff to approve change of value for ID # 284-1514, owner Joyce Silva, 510 S Elm Ave. by reducing the value $5175 because a garage was taxed on the wrong property. Motion by Saathoff, seconded by Curtis to approve change of value for ID#284-1516, Hastings Cycle and ATV LLC for addition of a garage valued at $5235 for a total value of $12,325. Motion by Kehoe, seconded by Neumann to approve change of value for ID#116-1310, Allan & Rebecca Scott, 900 N Bowen reducing value by $1055 as overvalued for a total of $43,420. Motion by Curtis, seconded by Saathoff to approve change of value for ID#116-1320, Trent & Sara McKimmey, 910 N Bowen reducing value by $2010 as overvalued for a total of $47,050.
