E1204076LD COURTHOUSE HASTINGS NEBRASKA Tuesday, February 5, 2013 75 A regular meeting of the Adams County Board of supervisors was held as per public notice given with Chairman Chuck Neumann, presiding. Roll call members present were: Thomsen, Curtis, Newumann, Hynes, Orthmann, Saathoff and Weeks. Motion by Orthmann, seconded by Curtis, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's office. Roll call: ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks, Nays, none. The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Orthmann attended the Mid Nebraska Individual Services Board meeting in Kearney on January 16, 2013. January 24th he attended the Community Action Partnership meeting in Kearney. January 29-31 Orthmann visited the Caterpillar Motor Grader assembly plant in Little Rock, AR. This morning he attended the Building and Grounds Committee meeting. Curtis attended the South Central Economic Development District meeting in St Paul on January 24", this area was recently admitted by SCEDD. Weeks attended the Library Board meeting last Thursday (January 30) where it was discussed how the library can be more effective throughout the community and to a wider range of age groups. This was a joint meeting that included the Foundation, Library Board and Friends of the Library. Weeks also attended the Adams County Visitor's Committee meeting last week, where a feasibility study on a Convention Center in Hastings was discussed. Weeks also attended the Road and Bridges Committee meeting this morning. Hynes toured the CAT assembly plant in Little Rock on January 24-31 and also attended the road committee meetings on February 4'I' and 5`I'. Saathoff also toured the CAT plant in Little Rock and attended the road committee meetings February 4th and 5°i. Thomsen attended an ASAAP meeting on January 15" and will request the director of ASAAP speak at the next scheduled Board meeting. On the 28" of January Thomsen attended a drug and alcohol task force meeting at CCC. January 30°' Thomsen attended a question and answer session conducted by Adrian Smith in the County Board Room and also attended the Building and Grounds Committee meeting this morning where courthouse security was discussed. Neumann attended a Budget Committee meeting on January 28th and the Building and Grounds Committee meeting this morning. Leona Anderson, Barbara Shriver, Dave Scribner and Ron Veburg of the Retired Teachers Association presented the Adams County Board with a facsimile check in the amount of $747,941.75 representing 34,325 volunteer hours by the organization. Dawn Miller, Highway Superintendent presented two bids received for steel materials for County project CI -316. Bids received were from Husker Steel, Inc. for $49,665.30 and Oden Enterprises, Inc for $52,475.28. Motion by Saathoff, seconded by Hynes to award the steel bid to Husker Steel, Inc. in the amount of $49,665.30. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, and Weeks. Nays: none. Miller also presented two bids for 2013 asphalt project(s) and recommended the board approve a bid for bid section "A" North Alda Avenue and bid section "D" South Technical Boulevard. Bids were received by Werner Construction for $533,861.25 for Alda Avenue and $221,214.27 for Technical Blvd and Vontz for $600,956.51 for Alda Avenue and $260,360.09 for Technical Blvd. Motion by Weeks, seconded by Hynes to approve the North Alda Avenue and Technical Bulevard asphalt project to Wemer in the amounts of $533,861.25 and $221,214.27. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: none. Miller requested the following equipment be declared as surplus and placed for sale at public auction on February 20, 2013 with Ruhter Auction: 2000 Woods Rotary Mower and 1989 Ford TW5 Tractor. Motion by Curtis, seconded by Orthmann to declare the 2000 woods Rotary Mower and 1989 Ford TW5 Tractor located at the Adams County Roads Department as surplus and sold at public auction. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: none. Motion by Saathoff, seconded by Weeks to move to Board of Equalization for Permissive Exemptions consideration of a Homestead appeal. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: none. E1204076LD Miller also presented a preview of the one and six year road and bridge improvement plan which will have a public meeting before the board on February 19th. Board recessed at 10:34 and reconvened at 10:45 am. Thomsen presented information regarding the contract between Verizon Wireless and Adams County pertaining to the tower on the Adams County Office Building. Both parties have agreed to the price of $15,000.00 per year however signing of the contract has been deferred until Adams County Attorney, Donna Fegler-Diass can contact Verizon regarding contract specifics. Discussion occurred regarding implementing a County per diem for County employees attending meetings out of town, as well as returning County credit cards to department heads. County issued credit cards may be returned to department heads and the signing of a per diem resolution was deferred until County Attorney Diass can make requested changes to the resolution. Motion by Thomsen, seconded by Weeks to approve Chairman Neumann and County Clerk Ramona Thomas to sign an updated Heritage Bank signature card and depositor contract. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmaim, Saathoff and Weeks. Motion by Saathoff, seconded by Orthmann to approve the signing of a resolution to appoint Ramona Thomas as the Adams County Clerk. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Motion by Weeks, seconded by Curtis to approve a resolution for foreclosures on tax sale certificates. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Motion by Saathoff, seconded by Curtis to appoint Charles Evans to the Midland Area Agency on Aging Governing Board. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Motion by Curtis, seconded by Hynes to approve the release $3,440,000.00 in securities from Five Points Bank. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthamnn, Saathoff and Weeks. Also present were County Clerk Ramona Thomas, Assessor Hynes and Attorney Fegler-Diass. Diane Hynes, Adams County Assessor, presented a I-Iomestead Exemption Appeal filed by Richard and Delma Uden of 8908 Osborne Dr East. Laurie Hawes of Prairie Title Company spoke on behalf of Richard and Delma Uden. The Homestead Exemption was denied based on the signing date of August 7, 2012 located on the deed when the Uden's sold the property. State regulations state the owner must own and occupy that property through August 15111 of the year applying for the exemption. Hawes indicated the deed was signed early only for convenience purposes and that the property was still occupied through August 15, 2012. The Board deferred a decision as County Attorney, Donna Fegler-Diass will research the matter further. Assessor Hynes presented a request to deny North Shore Assembly fo God Church their Permissive Exemption for 2013 for property located in Pt of the NE1/4, Sec 2-6-10, id number 166-52. The property sold November 2012 and no longer qualifies for the exemption. Assessor Hynes presented the Board a list of Reaffimations of Tax Exemption that were filed in the Assessor's office for 2013 Motion by Weeks, seconded by Saathoff to deny a permissive exemption for property ID 166-52.
