HomeMy WebLinkAboutsp03-20-12COURTHOUSE HASTINGS NEBRASKA Tuesday, March 20, 2012 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Curtis, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Minutes of the previous meeting were approved a circulated. Thomsen met with Jan Johnson on March 7th to discuss how the cell phone arrangement with Verizon was working. She feels that things are going well. He also attended the Buildings and Grounds Committee meeting this morning and reported that they are still working with the NE Energy Office on the grant funds. We can’t use any of the grant for replacement of windows at the Annex as the grant was originally written for the Courthouse and the ACOB. The Committee has decided to use the remaining grant money for replacement windows on the west side of the ACOB. He also had a call from a deputy regarding the proper protocol for escorting someone out of the Courthouse. He directed the deputy to talk to Attorney Naples. He also attended the work session with the Planning Commission last night. Saathoff attended an Ag Business meeting on the 14th, the NACO Central District meeting on the 15th, , the Planning work session on the 19th and the Roads Committee meeting this morning. Hynes attended the Planning work session last night and the Roads Committee meeting this morning. Neumann attended a couple CASA meetings. They are partnering with Hastings Development Corporation for provide a shelter for homeless children aged 18-24. He also attended a South Heartland District Dept Board meeting in Red Cloud, the NACO Central District meeting on the 15th and the Planning work session last night. Curtis attended a Library Board meeting on the 12th, an Ag Society meeting on the 13th, the Central District meeting on the 15th and the Planning work session on the 19th. Orthmann attended a Visitors Bureau Board meeting on the 8th, a Senior Services meeting on the 14th, the Central District meeting on the 15th, the Planning work session on the 19th, a BID meeting and the Buildings and Grounds Committee meeting this morning. He also gave the Board information about what’s currently going on in the Emergency Management department. Woodman attended the Central District meeting on the 15th and the Roads Committee meeting this morning. There were comments from the public. At 9:45 Highway Superintendent, Dawn Miller, opened bids for gravel for West Blue, Denver and Blaine Townships. Only one bid was received for the townships however Mid Nebraska Aggregate re-bid the gravel stock pile and pit price gravel the same as was previously bid. Motion by Thomsen, seconded by Saathoff to award gravel bids to Consolidated Concrete in the following amounts: West Blue Township, 11.40 per cubic yard; Denver Township, 12>35 per cubic yard and Blaine Township, 12.62 per cubic yard. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:00 AM Miller opened bids for two bridge projects. Bids were received from Gus Construction of Casey IA and Van Kirks of Sutton NE. The bids were higher than expected and Miller asked for time to review them. Motion by Neumann, seconded by Hynes to defer the bids for concrete boxes for projects C1-162 and C1-151to the Roads Committee and the Highway Superintendent for review and to come back with a recommendation at the April 3, 2012 meeting. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also provided information to the Board on bids that were received and opened at the Roads Dept yesterday for large corrugated metal pipes. She recommended awarding the bids for four projects to Ace Eaton metals. Motion by Hynes, seconded by Saathoff to award the bid for large corrugated metal pipes for four projects for a total amount of $55,231.80. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Clerk Lewis told the Board the County has received a contract from Nebraska Dept of Roads requesting the services of the county surveyor to locate and re-monument corners along 6.67 miles of highway 74 that the State plans to resurface. Motion by Neumann, Seconded by Hynes to approve and authorize the Chairman to sign the contract with Nebraska Dept of Roads for services of the county surveyor to locate and re-monument corners of 6.67 miles along Highway 74. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to accept Miscellaneous Receipts for the month of February in the amount of $525,546.79. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Curtis to accept officers reports for the month of February from the Register of Deeds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, seconded by Orthmann to move to Executive Session for a county burial assistance application. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:27 AM. Motion by Orthmann, seconded by Neumann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:38 AM. The Chairman announced that the only discussion in Executive Session was about the county burial application and no action was taken. Motion by Saathoff, seconded by Thomsen to approve the county burial assistance application. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
