HomeMy WebLinkAboutSP09-21-10COURTHOUSE HASTINGS NEBRASKA Tuesday, September 21, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Curtis, Neumann, Hynes Orthmann, Saathoff and Woodman. District Four vacant. Motion by Orthmann, seconded by Hynes, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. District Four vacant. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Orthmann attended a meeting of the Adams County Convention and Visitors Bureau Board on the 9th and a Buildings and Grounds Committee meeting this morning. Curtis attended a Library Board meeting on the 13th and the Central District meeting on the 16th. Neumann attended the Buildings and Grounds meeting this morning and a South heartland District Health Board meeting. He has been asked by CASA if he will be the Board liaison to the CASA Board since the retirement of Kehoe. He also attended an FOP sponsored meeting in Minnesota on Street Survival. Hynes attended the Joint Services meeting on the 15th, an ASAP meeting and the Roads Committee meeting this morning. Saathoff attended the Senior Action/ RSVP meeting and also the Roads Committee meeting. He asked if all the Board members had received their invitation to the Volunteer Recognition dinner. Woodman attended the Combined Services meeting on the 15th in the morning and a Mid NE Individual Services meeting that evening. He also attended the Central District meeting on the 16th and the Roads Committee meeting this morning. Harold Johnson, Maintenance Supervisor presented a Waste Management Plan for the Dept of Energy grant the County received for Board approval. Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign the Waste Management Plan for the Dept of Energy grant as presented. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. District Four vacant. County Clerk Lewis told the Board that contracts had been received from miller & Associates for the administration of the Dept of Energy grant. They had been reviewed by the County Attorney’s office. Motion by Saathoff, seconded by Curtis to approve and authorize the Chairman to sign the contract with Miller & Associates for administration of the Dept of Energy grant. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. District Four vacant. Lewis also told the Board that Jackie Rains, Victim Witness Advocate, has received her final grant award notification and was asking for Board approve. Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign the grant award notice from the NE Crime Commission for the Victim Witness grant. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. District Four vacant. Lewis also presented a contract with the State Auditor for the annual fiscal audits with the options of 1, 2 or 3 years for costs not to exceed $17,500.00. Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign the contract with the State Auditor’s office for the annual fiscal County audit for 3 years not to exceed $17,500.00 a year. Judy Mignery, Planning Administrator presented information on subdivisions forwarded from the Planning Commission for Board approval. Motion by Hynes, seconded by Curtis to approve D & L Acres Subdivision, case 10-09.1, applicants Linda and Doug joint. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. District Four vacant. Motion by Orthmann, seconded by Neumann to approve Loudon Subdivision, case 10-09.2, applicants Don M. Loudon Revocable Trust and Helen M. Loudon Revocable Trust. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. District Four vacant. The Board held a public hearing for a proposed Conditional Use Permit for Mark and Marcy Burr. Mignery read into the record the findings from the Planning Commission. The Chairman opened the hearing and asked those wishing to speak to step forward. Mark Burr was present to answer Board questions. No one else appeared and the hearing was closed. Motion by Hynes, seconded by Curtis to approve the Conditional Use Permit, case 10-09.3, applicants mark and Marcy Burr for a mobile home on their property with the same stipulations and conditions placed by the Planning Commission. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. District Four vacant. Jan Johnson, Register of Deeds appeared before the Board to ask them to declare the old phones which will be replaced soon as surplus equipment to be disposed of. She stated that they have no value as they will not work without the TelRad system that the County has in the basement. It was suggested by the Board that if any employees wanted a phone for their children or grandchildren to play with, they could have one. Motion by Neumann, seconded by Saathoff to declare the old County telephones as surplus equipment to be disposed of. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. District Four vacant. Motion by Saathoff, seconded by Orthmann to move to Board of Equalization for motor vehicle and real estate exemption applications. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:15 AM. Dawn Miller, Highway Superintendent, left the 2009-2010 annual Road Dept report for Board approval. Motion by Hynes, seconded by Saathoff to approve and authorize the Chairman to sign the 2009-2010 Annual Road report. Roll call, ayes: Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. District Four vacant. As instructed by the State Auditor during the County audit, the Board needs to set an amount for the County Attorney’s petty cash fund. County Attorney Donna Fegler Daiss had suggested that $2000.00 would be adequate. Motion by Neumann, seconded by Orthmann to authorize $2000.00 as the maximum amount for the County Attorney’ petty cash fund with proper documentation attached for the amounts expended when claims are submitted for reimbursement to the fund. Motion by Orthmann, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. The Board recessed at 11:00 AM and reconvened at 11:30 AM at the Hastings Public Library for a presentation on the proposed renovations to the library. The Board adjourned at 12:30 PM.
