HomeMy WebLinkAboutSP04-03-12COURTHOUSE HASTINGS NEBRASKA Tuesday, April 3, 2012 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Neumann that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. The agenda is amended to include an Executive Session for a County Burial request with appropriate action to follow. Minutes of the previous meeting were approved as circulated. Orthmann participated in the testing of the outdoor warning sirens on the 21st, attended a Community Action partnership Board meeting on the 22nd, mowed at the property on D & Rhode Island and attended a Buildings and Grounds Committee meeting this morning. He also announced a DARE graduation at District 60 on the 16th. Curtis attended a Library Board meeting on the 26th and a South Central Economic Development meeting in Franklin on the 29th. Neumann attended a Wellness Committee meeting on the 21st and announced the dates of the County Health Fair of June 5th at the Roads Dept and June 6th & 7th at the Courthouse. He also encouraged the Board members to participate in the NACO Walk for Life challenge beginning June 1st. He also attended the South Heartland District Health Dept annual meeting & banquet on the 27th and the Buildings and Grounds Committee meeting this morning. He reported that they met with Priscilla Pekas from Windstream to discuss some county phone issues. Hynes attended a Roads Committee meeting on the 2nd, the SASA fund raiser on the 24th and the South Heartland District Health Dept banquet on the 27th. Saathoff attended the SASA fund raiser on the 24th and an event at MPH hosting visitors from the Municipal Power Pool on the 27th, A Chamber meeting on the 28th, an HEDC meeting on the 29th and a Roads Committee meeting on the 2nd. Thomsen attended the Planning Commission meeting last night and the Buildings and Grounds Committee meeting this morning. He gave an update on the progress with the NE Energy Office regarding our remaining grant funds. Woodman attended a Reuse Committee meeting with the City on the 22nd, the Health Dept banquet on the 27th and a Roads Committee meeting on the 2nd. During Public Comments Dawn Miller told the Board that the County still has not received money for the State portion of the 2008 and 2010 flood events. She also reported that the weight restriction on some of the County’s older asphalt roads has been lifted and signs are coming down today. She also shared a letter from the UNL Extension regarding pine trees on County property with Pine Wilt disease. A neighbor had written a letter to the Extension Office regarding the trees. Miller reported that the trees are being removed in an effort to be neighbor friendly. She also shared an invitation to the Board from NDOR regarding a public meeting on construction of a bridge over the Little Blue River. Judy Mignery, Planning Director, presented four subdivisions for Board approval. Mignery stated that the Mylar for the Plambeck Subdivision has not been returned to her so action on it will have to be deferred until next month. Motion by Thomsen, seconded by Saathoff to approve the Coats Family Farm Subdivision, case 12-04.1, applicant William E. Coats. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Thomsen to approve the Goff Subdivision, case 12-04.3, applicant William Gettman. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Thomsen, Seconded by Orthmann to approve the Petr Subdivision, case 12-04.2, applicants Marlene Petr and Tamera Gentert. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dawn Miller, Highway Superintendent, presented bids received for steel pipe for Board approval. Motion by Saathoff, seconded by Curtis to award the bid for steel pipe to Metal Culverts for $17,288.60. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also reported that she and the Roads Committee have reviewed the bids received for the concrete box culverts. She recommends award the bid for Project 151 and rejecting all bids for Project 162. Motion by Hynes, seconded by Saathoff to award the bid for a concrete box culvert for Project 151 on Marian Ave to Van Kirks in the amount of $158,834.70. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Hynes to reject all bids for Project 162 on Southern Hills. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, seconded by Orthmann to move to Board of Equalization for motor vehicle exemption applications and Tax List Corrections. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:26 AM. Attorney Naples presented a Victim Witness annual grant application for 2012-2013 for Board approval. Motion by Orthmann, seconded by Neumann to approve and authorize the Chairman to sign the annual grant application for the Victim Witness program. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Neumann discussed the upcoming County Health Fair and noted that the County has received a sizeable refund from Mid America Benefits from the former self funded health insurance deductible. Clerk Lewis told the Board that she has been in contact with Becky Sullivan at MLMH regarding payment for the testing at the Health Fair. If the County pays for the employees participating the costs will be $30.00 per person plus approximately an additional $12.00 for PSA testing. If the County uses our Blue Cross/Blue Shield insurance to pay for the costs of each person the cost would be significantly higher as the hospital has contracted rates with Blue Cross for those tests. The costs would be around $125.00 or more per person depending on the contract with the hospital and Blue Cross. Motion by Neumann, seconded by Orthmann that the County pay the costs of the blood testing at the County Health Fair and to include the cost of the PSA tests. Motion by Orthmann, seconded by Curtis to approve claims and authorize the County Clerk to pay the same from their respective funds. Motion by Saathoff, seconded by Orthmann to accept officers reports for the month of March from the County Clerk, Sheriff and Clerk of District Court. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, Seconded by Hynes to move to Executive Session for personnel matters. Returned to regular session at 10:53 AM. Woodman announced that the only discussion was regarding personnel and no action was taken. The Board continued their meeting in a work session with officials and department heads and a quarterly inspection of the jail. The Board adjourned at 12 Noon. Witte Deputy COURTHOUSE HASTINGS NEBRASKA Tuesday, April 3, 2012 The Adams County Baord of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle exemption applications and approving Tax List Corrections with Chairman Larry Woodman presiding. Roll all members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were Clerk Lewis, Attorney Naples and Treasurer Davis. Motion by Curtis, seconded by Hynes to approve and authorize the Chairman to sign Tax List Corrections numbers 13997 through 14003. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to approve the motor vehicle exemption application from Evangelical Lutheran Good Samaritan Society, Inc for a 2001 Ford pickup as recommended by the Treasurer.. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to return to regular session.
