HomeMy WebLinkAboutSP04-19-11COURTHOUSE HASTINGS NEBRASKA Tuesday, April 19, 2011 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Saathoff, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Thomsen attended a Buildings and Grounds Committee meeting this morning and reported that Harold Johnson said that proceeding with the energy grant is a painful process. Saathoff attended a three and one half day tour of the John Deere plant & facilities in Dubuque IA. He also attended the NIRMA seminar on Personnel Systems in Kearney on the 15th, a Senior Action meeting on the 18th and the Roads Committee meeting this morning. Hynes attended an Emergency Management meeting on the 6th, a Roads meeting in Kearney and the Roads Committee meeting this morning. Neumann attended a meeting of Midlands Area Agency on Aging on the 7th and reported that the agency is working on a program with the Veterans Administration on assisting veterans. He also attended a CASA meeting on the 14th, the NIRMA seminar on the 15th, Coffee with the Senator on the 16th and the Bloodmobile on the 18th. Curtis attended an Extension Board meeting on the 7th, a Library Board meeting on the 11th and the Bookmobile open house on the13th. Orthmann attended the Emergency Management meeting on the 6th, MAAA meeting on the 7th and also met with the Sheriff & EMA director to look at a building, had a BID meeting on the 12th, Adams County Senior Services on the 13th and Adams County Convention and Visitors Bureau on the 14th, and Buildings and Grounds this morning. He also had several meetings with MAAA regarding a building. Woodman attended the Emergency Management meeting on the 6th, the Roads meeting in Kearney and the Roads Committee meeting this morning. During public comments Dee Haussler, Executive Director of HEDC, discussed the use of funds from the federal government to Re-Use funds or back to the State NDO. Dawn Miller, Highway Superintendent, reported there would be a bid opening at 10:00 AM May 17th for construction of a structure on 26th west of Osage and Juniata South bridge. She also reported on the state audit of Juniata SW and the Showboat project will begin April 25th. She has advertised for sealed bids for the used motorgrader and received $81,000.00 in FEMA funds for the August storm so far. She and Hynes will be meeting with Roseland Village Board tonight regarding their obligation for asphalt paving on ½ mile through Roseland on Roseland Ave. Neumann announced the winners of the Eiffel Tower Wellness program. Jackie Russell was the 1st place winner and selected the Day Off with Pay, Danielle Wahl was 2nd and selected the concert tickets at the Adams County Fair, Janet Kopisch was third and selected the 3 month pass to the YMCA and Ann Hinton was 4th place and received a YMCA gym bag. The top placers at the Roads Dept were Mike Pritchard, Jullee Johnson and Gene Davis. All participants received ½ hour of Comp Time and a bottle of water. The Board congratulated those who participated. At 10:00 AM, Judy Mignery, Planning Administrator presented information on the Kroger Farms Second Subdivision for approval. Motion by Saathoff, seconded by Neumann to approve case 11-04.2, Kroger Farms Second Subdivision, applicant Kroger Farms Inc. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, S Saathoff and Woodman. Nays, none. Dawn Miller presented information on the extensions of asphalt paving on Roseland Ave north to Highway 6 and Kenesaw on Lochland from Smith to Denman based on the bid amounts presented on April 5th, 2011. Motion by Hynes, seconded by Saathoff to approve the extension of Kenesaw NW for an amount of $575,057.38 and Roseland from Assumption north to Highway 6 in the amount of $659,717.96. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Phil Lorenzen of D A Davidson & Company, presented information to the Board on rates and payments if they increased the Highway Allocation Bonds to $4.2 million dollars. Motion by Neumann, seconded by Curtis to approve increasing the amount of Highway Allocation Bonds to $4.2 million. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion y Saathoff, seconded by Hynes to approve and authorize the Chairman to sign Resolution 11-04-19.1 for asphalt projects as stated with the extensions of Segments 2 and 4. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Motion by Hynes, seconded by Thomsen to approve and authorize the Chairman to sign Resolution 11-04-19.2 authorizing $4.2 million in Highway Allocation Bonds to be dated with bond proceeds delivered on or about May 12, 2011. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann<S Saathoff and Woodman. Nays, none. Complete Resolution on file in the Count y Clerk’s office. Dan Schwartzkopf of the Krull Insurance Agency presented information to the Board on the cost of consolidating the third party administrator of the county funded health insurance deductible and the county flexible spending account with Mid American Benefits. The Board wished to hear what First Concord would offer for the same consolidated functions. The Board asked to have someone from First Concord present information to them at their next meeting. Schwartzkopf also presented a dental plan with Companion Life for Board approval. It offers a onetime deductible of $100.00and the rates are lower than the current plan the County offers through Ameritas. Motion by Neumann, seconded by Thomsen that the County offer a dental plan from Companions Life as an option to employees beginning July 1, 2011. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller presented a resolution for approval for a Task Order agreement on project Holstein South. Motion by Hynes, seconded by Orthmann to approve and authorize the Chairman to sign Resolution 11-04-19.3 authorizing the signing of the Task Order Agreement with NE Dept of Roads for project Holstein South. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. The Board recessed at 11:15 and reconvened at 11:20. Miller presented a resolution for setting a time and date for a public hearing for vacation of a road in Verona Township. Motion by Saathoff, seconded by Neumann to approve and authorize the Chairman to sign Resolution 11-04-19.4 setting May 17, 2011 at 10:30 AM as the time and date for a public hearing for vacation of a road in Verona Township. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete resolution on file in the County Clerk’s office. Miller presented another resolution for approval of additional engineering on Juniata SW project. Motion by Neumann, seconded by Thomsen to approve and authorize the Chairman to sign Resolution 11-04-19.5 for additional engineering for Juniata SW project. County Clerk Lewis presented an invoice for approval for grant administration of the County’s energy grant. Motion by Thomsen, seconded by Orthmann to approve and authorize the Chairman to sign the energy grant documents for administration of the grant. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Lewis told the Board that she has received inquiries from two State officials as to why our minimum dollar amount for inventory reporting is $50.00. They said the State’s minimum is $500.00. Motion by Curtis, seconded by Saathoff to raise the dollar amount for inventory reporting from $50.00 to $500.00 effective August 2011. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. nays, none. Motion by Neumann, seconded by Orthmann to move to a meeting of the County Cemetery Association for discussion of maintenance. Motion by Neumann, seconded by Hynes to approve claims and authorize the County Clerk to pay the same from their respective funds. The Board finished their meeting with the quarterly inspection of the jail and adjourned. Deputy COURTHOUSE HASTINGS NEBRASKA Tuesday, April 19, 2011 The Adams County Board of Supervisors met in a meeting of the Adams County Cemetery Association with Chairman Larry Woodman, presiding. Trustees present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present was Secretary Chris lewis. Neumann told the Board that he had contacted Patty’s Lawn Service regarding maintenance of the County’s abandoned cemeteries. They toured the cemeteries and she submitted a bid of $50.00 a month for mowing once per month with trimming prior to Memorial Day for all the cemeteries except the Danish Reform and Scandinavian Lutheran which would be $65.00 each. Secretary Lewis was directed to find out how much the current providers of that service was charging and report back to the Association. Motion by Orthmann, seconded by Thomsen to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
