HomeMy WebLinkAboutSP10-17-11COURTHOUSE HASTINGS NEBRASKA Monday, October 17, 2011 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Orthmann attended the NIRMA Conference in Kearney on October 6th & 7th, a BID meeting on the 11th, a Senior Services meeting on the 12th, the NACO legislative conference on the 13th and the Buildings and Grounds Committee meeting this morning. Curtis attended the NIRMA Conference in Kearney as well as a Library Board meeting on the 10th. Neumann attended the Safety Committee meeting on the 4th, the NIRMA Conference on the 6th and 7th, a CASA meeting on the 13th and the Buildings and Ground meeting this morning. He reported that CASA has 74 children assigned to CASA workers with 29 children on waiting lists. Hynes attended the NIRMA Conference on the 7th, Bev Johnson’s retirement on the 14th and the Roads Committee meeting this morning. Saathoff attended the NIRMA Conference on the 6th and 7th, the Chamber Legislative meeting on the 11th and the Roads Committee meeting this morning. Thompson attended the Safety Committee meeting on the 4th and the Buildings and Grounds Committee meeting this morning. Woodman attended Bev Johnson’s retirement on the 14th and the Roads Committee meeting this morning. Harold Johnson, maintenance Supervisor and Safety Committee Chairman showed the award that Adams County received from NIRMA for the Best Loss Prevention Efforts in the past year. As well as a $1000.00 check. He reported that our incidents of accidents and injuries are down from previous years. County Clerk Lewis also reported that Adams County has received a dividend check from NIRMA in the amount of $17,108.00 as well. Jackie Rains, Victim Witness Coordinator, asked the Board to approve an EEOP plan that she is required to submit for her grant from the Crime Commission. Motion by Curtis, seconded by Orthmann to approve and authorize the Chairman to sign the EEOP plan for the Victim Witness Grant process. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. County Clerk Lewis told the Board that the Treasurer has submitted a request from Five Points Bank to release a security in the amount of $500,000.00. The Bank will not be replacing this security. Motion by Orthmann, seconded by Saathoff to release the security from Five Points bank in the amount of $500,000.00, CUSIP # 313374AU4. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Donna Fegler Daiss presented two contracts for Board approval. One for emergency housing of juveniles at Boys Town and the other for emergency housing of juveniles at Lancaster County Youth Services. Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign the contract with Boys Town for emergency placement of juveniles. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Thomsen to approve and authorize the Chairman to sign a contract with Lancaster County Youth Services for emergency placement of juveniles. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to move to Board of Equalization for Tax List Corrections, motor vehicle exemption applications, correction of values by the Assessor and to set 2011 levies. Roll call, ayes: Thomsen, Curtis, Neumann< Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:15 AM. At 10:00 AM the Board held a public hearing for the appointment of Dr. Robert Anderson to the Hospital Authority No. One Board. No one appeared to speak for or against this appointment. County Clerk Lewis told the Board that the public notice of the hearing stated that anyone opposing this appointment had until Wednesday, October 12th to send a written objection. She reported that no objections had been received in her office. Motion by Orthmann, seconded by Neumann to appoint Dr. Robert Anderson to the Hospital Authority No. One Board for a term of six years beginning October 1, 2011. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Judy Mignery, Planning Administrator, asked the Board to approve a resolution vacating the Nikkel Subdivision and creating the Bredenkamp Subdivision. Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign Resolution 11-10-17 vacating the Nikkel Subdivision and concurrently creating the Bredenkamp Subdivision. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Dave Nieto with Health nation presented information to the Board about a program that gives employees access to a doctor 24 hours 7 days a week via telephone. Neumann and County Clerk Lewis will present this to the Wellness Committee at their meeting on Wednesday to see if there is enough interest amongst employees to pursue this further. Motion by Saathoff, seconded by Hynes to approve claims and authorize the County Clerk to pay the same from their respective funds. Motion by Orthmann, seconded by Thomsen to accept Miscellaneous Receipts for the month of September in the amount of $1,755,807.08. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to accept officers reports for the month of September from the Sheriff, Register of Deeds and Clerk of District Court. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to move to Executive Session for personnel matters. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 11:25 AM. Motion by Thomsen, seconded by Neumann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 12:05 PM. The Chairman announced that the only discussion in executive Session was about personnel and no actions were taken. This Board is adjourned.
