HomeMy WebLinkAboutSP12-18-12COURTHOUSE HASTINGS NEBRASKA Tuesday, December 18, 2012 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Neumann, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Thomsen attended a Planning Commission meeting on the 4th, and ASAAP meeting on the 10th, the NACO conference on the 13th and the Buildings and Grounds Committee meeting this morning. Saathoff attended the NACO conference on the 12th and 13th, a luncheon at Hastings Utilities last week and the Roads Committee meeting this morning. Hynes attended the NACO conference on the 12th through the 14th and the Roads Committee meeting this morning. Neumann attended a Midland Area Agency on Aging Board meeting on the 6th and has a copy of their annual report and audit available for review. He also attended the Hastings Utilities luncheon two weeks ago, had a massage sponsored by the Wellness Committee and attended the NACO conference on the 12th and 14th. He also stated that he wanted to go on record in acknowledging Larry Woodman and thank him for his years of service to the people of Adams County. Curtis attended an Extension Board meeting on the 6th, a Library Board meeting on the 10th, an Ag Society meeting on the 11th and the NACO conference on the 12th through the 14th. Orthmann attended the Hastings Utilities luncheon on the 4th, the MAAA Board meeting on the 6th, the NACO conference the 12th through the 14th and the Buildings and Grounds Committee meeting this morning. Woodman attended the NACO conference on the 13th and 14th and the Roads Dept Committee meeting this morning. During Public Comments Clerk Lewis read an email from Jocelyn McMurtry, Hastings Tribune reported stating that she has accepted a position in Paris France and has enjoyed working with the County Board. Judy Mignery reported that she has received an email letter from Craig Nelson at NIRMA awarding Adams County $500.00 per unit for three additional AEDs in Adams County. Dawn Miller presented a report to the Board on a traffic study done on Kress Ave for placement of stop signs. She presented a resolution for Board approval to place two stop signs on Kress Ave at Antioch and Pawnee Roads. Motion by Hynes, seconded by Thomsen to approve and authorize the Chairman to sign Resolution 12-12-18.01 allowing placement of stop signs on Kress Ave at Antioch and Pawnee Roads. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s Office. Miller also presented a report on the Sign Retro Reflectivity policy and asked the Board to approve the policy for next year. Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign the Sign Retro-Reflectivity policy as presented by Miller. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Hynes, seconded by Curtis to move to Board of Equalization for motor vehicle exemption applications and corrections to real estate values. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:00 AM. Galen Prior, president of the Extension Board asked the Board to appoint Glen Wiens and Ann Hessler to the Extension Board. Motion by Curtis, seconded by Saathoff to appoint Glen Wiens to a three year term and Ann Hessler to fill the unexpired term of Russanne Erickson to the Adams County Extension Board. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dawn Miller, Highway Superintendent, presented a 10 year report on the one and six year road plans and the improvements that have been accomplished. Attorney Naples presented the proposed resolution setting a county per diem to the Board. There were questions by the Board regarding inclusion of payment for tips and taxes and also about itemized receipts. The Board asked to have the item placed back on the agenda at their next meeting with the proposed changes. Motion by Orthmann, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Saathoff to accept Miscellaneous Receipts for the month of November in the amount of $494,948.75. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, seconded by Hynes to accept officer reports for the month of November from the Register of Deeds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Witte Deputy COURTHOUSE HASTINGS, NEBRASKA Tuesday, December 18, 2012 The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle exemption renewal applications and corrections of real estate values with Chairman Larry Woodman presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were Clerk Lewis, Attorney Naples, Assessor Hynes and Shannon Bird representing the Treasurer. Motion by Saathoff, seconded by Neumann to approve annual renewal of motor vehicle exemptions for Lutheran Church of the Good Shepherd and the Hastings Church of Christ. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Orthmann to approve correction of value due to clerical error for property ID 320-00112, owner Whitsel Custom Homes to $33,760.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Orthmann to approve correction of real estate value due to software error for property ID 14-00310, Owner Don Cox to $49,965.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Curtis to approve correction of real estate value for ID 284-1402.00 284-1406.00 owned by American Legion from taxable to exempt status. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Curtis to approve correction of real estate value for property ID 284-53620.02, owner Richard Delgado showing a 100% homestead exemption. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Thomsen to approve deleting real estate value for property ID 300-50396.01, owner Gloria Lambert as the trailer has been removed from the County and taxes were accelerated. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Curtis to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:12 AM. This Board is adjourned.
