E1204076LD COURTHOUSE, ADAMS COUNTY Tuesday, May 7, 2013 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck Neumann presiding. Roll Call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Motion by Orthmann, seconded by Weeks, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerks office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks Nays: none The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Committee Reports: Orthmann attended an Emergency Management committee meeting, Drug Court Graduation on the 19th, conducted an employee evaluation at the Emergency Management Office, on the 24th. April 25th Orthmann attended the Community Action Partnership Board meeting in Kearney. On the 26th Orthmann attended the volunteer awards ceremony at Hastings Museum, where former Adams County Board Chairman, Larry Woodman, was presented with an award. On May 30th, Orthmann attended the D.A.R.E Graduation at A.C. Wallace #16 elementary school. May 2nd Orthmann attended the Midland Area Agency on Aging Board meeting as well as the building and grounds meeting this morning. Curtis attended the Drug Court Graduation on the 23rd, the D.A.R.E graduation on the 30th, an Extension Board Meeting on the 2"d and a SCEDD Board meeting on the 691. Weeks volunteered at the "Do the Brew" fundraising event on the 27th of April, and attended the Roads and Bridges Committee Meeting this morning. Hynes attended the Roads and Bridges Meeting this morning. Saathoff, attended the Ag Business meeting at the Chamber on the 18th, Drug Court Graduation on the 19th, the Chamber Board meeting on the 24th, a senior services meeting on the 26th, coffee with Senator Seiler on the 27th, the D.A.R.E graduation at A.C. Wallace Elementary on the 30th, a Hastings Chamber meeting on the 6th and the Road and Bridges Committee meeting this morning. Thomsen attended the ASSAP Board meeting on April 23rd, a Planning and Zoning Committee Meeting on the 26th and the Buildings and Grounds Meeting this morning. Neumann attended the CASA Board Meeting on the 17th, as well as a Title VI/ADA meeting and Wellness Committee Meeting. Attended the CPR training on the 23rd, the D.A.R.E graduation on the 30th. In May, Neumann attended the South Heartland District Health Board Meeting on the lst, Midland AAA on the 2"d, a meeting with Dave Rippe on the 6th regarding the Veteran's Home, and a Building and Grounds Meeting this morning. During public comment, members of the Retired Teachers Association presented the Board with cookies in honor of the association's "Day of Service" in recognition of public officials. Chairman Neumann thanked them and commended the organization for the work teacher do. Sandy Stevens the Executive Director with Midland Area Agency on Aging, gave an update of the agency's budget and requested the County continue to contribute $8,255.00 per month to the agency, this was the same amount requested last year. The Board tabled a decision on Ms. Stevens request pending budget hearings in June and July. Dawn Miller presented the Board with a Resolution for the fracture critical bridge inspection (STP-NBIS[99]) for Chairman Neumann's signature. Miller stated this has been beneficial to Adams County as there is no cost to the County due to the County's portion ($1791.00) would be paid by a soft match credit. Motion by Saathoff, seconded by Weeks to approve Chairman Neumann's signature on the Fracture Critical Bridge Inspection Resolution. Project Number STP-NBIS(99). Roll Call, Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays; None A copy of the signed resolution is on file at the Adams County Clerks office. Miller also presented a resolution for bid acceptance for project number BRO-7001(11) for an agreement providing for the construction of a Federal Aid Project located on West Sundown Road approximately 2.0 miles north and 1.25 miles east of Ayr, crossing Thirty -Two Mile Creek. The project begins approximately 0.2 mile east of the SW corner of Sec 23, T6N-R1OW and extends .019 mile east. Bids for this project were opened on April 18, 2013, Simon Contractors and Subsidiaries of Cheyenne, WY submitted the low bid of $505,914.62. Motion by Weeks, seconded by Curtis to award project BRO-7001(11) Federal Aid Bridge Project to Simon Contractors in the amount of $505,914.62. Roll call, Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays; None. Jamie Manzer with SASA gave a presentation on the SASA organization with statistic of the number of people served in the area. Manzer offered to provide the Board with quarterly reviews and updates of the program. Chairman Neumann requested Manzer provide ideas or methods that could be implemented to prevent domestic violence in our area during her next update. Manzer is requesting $12,500.00 of funding for the next budget year, a $500.00 increase over last year. The purchase of the 911 equipment in conjunction with the City of Hastings was passed during the August 21, 2012 regular Board meeting. However, the terms of the loan have changed from three years at a 1.5% interest rate to four years at a 1.75% interest rate. Mr. Anderson and Officer Borrer are requesting approval that the loan be signed under the new terms. Motion by Weeks, seconded by Thomsen to approve Chairman Neumann's signature on a loan agreement with Geneva State Bank in the amount of $157,460.08 with a 1.75% interest rate for a term of 48 months for the purpose of upgrading the 911 phone system in conjunction with the City of Hastings. Roll Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays: None. Judy Mignery, Planning and Zoning Director and Wellness Committee member, and Ann Hessler, Wellness Coordinator with the YMCA approached the Board regarding partial funding of Adams County employee YMCA memberships. Hessler spoke of the various benefits of having healthy employees while Mignery reminded the Board how successful the YMCA "Lose to Win" challenge was. Tom Hastings from the Hastings Chamber and Dawn Miller also spoke in favor of such a program. The group proposed the County pay $20.00 per month toward an employee's YMCA membership. Extensive discussion occurred both in favor of and against the County contributing these funds. The Board differed a decision on a County contribution to an employee's YMCA member until later budget meetings. Dave Rippe approached the Board regarding the Central Nebraska Veteran's Home Project. Rippe made the Board aware of the process that would need to be followed if the County was interested on making a bid for the new Veteran's Home to be located in Hastings/Adams County. Extensive discussion followed, all in support of writing a resolution outlining the County's support of the project. Deputy Attorney David Bergin was asked by Chairman Neumann to write a resolution to be considered at the May 21, 2013 regular Board meeting. Judy Mignery presented Board with the Title VI/ADA report. The report outlines Adams County's compliance with Title VI and ADA regulations. Mignery requested the report be signed by Chairman Neumann for submission. Motion by Weeks, seconded by Thomsen to accept the Title VI report as presented. Roll call, Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays; None. Ramona Thomas, Adams County Clerk, presented the Board with the renewal contract from VSP Vision Insurance through Ameritas that is offered to Adams County employees. Premiums for the 2013/2014 plan year will decrease by 5% if the County changes from a VSP Signature network to the VSP Choice network. Service providers would not be altered however out of network allowances would be decreased. Thomas requested the Board approve changing to the VSP Choice network for the 5% decrease in premium. Motion by Thomsen, seconded by Curtis to approve Chairman Neumann signing the agreement with VSP to change to the VSP Choice network. Roll call, Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays; None. --- Clerk Thomas also informed the Board of the new Blue Cross Blue Shield employee insurance rates. However no decision or action may be taker this time as the group renewal application/contract has not been received. Motion by Orthmann, seconded by Saathoff to approve claims and authorize the County Clerk to pay the same from their respective funds, Roll call, ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks.
