HomeMy WebLinkAboutSP10-02-12COURTHOUSE HASTINGS NEBRASKA Tuesday, October 2, 2012 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Neumann, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Orthmann attended a Community Action Partnership Board meeting in Kearney on the 27th. They will be putting computers in the buses showing where pick up addresses in hopes of saving some money on fuel. He also attended the Senior Action dinner and plans to attend the Chamber Legislative meeting tonight. He reported that NIRMA is sending out an appraiser to appraise the building at 601 S Rhode Island. He also attended the Buildings and Grounds meeting this morning. Curtis attended the Ag Society budget meeting on the 19th, the Central District meeting on the 20th, a Library Board meeting on the 24thand a SCEDD meeting in Aurora on the 27th. He learned there may be a grant available for the library through SCEDD. Neumann attended the Wellness Committee meeting on the 19th and discussed the planned nutrition and stress programs and also the breastfeeding policy. He also reported that on October 9th the Wellness Committee will be attending a luncheon in Kearney to accept the Governor’s Sowers award. He also attended the Chamber Cash Mob at Custom Pack, the South heartland District Health Board meeting and the Buildings and Grounds meeting. Hynes attended a State Roads Classification and Standards meeting and an informal Road Committee meeting this morning. Saathoff attended a Chamber Board meeting on the 26th, an HEDC meeting on the 27th, the Senior Action dinner for recognition of the volunteers and the informal Roads Committee meeting this morning. Thomsen attended ASAAP meetings on the 25th and 26th, the Planning meeting last night and the Buildings and Grounds meeting this morning. Woodman attended a Grant Reuse meeting last Thursday and the Roads Committee meeting this morning. John Yoachim, Senior Project Manager with Faulk & Foster, discussed a proposal from Verizon about placing antennas on the tower at the ACOB for cell phones. His company does the site acquisition and zoning issues. He stated that there was some structural studies that needed to be done to see if the tower and the roof can support the antennas for any more discussion can go forward. The Board stated that they were willing to look at any information and proposal they might offer. Motion by Neumann, seconded by Curtis to approve and authorize the Chairman to sign the Victim Witness grant application.  Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Orthmann to move the 1st meeting of the Board in November to Monday, November 5, 2012 since Tuesday, November 6, 2012 is the day of the General Election. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to approve and adopt the Adams County Breastfeeding Policy to become part of the County Personnel Manual. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Thomsen to approve and authorize the Chairman to sign the lease amendment with the Nebraska Dept of Health and Human Services for space they occupy at the ACOB> Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Judy Mignery, Planning Director, presented information on the Hemberger and Hubl subdivisions. Motion by Hynes, seconded by Curtis to approve the Norbert Hemberger Subdivision, case 12-10.1, applicants Norbert & Madeline Hemberger. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Thomsen to approve the Hubl Subdivision, case 12-05.3, applicants Archie & Ruth Hubl. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Thomsen, seconded by Saathoff to approve and authorize the Chairman to sign the request for payment for EECBG grant funds for the replacement of windows at the ACOB> Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, seconded by Orthmann to approve and authorize the Chairman to sign the resolution 12-10-02 declaring October as Cyber Security Awareness Month. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete resolution on file in the County Clerk’s office. Motion by Curtis, seconded by Orthmann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, seconded by Neumann to accept officers reports for the month of September from the County Clerk, District Court Clerk & Sheriff. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board recessed at 10:15 and reconvened at 10:25 AM. Motion by Saathoff, seconded by Orthmann to move to Executive Session for a discussion regarding roads and contract negotiations. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:35 AM. Motion by Neumann, seconded by Orthmann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 11:02 AM. The Board continued their meeting in a work session with the County officials and department heads. Discussion centered on the use of the County bank cards with US Bank and vacation hour accumulation. The Board adjourned at 11:55 AM.
