E1204076LD COURTHOUSE, ADAMS COUNTY Tuesday, March 19, 2013 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck Neumann presiding. Roll Call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Motion by Orthmann, seconded by Curtis, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerks office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks nays, none The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Chairman Neumann opened the meeting by acknowledging March 19tH as AG Day and 'made a statement recognizing all those involved in the agricultural industry. Orthmann attended the South Heartland Awards Banquet on March 6th, the 7th he attended a Midland Area Agency on Aging Board meeting, an Adams County Senior Services meeting on the 13th and the Adams County Building and Grounds Committee meeting on the 19th Curtis attended and Extention Board Meeting on the 7th, an AG Board Meeting on the 12th and a meeting regarding plans for a new convention center on the 14tH Curtis also advised that the drug court graduation is scheduled for April 19th at 2:30 pm in the Hastings Police Department auditorium. Weeks attended a Hastings Library board meeting on the 11th where creating a technology board was discussed. On March 12th Weeks attended the Kenesaw Village Board Meeting, on the 14th he attended the Convention and Visitors Bureau Board meeting as well as the Road and Bridges Committee meeting on the 19th Hynes attended the Road and Bridges Committee meeting this morning as well as a Board of Classification meeting last Friday. Saathoff attended the South Heartland award banquet on the 6th, the Convention Center meeting on the 14th and the Road and Bridges Committee meeting this morning. Thomsen attended several ASSAP meetings in the past few weeks and the Building and Grounds Committee meeting this morning. Thomsen also gave an update on the Verizon contract and advised it should be ready to finalize soon. Neumann attended the South Heartland on the 6th, the 17th and a Building and Grounds Committee meeting this morning. Neumann also presented an update on the Wellness Committee and specifically the "Lose to Win" challenge with the YMCA. Nineteen Adams County employees participated and lost a total of 230 pounds. During public comment, Dan Rutt with Revive Inc. personally invited the County Board members to an event they are hosting on Friday, March 22nd to promote healthy beverage choices. Rich Cartier with City Planning requested approval for Ground Subdivision located on North Marian Rd at approximately the 11 section line between West 42nd Street and West Lochland Road for residential use. Motion by Saathoff, seconded by Hynes to approve the plans for the Ground Subdivision located in the southwest quarter of section 26, township 8 north, range 10 miles west. Roll call ayes: Thomsen, Curtis, Neumann, Hynes, Orthamnn, Saathoff, Weeks, nays: none. Dawn Miller, Adams County Highway Superintendent, requested the purchase of an asphalt crack sealer machine from State Contract #133360C in the amount of $41,845.00. Motion by Weeks, seconded by Hynes to approve the requested purchase of an asphalt crack sealer machine off of State Contract #13336OC. Motion by Curtis, seconded by Weeks to enter Board of Equalization to hear motor vehicle exemption requests and a homestead exemption appeal. Roll call, ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays; none This Board entered Board of Equalization at 10:00 A.M. Motion by Weeks, seconded by Orthmann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays; none. This board entered back into regular session at 10:23 A.M. Charles McGraw with RYDE Transit requested the Board sign at resolution requesting funds in the amount of $39,454.00 from Adams County to provide public transportation in the Adams County Area. Mr. McGraw also presented the new rider fees for RYDE Transit. Motion by Orthmann, seconded by Curtis to approve the signing of resolution 13- 03-19.01 to provide RYDE Transit $39,454.00 in funding for public transportation. Eric Walston, Adams County Weed Superintendent, addressed the Board regarding landowner agreements with Twin Valley Weed Management Area's cleanout of the Little Blue River and gave them an update on the progress being made. Gregg Magee, Adams County Sheriff, requested the Board approve the signing of an addendum to the CANDO, Inter -local Cooperation Agreement. The addendum allowed for the deletion of paragraphs 5,6,7 and 8 from the original agreement resulting in the elimination of a full time investigator to the project. Motion by Saathoff, seconded by Curtis to approve Chairman Neumann signing the addendum to the CANDO, Inter -local Cooperation Agreement resulting in the deletion of paragraphs five through eight of the original agreement. Nays; none Magee requested approval of the contract award from the Nebraska Sate Patrol for HIDTA funding for the Central Nebraska Drug and Safe Streets Task Force. Funds are used toward the salary of the officer assigned to the HIDTA Drug Task Force. Motion by Weeks, seconded by Thomsen to approve the signing of the contract for HIDTA Funding. Kayte Trannel spoke to the Board regarding the County's Wellness program. E1204076LD The Board went into recess at 10:21 a.m. The Board resumed regular session at 11:00 a.m. Ron Seymour, University of Nebraska -Lincoln Extension Educator, presented the Board with the annual report for the University of Nebraska -Lincoln Extension Office in Adams County. The report highlighted the 4-H, Family Consumer Sceince, Nutrition Education, and the Agriculture and Horticulture Programs. E1204076LD COUTHOUSE HASTINGS, NEBRASKA Tuesday, March 19, 2013 The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing an appeal to a denied homestead exemption and hearing a request for motor vehicle tax exemtion, with Chairman Neumann presiding. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthamnn, Saathoff and Weeks. Diane Hynes, Adams County Assessor, presented a Homestead Exemption Appeal filed by Richard and Delma Uden of 8908 Osborne Dr East. Laurie Hawes of Prairie Title Company spoke on behalf of Richard and Delma Uden. The request to appeal was originally heard during the February 5th, 2013 Board of Equalization meeting however a decision was deferred pending further research by County Attorney, Donna Fegler-Diass and Assessor Diane Hynes. Based on findings by Assessor Hynes and Attorney Fegler- Diass, there is sufficient documentation stating the actual closing date on the property was August 16, 2013 and therefore would qualify for the Homestead Tax exemption. Motion by Saathoff, seconded by Thomsen to approve the homestead exemption appeal filed by Richard and Delma Uden. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays; none. Bev Davis, Adams County Treasurer, presented the Board with an Application for Exemption (form 457) from the Evangelical Lutheran Good Samaritan Society, Inc. Davis stated this is a non-profit organization and requested the Board's approval. Motion by Thomsen, seconded by Weeks to approve the Application for Exemption (form 457) for the Evangelical Lutheran Good Samaritan Society, Inc.
