HomeMy WebLinkAboutSP05-01-12COURTHOUSE HASTINGS NEBRASKA Tuesday, May 1, 2012 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Curtis, seconded by Orthmann that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. The agenda is amended to include an Executive Session for a County Burial request with appropriate action to follow. Minutes of the previous meeting were approved as circulated. Thomsen attended an ASAAP meeting on the 20th and the Buildings and Grounds meeting this morning. The new windows for the ACOB are on order & hopefully will be installed soon. Saathoff attended a Reverse Ag Tour in Omaha on the 17th for the Chamber, the NIRMA Road Liability meeting in Kearney on the 20th, a meeting on the 24th at Hayland with CPI for expansion of their rail line, a Chamber Board meeting on the 25th, the Power Drive Expo at MPH on the 28th and the Roads Committee this morning. Hynes attended a Region III meeting on the 20th, an LEPC and Emergency management Committee meeting on the 17th and the Roads Committee meeting this morning. Neumann attended the Wellness Committee meeting on the 18th and reported that the Committee will be purchasing blood pressure cuffs for the offices and are planning a Jeans or Flip Flops day in conjunction with Walk Out on Work on May 23rd. He also attended the Buildings and Grounds Committee meeting this morning. Curtis attended the NIRMA meeting on the 20th and a Library Board meeting on the 23rd. Orthmann attended the Wellness Committee meeting on the 18th, the NIRMA meeting on the 20th, gave a program on photography at the Historical Society on the 22nd, sprayed for weeds at 601 S Rhode Island on the 23rd, attended the awards banquet for volunteers at the Senior Center on the 25th, attended a Community Action partnership Board meeting in Kearney on the 26th and the Buildings and Grounds meeting this morning. Woodman attended the Emergency management Committee meeting on the 17th, the NIRMA meeting on the 20th, the meeting at Hayland with CPI on the 24th and the Roads Committee meeting this morning. During Public Comment Leona Anderson and Jeannie Loch of the Retired Teachers Association presented the Board with cookies in appreciation of their hard work in county government. Judy Mignery also spoke regarding the NACO Walk for Life challenge and encouraged Board members to participate. Christopher Long, Veterans Service Officer, spoke to the Board regarding the VSO budget. He reported that the budget would be going over the approved amount this budget year due to the retirement of former VSO, Joe Ballweg. The Board thanked him for his information. Clerk Lewis told the Board that she had received a one page renewal form for the Blue Cross Blue Shield health insurance and this would be all that is needed to renew if the Board had no changes to make to the current contract. She reported that there would not be any increase in premiums for the new contract year starting July 1, 2012. Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign the renewal form with Blue Cross Blue Shield for health insurance for 2012-2013 effective July 1st. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dawn miller, Highway Superintendent, asked the Board to declare the 1977 American Truck/Crane as surplus equipment. It did not pass inspection last year. They have recently purchased a 1986 crane as a replacement. Motion by Hynes, seconded by Thomsen to declare the 1977 American Truck/Crane as surplus equipment to be placed for public sale. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also asked for approval to purchase a pickup from state bid. Motion by Curtis, seconded by Hynes to approve the purchase of a 2012 crew cab one ton pickup from state bid for the Roads Dept. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Thomsen to move to Executive Session for personnel matters. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none. Entered Executive Session at 10:20 AM. Motion by Neumann, seconded by Thomsen to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 11:00 AM. The Chairman announced that the only discussion was about personnel and no actions were taken in Executive Session. This meeting is adjourned.
