HomeMy WebLinkAboutSP11-16-10COURTHOUSE HASTINGS NEBRASKA Tuesday, November 17, 2010 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Saathoff, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and asked for conflicts of interest. Minutes of the previous meeting were approved as circulated. Thomsen attended a Buildings and Grounds Committee meeting this morning. Saathoff voted on Election Day. He also took a tour of the County Roads with the other committee members and Dawn Miller. He also attended the Veterans Day program on the 11th and also the Chamber Ag Barbeque appreciation dinner and attended the Road Committee meeting this morning. Hynes also did the road tour, attended the Ag Barbeque, a Combined Services meeting and the Roads Committee meeting this morning. Neumann attended a South Heartland District Health Dept meeting on the 10th, the Ag barbeque on the 11th, the 4-H Appreciation banquet on the 7th and the Buildings and Grounds meeting this morning. Curtis attended a soup supper sponsored by the Friends of the Library on the 2nd, and Extension Board meeting on the 4th, the 4-H banquet on the 7th, a Library Board meeting on the 8th, a meeting for the officials to plan a luncheon for the United Way on the 10th and the Ag Barbeque on the 11th. Orthmann attended an Adams County Visitors and Convention Bureau Board meeting and a meeting of Midland Area Agency on Aging on the 4th,, the Veterans parade on the 6th, attended the Hall County Board meeting on the 9th, a meeting with Allan Beermann of the Nebraska Press Association and three other newspaper representatives and the Buildings and Grounds Committee meeting this morning. Woodman went on the road tour, attended a Combined Services Committee meeting and the Roads Committee meeting this morning. During the public comments portion of the agenda, Dawn Miller, Highway Superintendent commented on the road tour taken by the Roads Committee. Miller presented information to the Board about a Certification of Compliance for Horizontal Curve Signage and asked the Board to approve it. Motion by Neumann, seconded by Curtis to approve and authorize the Chairman to sign the Certificate of Compliance for Horizontal Curve Signage. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:00 AM Harold Johnson, maintenance Supervisor reported on the bids received for new thermostats for the Courthouse and storm windows for the ACOB. The Buildings and Grounds Committee opened the bids during their meeting this morning. There were no bids received for the storm windows and the bids for thermostats came in higher than the grant request had estimated. The recommendation from the Committee is to wait until bids for the replacement of lights and window seals are opened to see if there is possibility of using some of the grant money towards the new thermostats. Motion by Saathoff, seconded by Orthmann to postpone the awarding of bids for windows and thermostats until the December 7, 2010 meeting when bids for replacement of lights and window seals will be opened. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:15, Judy Mignery, Planning Administrator, presented information to the Board on the Hagemeier Subdivision No. 2. Motion by Neumann, seconded by Hynes to approve the Hagemeier Subdivision No 2, case 10-11.1, applicant, Larry Hagemeier. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Attorney Audrey Lee explained what the Board would need to do to cancel the contract with Maximus for recovery of County costs for the Title IV D program. She explained that a 60 notice to terminate would have to be sent and the County could still be liable for reimbursable costs, however we are not aware of any costs incurred by Maximus as of this time. Motion by Neumann, seconded by Hynes to terminate the contract with Maximus and authorize Lee to give written notice and the Chairman to sign such notice. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, seconded by Thomsen to approve and authorize the Chairman to sign the contract with Sequoia Group for recovery of County costs for the Title IV D program. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Thomsen to move to Board of Equalization for Tax List Corrections. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:30 AM. Jennie Korgie and Jesus Martin of Green Capital Power of Lincoln made presentation to the Board about wind generated power and the possibility of having some wind turbines operational in Adams County in the future. Motion by Neumann, seconded by Orthmann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Hynes to approve Miscellaneous Receipts for the month of October in the amount of $687,636.19. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to accept officers’ reports for the month of October from the County Clerk, Clerk of District Court and Register of Deeds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Saathoff left the room at 11:30 AM. Motion by Hynes, seconded by Thomsen to enter into Executive Session for litigation. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff absent. Entered Board of Equalization at 11:35 AM. Saathoff returned. Motion by Saathoff, seconded by Neumann to return to regular session. Board of Supervisors met as a Board of Equalization with Chairman Larry Woodman presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Lee, Treasurer Davis and Assessor Hynes. Assessor Hynes presented Tax List Corrections to the Board for their approval. Motion by Orthmann, seconded by Neumann to approve and authorize the Chairman to sign Tax List Correction for ID 64-50030, personal property owned by Scoular Grain Inc of Omaha because bins had been sold and removed from the property in 2000. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign Tax List Corrections for 2007, 2008 and 2009 for ID 320-74, owned by Menards as the improvement value remained on this lot after the buildings were removed. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Neumann to approve and authorize the Chairman to sign Tax List Corrections for 2008 and 2009 for ID 300-50152.1 adding value of $11,885 for a mobile home that had been relocated but not reported.
