E1204076LD COURTHOUSE, ADAMS COUNTY Tuesday, October 1, 2013 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck Neumann presiding. Roll Call members present were: Thomsen, Curtis, Neumann, Othman, Saathoff, Hynes and Weeks. Motion by Weeks, seconded by Orthmann, that this is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's office. Roll call; Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks and Hynes. —Nays: None. The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Committee Reports: Orthmann attended an MNIS Board meeting in Kearney on the 18th of September, a Personnel Committee meeting on the 23rd, a tour of the Greenlief Training Center on the 25th and a Building and Grounds Committee meeting this morning. Curtis attended the Business After Hours and Open House at Cenrtral Community College on the 19th, a Personnel Committee meeting on the 23rd, the Greenlief Training Center tour on the 25th, and a SCEDD meeting in Holdrege on the 26th. On the 25th of September, Weeks attended the Greenlief tour and also had a meeting with land owners that may be affected by the proposed Hwy 281 to Hwy 6 truck route project. Weeks also attended a Road and Bridges Committee meeting this morning. Hynes attended the NACO Central District Meeting in Kearney on the 19 of September. On the 25th Hynes attended the Greenlief tour, as well as a meeting with property owners along the proposed truck route, and the road and bridges meeting this morning. Saathoff attended the NACO Central District Meeting on the 19th, a personnel committee meeting on the 23rd, the Greenlief tour and the meeting with land owners along the proposed truck route on the 25th. Thomsen attended an ASAAP meeting on the 17th and the Building and Grounds Committee meeting this morning. Neumann attended a Wellness Committee meeting on the 18th, the NACO Central District meeting on the 19th, the Greenlief tour on the 25th and the Building and Grounds Committee meeting this morning. During public comment, Ivan Bengtson who resides at 42nd & Columbine addressed the Board regarding the proposed truck route project that would be adjacent to his property. Bengtson spoke against the project as he will be affected by loss of land as well as the noise and dust issues that they will be faced with. Dawn Miller, Adams County Highway Superintendent, will be looking into types of dust and noise barriers for residence along the project route. At 9:45 Harold Johnson, Adams County Maintenance Supervisor, approached the Board with bids received for a new chiller for the main courthouse building. Due to the lack of information on one of the bids Johnson requested that the award be differed until the 15th pending the gathering of more information. Joe Cook, a representative for the National Guard and Reserves, requested the Board approve the signing of a Statement of Support for the Guard and Reserve. The statement supports the recognition of the Uniformed Services Employment and Reemployment Rights Act (USERRA). Motion by Weeks, seconded by Orthmann to approve the Chairman's signature on the Statement of Support for the Guard and Reserve. Roll Call: Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None. A copy of the signed statement is on file in the County Clerk's office, as well as a framed copy in the main courthouse lobby. Dawn Miller approached the Board in regards to the appointment of an advisory committee for the proposed truck route project. Five people with ••— property adjacent to the proposed project would like to sit on the committee. Proposed committee members are: Ivan Bengtson, Sue Jensen, Dave Utecht, Harriett McFeeley and Bonnie Campbell. Miller presented the Board with resolution 2013-10-01.010 that appoints the previously named to the advisory committee. Motion by Curtis, seconded by Hynes to approve the Chairman signing resolution 2013-10-01.01 appointing, Ivan Bengtson, Sue Jensen, Dave Utecht, Harriett McFeeley and Bonnie Campbell to the truck route advisory committee. Roll Call: Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Weeks. Nays: None. Abstaining: Saathoff. Resolution 2013-10-01.01 is on file at the Adams County Clerks office and the Adams County Roads Department. Michele Henke with the local United Way office approached the Board regarding United Way's annual fund raising campaign. Henke encouraged participation by Adams County employees in their fundraising efforts. Henke will be giving two presentation to all employees interested in participating. Amy Swazye spoke about one program that receives funds from the United Way that helps battle truancy issues in our public schools. 172 SUPERVISORS RECORD No. 27 ADAMS COUNTY, NEBRASKA REDFIELD & CO. E1204076LD Dawn Miller presented the Board with and inter -local agreement with the Village of Kenesaw, the LBNRD and Adams County for a drainage ditch project. Funds up to $30,000 from Adams County were approved by the Adams County Board in June, the requested adjustment on wording of the contract have been finalized and Miller requested the Chairman sign it. Motion by Weeks, seconded by Saathoff to approve Chairman Neumann signing and inter -local agreement between the Village of Kenesaw, LBNRD and Adams County for the creation of a drainage ditch project in the Village of Kenesaw. Roll Call: Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Resolution #2013-10-01.02 is on file with the Adams County Clerk and the Adams County Highway Department. David Bergin, Adams County Deputy Attorney, addressed the Board with concerns over the County's current general assistant policies. State Statute requires the policy be reviewed every two years. Bergin and County Clerk Thomas, have been compiling information from surrounding counties of their policies. Bergin is altering some of the information to fit Adams County. Revised guidelines should be ready to go before the Board soon. Jackie Norris, Adams County Victim Witness Advocate, requested the Chairman sign the VOCA grant award. The VOCA grant is used to assist in the payment of Norris' salary as the Victim Witness Advocate. Motion by Orthmann, seconded by Hynes to approve the signing of the VOCA grant award. Roll Call: Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None Motion by Orthmann, seconded by Curtis to enter closed session for contract negotiations. Roll Call: Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays: None. Board entered closed session at 10:37 a.m. Motion by Orthmann, seconded by Curtis it resume regular session. Roll Call: Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None. Board resumed regular session at 11:06 a.m. Bergin and Thomsen spoke regarding the contract with Verizon for the rental of tower space on the ACOB. Thomsen requested the signing be differed until the October 15th meeting for details to be finalized. The Board adjourned the meeting with the quarterly jail inspection.
