HomeMy WebLinkAboutSP01-18-11COURTHOUSE HASTINGS NEBRASKA Tuesday, January 18, 2011 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Hynes, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Thomsen attended a Building and Grounds Committee meeting this morning. Saathoff attended a FEMA meeting on the 12th, a Chamber Government Affairs meeting on the 13th. A Senior Action meeting and the Roads Committee meeting this morning. Hynes attended the swearing in on the 6th, a Roads Committee meeting on the 6th, a meeting with Holstein Village Board, a Combined Services meeting and a couple meetings with Attorney Lee. Neumann attended a Midland Area Agency on Aging meeting on the 6th. Curtis had no report. Orthmann attended the swearing in and the MAAA meeting on the 6th, a meeting with the County Attorney, a Senior Services meeting on the 12th, an Adams County Convention and Visitors Bureau Board meeting in the 13th and a Buildings and Grounds meeting this morning. Woodman met with mike Stuhr of Rural Metro on the 5th, attended the swearing in and the Roads Dept meeting on the 6th, three meetings with Attorney Lee and a Combined Services meeting on the 12th. During public comments Dawn Miller, Highway Superintendent, told the Board about the meeting with Township officials on the 25th at 2:00 PM and a preview of the 1 & 6 Year Road Plan on February 1st. Chairman Woodman stated that he had handed out the committee appointments for next year and asked if there were any requests for changes. Motion by Neumann, seconded by Hynes to approve committee and liaison appointments as determined by the Chairman. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Lynn Hanson, Noxious weed manager, presented his annual report for approval. He spent a lot of time this past year controlling musk thistles. He had hoped to walk 5 miles of the Little Blue River looking for salt cedars but only managed to walk three and did not find any salt cedars. Motion by Eldon, seconded by Curtis to approve and authorize the Chairman to sign the 2010 Annual Weed Report for submission to the State. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:00 AM the Board opened bids received for secondary public defender contract. Bids were received from Langvardt Valle & James PC in the amount of $85,000.00 per year and Glen Goding and Mead PC, LLO in the amount of $90,000.00 per year. Motion by Saathoff, seconded by Thomsen to approve and accept the bid for Secondary Public Defender services from Langvardt Valle and James PC in the amount of $85,000.00 per year. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:15 AM the Board opened bids for the rent of County owned farm ground. The only bid received was from David Janssen who bid $41.69 per acre for all three parcels. The contract will be for 5 years. Motion by Neumann, se4coned by Curtis to approve and award the bid from David Janssen for county owned farm ground in the amount of $41.69 per acre for all three parcels for 5 years. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann<Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to move to Board of Equalization for approval of Tax List Corrections. Roll call, ayes: Thomsen, Neumann, Hynes, Orthmann<Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:32 AM. Curtis left the room at 10:30 AM. Clerk Lewis presented township bonds from three townships for approval. Motion by Hynes, seconded by Orthmann to approve township bonds from officers in Silver Lake, Verona and Roseland Townships. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann<Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Neumann to approve claims and authorize the Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to approve Miscellaneous Receipts for the month of December in the amount of $423,369.61. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, second by Curtis to accept officer’s reports for the month of December from the Sheriff, Clerk of District Court, Register of Deeds and Treasurer. Roll call, ayes: Thomsen, Curtis, Neumann< Hynes, Orthmann<Saathoff and Woodman. Nays, none. Dr. Michele Bever, Director of South Heartland District Health Dept presented the department’s annual reports. The Board recessed at 10:45 and reconvened at 10:55 AM. Motion by Orthmann, second by Neumann to move to Executive Session for discussion of contracts and personnel issues. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 11:20 AM. Motion by Neumann, seconded by Saathoff to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann<Saathoff and Woodman. Nays, none. Returned to regular session at 12:20 PM. The Chairman announced that the only discussion in Executive Session was for contract and personnel issues and no action was taken. Roll call members present were Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Also present were County Clerk Lewis and Attorney Lee. Curtis returned to the meeting at 10:33. Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign Tax List Correction numbers 13731 and 13732. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann< seconded by Thomsen to return to regular session.
