HomeMy WebLinkAboutSP09-07-10COURTHOUSE HASTINGS NEBRASKA Tuesday, September 7, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Vice Chairman, Chuck Neumann, presiding. Roll call members present were: Curtis, Neumann, Hynes Orthmann and Saathoff. Woodman was absent. District Four seat vacant. Motion by Orthmann, seconded by Hynes that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent. District Four, vacant. The Vice Chairman announced the locations of the open meetings law and agendas in the room and also asked for any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Saathoff attended an Ag Business meeting on the 19th, a Chamber meeting on the 25th, an HEDC meeting on the 26th, Buck Ellerbee’s funeral on the 1st and a Roads Committee meeting this morning. Hynes attended the Roads Committee meeting this morning. Curtis attended a Library Board work session on the 23rd and an Extension Board meeting on the 2nd. Orthmann attended a special meeting of the Adams County Convention and Visitors Bureau Board on the 19th, the State Fair on the 29th, a Buildings and Grounds tour of a building on the 31st, A Midland Area Agency on Aging meeting on the 2nd, worked the ACCVB booth at the State Fair on the 3rd and a Buildings and Grounds Committee meeting this morning. Neumann attended a Wellness Committee meeting on the 19th, toured a building with the Buildings and Grounds Committee on the 31st and a Committee meeting this morning. He also wanted to recognize Motor Park Hastings for a good turnout this weekend as well as the State Fair and the Oregon Trail Rodeo. He also attended Ellerbee’s funeral and a Merit Commission meeting. Jim Daubert of First Concord made a proposal for administration of the County’s buy down of the Blue Cross/Blue Shield deductible. He answered several questions from the Board and Clerk. The Board will take a look at the proposals from First Concord and Mid America Benefits again in April to determine which company will administer both the FSA plan and the HRA plan for the County. At 10:00 AM the Board held a public hearing for the adoption of the County 2010-2011 budget and a hearing to set a tax levy different than the 2009-2010 tax levy. County Clerk Lewis presented information regarding the total tax request for the General Fund and the Library Fund and also noted that the County’s current valuation is $2.2 billion. She also noted that the General Fund cash reserve has been increased to $1,000,000.00. The only person to speak at the hearing was Judy Mignery of 3440 S Smokey Hill Rd asking about the budget of the Adams County Ag Society. Clerk Lewis explained that the Ag Society’s budget is not included in the County budget but their levy is part of the County’s possible total 45 cent levy. No one else appeared and the hearing was closed. Motion by Curtis, seconded by Saathoff to approve and authorize signing of Resolution 10-09-07.1 adopting the 2010-2011 budget for Adams County. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent. District Four, vacant. Complete resolution on file in the County Clerk’s office. Motion by Saathoff, seconded by Orthmann to set the General Fund tax levy for 2010 at .3279, different from the 2009 tax levy of .3365. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent. District Four, vacant. County Clerk Lewis presented the 2010 county inventories to the Board for approval. Motion by Hynes, seconded by Curtis to approve and accept the 2010 inventories from the various county departments. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent. District Four, vacant. Neumann informed the Board that the first meeting in November is the same day as the General Election. He asked the rest of the Board members to consider rescheduling the meeting to ease the burden on the County Clerk’s office. He said to wait until the second meeting in November which would be November 16th, would be a long time from the last meeting in October and to move the meeting ahead a week would put two meetings close together. It was suggested to change the meeting to Monday, November 1, 2010. Motion by Orthmann, seconded by Curtis to approve changing the November 2nd, 2010 Board meeting to Monday, November 1st, 2010 due to the General Election falling on November 2nd, 2010. Motion by Orthmann, seconded by Curtis to move to Executive Session for negotiation discussions. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent. District Four, vacant. Entered Executive Session at 10:40 AM. Motion by Orthmann, seconded by Curtis to return to regular session. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann and Saathoff. Nays, none. Woodman, absent. District Four, vacant. Returned to regular session at 11:00 AM. The Chairman announced that the only discussion was about negotiations and no action was taken. Dawn Miller, Highway Superintendent presented a resolution for approval for project, Ayr SE STPE-2174(9). Motion by Curtis, seconded by Hynes to approve and authorize signing of Resolution 10-09-07.2 for the consultant selection for Ayr SE, STPE 2175(9), naming Olsson Associates as the consultants.
