E1204076LD COURTHOUSE, ADAMS COUNTY Tuesday, September 3, 2013 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck Neumann presiding. Roll Call members present were: Thomsen, Curtis, Neumann, Othman, Saathoff, Hynes and Weeks. Motion by Orthmann, seconded by Weeks, that this is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's office. Roll call; Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks and Hynes. Nays: None. The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Committee Reports: Thomsen attended multiple assemblies at area high schools sponsored by ASAAP where speaker John Underwood spoke of the dangers of substance abuse. On the 28th Thomsen attended the bid opening at the Adams County Roads Department for the proposed Hwy 281 to Hwy 6 truck route project. This morning Thomsen attended the Building and Grounds Committee meeting, and also gave the Board an update of the Verizon negotiations. Saathoff attended a luncheon sponsored by Strategic Pioneer regarding Nebraska trade on the 28th, and later attended the bid opening at the roads department. Saathoff also attended Business After Hours at the Adams County Fairgrounds on the 29th and a Roads and Bridges Committee meeting this morning. Hynes attended a Region 3 Board meeting on the 23rd, the bid opening at the roads department on the 28th and a Road and Bridges Committee meeting this morning. Weeks attended the bid opening at the roads department on the 28th, Business After Hours on the 29th and the Roads and Bridges Committee meeting this morning. "' Curtis attended the bid opening at the roads department on the 28th. Orthmann attended a Community Action Board meeting in Kearney on the 22"d as well as a Mid Nebraska Individual Services meeting. On the 28th, Orthmann attended the bid opening at the roads department and a Building and Grounds Committee meeting this morning. Neumann attended a NACO meeting on the 22' in regards to salaries for elected officials, he attended the bid opening at the roads department on the 28th and the Building and Grounds Committee meeting this morning. Neumann also volunteered at the Nebraska State Fair held in Grand Island. During public comment, Judy Mignery, Adams County Planning and Zoning Director, reminded the Board of the NIRMA meeting to be held in Kearney October 3rd and 4th. Dawn Miller, Adams County Highway Superintendent, also reminded the Board of the Road and Bridges work session the afternoon of September 19th in Kearney following the Central District Meeting. Dawn Miller presented the bids for the proposed Hwy 281 to Hwy 6 truck route project that were opened on August 28th at the Adams County Roads Department. Four bids were received, the bids received are as follows: Werner Construction, Inc. $2,207,194.15 Vontz Paving, Inc. $2,480,939.00 TCW Construction, Inc $2,785,764.00 Chester Bross Construction $2,800,298.80 A bid approval is pending until after the public hearing regarding the truck route project is held during the September 20th Board meeting. David Bergin presented the Board with the completed contract between Adams County and Langvart, Valle and James, P.C. for secondary public defender services. Langvart, Valle, and James was the only firm to submit a bid and the contract was awarded to them during the August 20, 2013 Board meeting for an amount of $95,000.00 per year. Bergin requested Chairman Neumann's signature on the final contract. Motion by Thomsen, seconded by Orthmann to approve Chairman Neumann's signature on the secondary public defender contract with Langvart, Valle and James, P.C. in the amount of $95,000.00 per year. Roll Call: Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays; None. A copy of the contract is on file at the Adams County Attorney's office and the Adams County Clerks office. Supervisor Thomsen gave the Board and update on the status of the contract between Adams County and Verizon, allowing Verizon to rent tower space on the Adams County Office Building. John Yoachim with Verizon was also available to answer questions from the Board. Yoachim advised the Board that due to a structural defect, portions of the roof would need to be reinforced. Supervisor Thomsen suggested not signing the contract until all details are finalized. Chairman Neumann requested the possible signature of the Verizon contract be placed on the September 17, 2013 agenda. 158 SUPERVISORS RECORD No. 27 ADAMS COUNTY, NEBRASKA REDFIELD & CO. E1204076LD Starlet Zeisler of 1300 West 3rd Street in Hastings, approached the Board with an appeal to Health and Human Services decision to deny Ms. Zeisler rent assistance. The denial was based on Ms. Zeisler reporting an income over the guidelines set by the County. The Board requested that County Clerk Thomas and Deputy County Attorney Bergin, verify the County's general assistance policies and requested that a decision on Ms. Zeisler's appeal be placed on the agenda for the September 17, 2013 meeting. Penny Pratt with the Heartland Pet Connection approached the board regarding current boarding policies and the current contract between Adams County and the Heartland Pet Connection. Ms. Pratt was requesting the County provide additional assistance, possibly in the form of allowing the __ use of the Adams County Emergency Management's D.A.R.T trailer to aid in animal rescue and seizure situations. A decision on providing additional assistance to the Heartland Pet Connection was not made as the possible use of the D.A.R.T trailer would need to be discussed with Emergency Management Director Chip Volcek. Supervisor Orthmann was assigned as a liaison representative for the Heartland Pet Connection in an effort to determine how the County can best serve the organization. Dawn Miller presented the Board with an inter -local agreement for road maintenance and gravel, between Adams County and the West Blue Township. The agreement indicates that Adams County will maintain the township roads at a rate of $175.00 per mile, per year. The gravel agreements states Adams County will provide gravel to the township roads at the rate of 100.00 yards per mile for the price of $1,235.00 per mile, for coarse gradation gravel. Motion by Hynes, seconded by Weeks to approve the inter -local road maintenance agreement between Adams County and West Blue Township. Roll Call: Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None Motion by Weeks, seconded by Saathoff to approve the inter -local gravel agreement between Adams County and West Blue Township. Roll Call: Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None. Motion by Saathoff, seconded by Curtis to approve claims and authorize the County Clerk to pay these claims from their respected funds. Roll Call: Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None. The Board concluded the meeting with Budget Workshop with budget preparer, Chris Lewis.
