HomeMy WebLinkAboutSP09-20-11COURTHOUSE HASTINGS NEBRASKA Tuesday, September 20, 2011 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Saathoff, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Thomsen attended the Planning meeting on the 7th, and the Buildings and Grounds meeting this morning. Maintenance Supervisor, Harold Johnson is going to see if we can use part of the energy grant money to replace windows at the Annex. Saathoff attended survey of the of railroad crossings in the County with other Roads Committee members, officials from the State Dept of Roads and personnel from the railroad. He also attended the public hearing of the Ag Society budget on the 14th and the Roads Committee meeting this morning. Hynes attended the railroad crossing survey on the 8th, a Joint Services Committee meeting on the 14th and a meeting in Grand Island with the State Dept of Roads. Neumann attended the Buildings and Grounds Committee meeting this morning, the Ag Society budget hearing and the meeting with the State Dept of Roads on the 14th. Curtis attended the Library Board meeting on the 12th, the Ag Society budget hearing and the meeting with the State Roads Dept on the 14th and the Central district meeting on the 15th. Orthmann mowed the grass at 601 S Rhode Island on the 8th, attended a BID meeting on the 13th, a Combined Services Committee meeting and a Senior Services meeting on the 14th and the Buildings and Grounds meeting this morning. Woodman attended the survey of the railroad crossings on the 8th, a meeting in Sutton on the 12th regarding permanent easements of real estate that are taken out of the county tax base, the Central District meeting in Grand Island on the 15th and the Roads Committee meeting this morning. During public comments Attorney Lee addressed the Board regarding the need in the County for a Human Resources person. Justin Wahl of the IT Dept asked the Board when they wanted to start their training on the laptops. Dawn Miller, Highway Superintendent, presented proposed fees to the Board for their approval for weed spraying and seed cleaning done by the County. It was suggested that the County charge 30% above their costs for weed spraying plus $75.00 per hour for one man and one truck. It is proposed that the fee for seed cleaning will be 65 cents per bushel with a $100.00 base fee for amounts under 100 bushel. Motion by Saathoff, seconded by Thomsen to adopt the fees for weed spraying and seed cleaning by the County as proposed. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to move to Board of Equalization for motor vehicle exemption applications. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:12 AM. Attorney Lee presented the Victim Witness grant for acceptance and signature. Motion by Orthmann, seconded by Curtis to accept and authorize the Chairman to sign the acceptance of the Victim Witness grant in the amount of $67,715.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Clerk Lewis presented a request from Five Points Bank to release a security in the amount of $450,000.00 and replace it with a new security in the amount of 41,000,000.00. Motion by Neumann, seconded by Thomsen to release a $450,000.00 security from Five Pints bank and replace it with a security in the amount of $1,000,000.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Curtis to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Lee and Shannon Bird representing the Treasurer’s office. Motion by Curtis, seconded by Saathoff to approve motor vehicle exemption applications for Catholic Social Services and Good Samaritan Village as approved by the Treasurer. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Thomsen to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:15 AM. This Board is adjourned.
