HomeMy WebLinkAboutSP11-20-12COURTHOUSE HASTINGS NEBRASKA Tuesday, November 20, 2012 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Curtis, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Thomsen attended an ASAAP meeting on the 5th as well as the Planning meeting that evening and the Buildings and Grounds Committee meeting this morning. He met with officials from Verizon regarding the use of the ACOB for placement of their antennas for 4G service. Saathoff attended a Roads Committee meeting the afternoon of the 5th with West Blue Township officials and Kenesaw Village officials, attended the Chamber Ag Barbeque on the 8th, a Senior Action Board meeting on the 19th and the Roads Committee meeting this morning. Hynes attended a meeting of the state Classifications and Standards Board in Lincoln on the 16th and Roads Committee meetings yesterday afternoon and this morning. He will attend an LEPC meeting at Noon today. Neumann attended a meeting of the South Heartland District Health Board in Red Cloud on the 14th and the Buildings and Grounds meeting this morning. Curtis attended the Ag barbeque on the 8th, a Library Board meeting on the 12th and an Ag Board meeting on the 13th. Orthmann attended a meeting of the Adams County convention and Visitors Bureau on the 8th, a BID meeting on the 13th, a Senior Services meeting on the 14th and the Buildings and Grounds meeting this morning. Woodman attended all the roads Committee meetings, a full day retirement meeting and the Roads Committee meeting this morning. Dawn Miller, Highway Superintendent presented the sealed bids that had been received for surplus vehicles at the Roads Dept. Motion by Hynes, seconded by Neumann to award the following bids received for surplus vehicles at the Roads Dept: 1993 Chevrolet pickup to Mid City Auto in the amount of $675.00; 1988 GMC pickup to Cole & Tony Fox in the amount of $1000.00; 1991 GMC pickup to Cole and Tony Fox in the amount of $500.00 and to retain ownership of the 1967 Crane as the scrap metal price is higher than bids received for purchase. Roll call, aye: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also discussed bids received for a concrete box culvert on Southern Hills Ave, Project C1-162. She reported that only two bids were received and they were higher than what had been in March of this year. Motion by Curtis, seconded by Neumann to award the bid for a concrete box culvert on Southern Hills Ave, Project C1-162 to Van Kirk Brothers in the amount of $182,989.30. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Harold Johnson, Maintenance Supervisor told the Board he had been asked to represent the other departments in the County regarding closing county offices on December 24th. Motion by Neumann, seconded by Thomsen to close County offices on December 24th if the federal and state offices close. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. At 10:00 AM the Board held a public hearing regarding the removal of property from the County Industrial Area. Dave Rippe, HEDC executive director told the Board that an application has been submitted by Kenneth Morrison to remove some of his property from the CIA. This borders Showboat Blvd and Highway 6. Dawn Miller, Highway Superintendent asked if the City has plans to annex Showboat Blvd. Rippe stated that they plan to annex along Highway 6 but the property is not immediately adjacent to Showboat Blvd as Lot 1 of the legal description is not being removed, only Lot 2. She also inquired about access to the property. Rippe stated that an easement has been grant just south of the railroad right of way for access to the property. No one else appeared and the hearing was closed. Motion by Saathoff, seconded by Neumann to approve and authorize the Chairman to sign Resolution 12-11-20 removing property owned by Kenneth Morrison from the County Industrial Area. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Motion by Orthmann, seconded by Saathoff to move to Board of Equalization for corrections of real estate values and exemption applications for real estate and motor vehicles. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10: 12 AM. Chris Long, Veterans Service Officer presented an amended MOU for the State VectraSpec software program for approval. Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign the MOU with the State of Nebraska for use of the VectraSpec software program. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Clerk Lewis presented a request from the Treasurer to release securities from Five Points and Heritage Banks. Motion by Saathoff, seconded by Orthmann to approve release of the following securities: Five Points bank, Cusip 3135G0FB4 in the amount of $1,000,000.00; Five Points bank, Cusip 3133764W2 in the amount of $1,500,000.00; Heritage bank, Cusip 698873SD9 in the amount of $1,125,000.00 and Heritage Bank, Cusip 079226AN6 in the amount of $500,000.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, Neumann to return to Board of Equalization. Motion by Saathoff, seconded by Thomsen to enter Executive Session for possible litigation issues. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were Clerk Lewis, Judy Mignery, NIRMA contact person, Dawn Miller, Highway Superintendent, Greg Anderson, Assistant Highway Superintendent, Attorney Naples and Gaylen Stahl. Entered Executive Session at 11:10 AM. Motion by Neumann, seconded by Thomsen to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Retuned top regular session at 11:37 AM. The Chairman announced the only discussion was regarding possible litigation and no actions were taken in Executive Session. Motion by Neumann, seconded by Orthmann to approve claims and authorize the Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Orthmann, to accept Miscellaneous Receipts for the month of October in the amount of $502,317.36. Motion by Orthmann, seconded by Neumann to accept officers reports for the month of October from the Register of Deeds. Witte Deputy COURTHOUSE HASTINGS, NEBRASKA Tuesday, November 20, 2012 The Adams County Board of Supervisors met as a Board of Equalization for the purpose of making corrections to real estate values and approving real estate and motor vehicle exemption applications with Chairman Larry Woodman presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Assessor Hynes, Treasurer Davis and Attorney Naples.
