HomeMy WebLinkAboutSP10-05-10 COURTHOUSE HASTINGS NEBRASKA Tuesday, October 5, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and asked if there were any conflicts of interest with any of the agenda items. Minutes of the previous meeting were approved as circulated. Orthmann attended a Buildings and Grounds meeting this morning and a Heartland Pet Connection meeting last Wednesday. Curtis attended a Library Board meeting on the 27th and a meeting of the South Central Economic Development District in Superior at the winery. Neumann attended the Buildings and Grounds Committee meeting this morning and a Wellness Committee meeting last Thursday and the Planning Commission meeting last night. Hynes attended the Road Committee meeting this morning. Saathoff attended the Chamber Planning meeting on the 22nd, an HEDC meeting on the 23rd and a Roads Committee meeting this morning. Woodman attended the Roads Committee meeting this morning. Dawn Miller updated the Board on the 3 federal aid projects ongoing in the County. Judy Mignery, Planning Administrator, presented information to the Board on three proposed subdivisions. Motion by Neumann, seconded by Hynes to approve the J Riese Subdivision #2, case 10-10.1, applicants Jim and Janet Riese. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Saathoff to approve the Hastings Gas Tap Subdivision, case 10-10.2, Applicants Doug and Linda Joynt. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Curtis to approve Prelle Subdivision, case 10-10.3, applicants Osler Land Inc. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Wes Ehlers of Sequoia Consulting Group presented information regarding recovery of costs related to the Title IV D program. He was previously associated with Maximus who the County currently has an agreement with for this cost recovery. His now associated with Sequoia and they can provide the same services at a savings of $1400.00. Attorney Lee was asked to review the two contracts for comparability and the Board will consider it at a later date. County Clerk Lewis presented a lease addendum with Dept of health & Human Services to the Board for their approval. This addendum releases the use of Rooms 124 and 126 in the ACOB so the County can use it for the STARS program. Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign the lease addendum with DHHS. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The agenda item regarding the agreement and resolution with Nebraska Dept of Roads was forwarded to the agenda for October 19, 2010. County Clerk Lewis presented a resolution from the County Treasurer Bev Davis asking the Board for permission to issue Tax Sales Certificates on properties with delinquent taxes. Motion by Saathoff, seconded by Curtis to approve and authorize the Chairman to sing Resolution 10-10-05 authorizing the County Treasurer to issue Tax Sales Certificates on properties with delinquent taxes. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete resolution on file in the County clerk’s office. Lewis also told the Board that County Attorney Donna Fegler Daiss was asking for permission for two new attorneys in her office to be approved for issuance of the US Bank cards. Motion by Neumann, seconded by Curtis to approve issuance of US Bank cards to attorneys Audrey Lee and Sarah Hinrichs. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board recessed at 10:40 AM and reconvened at 10:50 AM. Motion by Saathoff, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to accept officers reports for the month of September from the Clerk of District Court and Register of Deeds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Saathoff to move to Executive Session for personnel issues. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 11:05 AM. Motion by Neumann, seconded by Hynes to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman stated that the only discussion in Executive Session was about personnel issues and no action was taken. The Board recessed at 11:15 AM and reconvened at 2:00 PM in the meeting room of the ACOB for a joint workshop with the other elected officials and department heads. The discussion was about audit results, US Bank cards, notaries and the County Wellness program. The Board adjourned at 3:10 PM.
