HomeMy WebLinkAboutSP04-20-10COURTHOUSE HASTINGS NEBRASKA Tuesday, April 20, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Curtis, Neumann, Hynes Orthmann, Saathoff and Woodman. Kehoe was absent. Motion by Orthmann, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. The Chairman announced the locations of the open meetings law and agendas in the room and asked for any conflicts of interest. Minutes of the previous meeting were approved as circulated. Orthmann attended City Council meeting regarding political signage on the 12th, a meeting of Midland Area Agency on Aging on the 8th, a Senior Services meeting on the 14th, the MAAA Lunch and Learn on the 15th and also drove out to look at the Hadco Rd at the request of a constituent. Curtis attended a Library Board meeting and an Extension Board meeting. Neumann attended the MAAA meeting on the 8th, a course on Financial Peace, the open house of the Bookmobile on the 14th and the MAAA Lunch and Learn on the 15th as well as a Wellness Committee meeting. He reported that Walk Out on Work is May 19th from 11:30 to 1:00 at the Hastings College track and encouraged Board members and county employees to attend. He also reported that Chrys Setlik has agreed to take charge of the NACO Walk for Your Life program for the County Hynes attended the MAAA Lunch & Learn on the 15th, drove out to look at the Hadco Rd situation and also attended the Road Committee meeting this morning. Saathoff attended the open house of the Book mobile on the 14th, the MAAA Lunch & Learn, a Senior Action meeting yesterday and the Road Committee meeting this morning. Woodman attended the MAAA Lunch & Learn and the Road Committee meeting. Dawn Miller, Highway Superintendent, announced that she had received a copy of a letter from NDOR about their one and Six Year Plan available on the NDOR website for review and encouraged the Board members to look at it as there are two Adams County projects listed in the plan but nothing mentioned about several other projects that have been submitted to NDOR for approval. She asked the Board to comment on the plan when meetings are held for NDOR District Four. She also reported that she will be attended a follow up meeting of the Highway Summit meeting called by Senator Nelson in Buffalo County tomorrow to review how the summit went and any improvements that are needed. She stated that several other highway superintendents will be in attendance to ask NDOR why some of their county proposed road projects are also not included in the NDOR One & Six Year Plan. Miller also presented a supplemental agreement and resolution from NDOR for STPE- 2175(9) Ayr SE for Board approval. Motion by Saathoff, seconded by Hynes to approve Resolution 10-04-20.1 authorizing Chairman Woodman to sign the supplemental agreement with NDOR for STPE-2175(9), Ayr SE. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Complete Resolution on file in the County Clerk’s office. Motion by Curtis, seconded by Neumann to approve and authorize the Chairman to sign the agreement with NDOR for STPE-2175(9), Ayr SE. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Miller also presented another resolution to the Board for approval. This will move Project 1-340 from the County Six Year Plan to the One Year Plan. Motion by Neumann, seconded by Curtis to approve and authorize the Chairman to sign Resolution 10-04-20.2 moving Project 1-340 from the County Six Year Road Plan to the One Year Plan. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Judy Mignery, Planning Administrator, presented information on Double D Acres Subdivision, case 10-04.1 for Board action. Motion by Neumann, seconded by Orthmann to approve case 10-04.1, Double D Acres Subdivision, applicant, Orville Duden, Jr. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Mignery also told the Board that Bob Hansen needed to be re-appointed to the Planning Commission. Motion by Saathoff, seconded by Hynes to appoint Bob Hansen to another 3 year term to the County Planning Commission. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Mignery stated that Hansen was also willing to serve as the Planning Commission member to the Board of Adjustment. Mignery and Miller also told the Board that they needed to find one more regular member and one alternate for the Board of Adjustments in order to have a full Board. Motion by Neumann, seconded by Hynes to appoint Bob Hansen as the Planning Commission member to the Board of Adjustments for one year. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Kehoe, absent. Leona Anderson of the Hastings Retired Teachers Association presented the Board with cookies and thank you s for the work they do. The Association will also be bringing cookies to the County offices. She stated that the Association has done 33,290 hours of volunteer work and have volunteered in groups at the library, ESU Nine and the Middle School. Locally they have 109 members serving an area from Davenport to Kenesaw and the Kansas state line to Doniphan. They wanted to honor county employees with a gift. They will be celebrating a Day of Service on May 13th. Neumann requested that the Board approve the Buildings and Grounds committee to proceed with advertising for bids for a county phone system. Motion by Neumann, seconded by Saathoff to authorize the Buildings and Grounds Committee to advertise for bids for a County telephone system. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none. Kehoe, absent. Motion by Orthmann, seconded by Curtis to approve claims and authorize the Chairman to pay the same from their respective funds.
