HomeMy WebLinkAboutSP02-15-11COURTHOUSE HASTINGS NEBRASKA Tuesday, February 15, 2011 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion byOrthmann, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Orthmann attended a Buildings and Grounds meeting on the 2nd, setup for Chocolate A’Fur on the 3rd, the work session at the Roads Dept on the 4th, attended Chocolate A’Fur on the 5th, attended a Joint Services Committee meeting on the 9th, the NACO County Board Workshop on the 10th, Gary Hueske’s retirement on the 11th and another Buildings & Grounds meeting this morning. Curtis attended an Extension Board meeting on the 3rd, the work session at the Roads on the 4th, the NACO Workshop on the 9th and 10th and a Library Board meeting on the 14th. Neumann attended the Roads Committee workshop on the 4th, a Planning meeting on the 7th, a CASA meeting on the 10th, Hueske’s retirement on the 11th, Coffee with Senator Utter on the 12th, a Buildings and Grounds meeting this morning and reminded members of the Wellness Committee meeting tomorrow. Hynes attended the work session at the Roads on the 4th, the NACO workshop on the 9th and 10th and the Roads Committee meeting this morning. Saathoff attended the workshop at the Roads on the 4th, the NACO workshop on the 9th and 10th, Coffee with Senator Utter on the 12th and the Roads Committee meeting this morning. Thomsen attended the work session at the Roads on the 4th, the Planning meeting on the 7th, the NACO workshop on the 9th and 10th and Buildings and Ground meeting this morning. Woodman attended an Emergency Management meeting on the 9th and 11th, the NACO workshop on the 10th and the Roads Committee meeting this morning. Judy Mignery provided information on two subdivision cases before the Board and the Planning Commission’s recommendation on each. Attorney Les Seiler spoke on behalf of the applicants for case 11-02.1, the Ruhter Family Limited Partnership. Motion by Saathoff, seconded by Neumann to approve Jake’s Acres subdivision, case 11-02.1, applicants the Ruhter Family Limited Partnership. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Loy Einsel spoke on behalf of case 11-02.2, KDE Subdivision. She stated that they wanted to subdivide this parcel for estate planning purposes. Motion by Hynes, seconded by Thomsen to approve KDE Subdivision, case 11-02.2, applicant Steven Einsel. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:00 AM the Board held a public hearing for the County’s One and Six Year Road Plan. Dawn Miller, Highway Superintendent provided information. No one spoke for or against the plan and the hearing was closed. Motion by Hynes, seconded by Saathoff to approve the Adams County One and Six Year Road Plan as presented. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also presented a resolution from NDOR for approval to authorize the Chairman to sign the agreement with NDOR for inspection of the County Fracture Critical Bridges. Motion by Neumann, seconded by Thomsen to approve and authorize the Chairman to sign Resolution 11-02-15.1 authorizing the Chairman to sign agreements with NDOR to inspect County Fracture Critical Bridges. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Miller also presentsed a resolution for Weight Restrictions for Board approval. Motion by Thomsen, seconded by Neumann to approve and authorize the Chairman to sign Resolution 11-02-15.2 setting weight restrictions of 15 tons on certain county roads. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Motion by Neumann, seconded by Curtis to approve and authorize the Chairman to sign Resolution 11-02-15.3 setting weight restrictions on certain county roads at 20 tons. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Ron Seymour, Extension Educator, presented the Extension office annual reports. He also asked for appointment of Extension Board members. Motion by Curtis, seconded by Saathoff to appoint Todd Lay, Gaylen Prior, Jocelyn Rundle, Marcy Sorgenfrei and Larry Consbruck to 3 year terms to expire in January 2014 and re-appoint LeRoy Hahn, Pam Heier, Robert Johnson, Jackie Queen, Greg Schneider and Bev Stein. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Attorney Audrey Lee presented a resolution for Board approval defining a Hazard Mitigation Plan with Little Blue NRD. Motion by Hynes, seconded by Neumann to approve and authorize the Chairman to sign Resolution 11-02-15.4 approving and defining a Hazard Mitigation Plan with Little Blue NRD. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. County Clerk Lewis told the Board that she has received additional Township Bonds for Board approval. Motion by Saathoff, second by Neumann to approve Township Bonds for Cottonwood and Silver Lake Clerks, Roseland, Juniata, Logan, and Zero Clerk and Treasurer’s. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Attorney Lee read a letter she drafted for the Board in support of LB 529. Motion by Hynes, Seconded by Saathoff to authorize the Chairman to sign the letter of support of LB 529 to be sent to Senator Utter. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Treasurer Bev Davis told the Board that she needed two Board members to be authorized to sign on the account for NPAIT. Motion by Neumann, seconded by Orthmann to authorize the Chairman and Vice-Chairman to sign the NPAIT account. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to approve claims and authorize the Clerk to pay the same from their respective funds. Motion by Neumann, seconded by Hynes to accept Miscellaneous Receipts for the month of January in the amount of $1,266,394.33.
