HomeMy WebLinkAbout0506 Minutes from May 6, 2014COURTHOUSE, ADAMS COUNTY Tuesday, May 6, 2014 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Neumann presiding. Roll Call members present: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks. Motion by Orthmann and seconded by Weeks that this is a meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's Office. Roll call, Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks, Nays: None The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items Minutes of the previous meeting were approved as circulated. Committee Reports: Thomsen: Attended the ASSAP and Safety meeting on the 15th, Revive Inc. dinner Fundraiser on the 28th and building and grounds on the 6th Hynes: Board of Adjustments on the 18th and Roads on the 6th Weeks: NIRMA and Business after Hours at the Library on the 17th, Bid opening on the 18th, Library workshop on the 28th and YWCA League of Women Voters Forum on the 25th, Road and Bridges on the 30th and 6th Curtis: Insurance meeting and Hastings College Students Newspaper on the 15th, Chamber Meeting on the 16th, Dare Graduation on the 29th, Extension Meeting on the 15t and Drug Court Graduation on the 2nd Orthmann: Health Insurance Mtg on the 18th, Health Insurance ACOB on the 22"d, Community Action Partnership Mtg. on the 24th, YWCA League on Women Voters Forum on the 25th, Senior Services Volunteer Luncheon on the 2nd, MAAA on the 1st and Building and Grounds on the 6th Neumann: Safety Meeting on the 15th, Wellness Committee on the 16th, NIRMA on the 17th, Health Ins Meeting on the 18th, CASA Fundraiser on the 23rd, YWCA League of Women Voters Forum, Revive Inc Fundraiser Dinner, MAAA on the 29th and Building and Grounds on the 6th. Saathoff: Health Insurance Mtg on the 16th, Senior Action Mtg on the 21st, ACOB Health Insurance Mtg on 22"d, YWCA League of Women Voters Forum on the 25th, NAD Tour with GSV and Students from Adams Central on 30th, Sertoma Club at the Library for the Essays on "What Freedom Means to ME" Saathoff read the 1st place essay, on the 5th and Road and Bridges on the 6th During public comment Alica Lopez and Theresa Vallet, appealed to the Board the denial of County Burial on Dominique Lopez, Chairman Neumann told the ladies that the board would move into executive session later and discuss the application. Chad Richardson with USDA introduced Jared Fullerton our new Wildlife Rep. Chad gave a brief on their budget and will plan to return in June with their annual report and budget. Dawn Miller provided the board with current bids on Culverts and recommended that the bid for $18,523.20 be awarded to Contech. Saathoff made the motion to award bid to Contech and seconded by Weeks, Roll call: Ayes Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks. Dawn Miller provided the Board with Pickup Cab and Chassis Bids on 3 ton, 1 ton and 450 pickups the following bids were approved Kenesaw Motors was awarded the 3/4Pick up for $27,003.00m Hynes made a motion to approve award and was seconded by Thomsen, Roll Call, Ayes, Thomsen, Curtis, Neumann, Orthmann, and Saathoff, Nays, Weeks. Hastings Ford was awarded the 1 Ton for $40,679.00. Weeks made the motion to award the 1 Ton pickup to Hastings Ford and was seconded by Saathoff, Roll call, Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks. Nays none Kenesaw Mothers was awarded the 450 for $42,367.00 Hynes made the motion to award the 450 pickup to Kenesaw Motors, seconded by Curtis, Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks. Nays none Chip Volcek and Dan Swartzkopf meet with the Board to show Self Insured rates and the new BCBS insurance rates for the upcoming Fiscal year. Swartskopf gave a brief presentation on the Wellness plan to be included with the Self Insured rates. Volcek suggested that the Wellness and Insurance committees be combined and meet on a quartley basis. The board will make a decision after the NACO meeting on May 8th 2014. Dawn Miller presented an Interlocal Agreement and resolution with the City of Hastings on Baltimore Ave one mile south of 42"d St, after discussion on funds, Saathoff made a motion to accept the Interlocal and Resolution 2014-05-06.02 seconded by Weeks. Roll CaII: Ayes, Thomsen, Curtis, Neumann, Orthmann, Saathoff and Weeks, Nays: Hynes Ron Seymour with the Adams County Extension Office presented and reviewed the Annual Extension Report. The Extension Office is currently seeking Funds to add a full time Extension Assistant for their Youth Program, Seymour will bring a proposal with his budget in June, Seymour also requested that Pat McCoy be appointed to the Extension Board. Curtis made a motion to appoint McCoy to the Extension Board and seconded by Orthmann. Roll CaII: Ayes, Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks. Nays none Judy Mignery presented a resolution on the Glenn that was passed on the April 17th meeting. Saathoff made a motion to sign Resolution and seconded by Thomsen, Roll CaII: Ayes, Thomsen, Curtis, Neumann, Orthmann, Saathoff, and Weeks. Nays: none Skyler with Tri City Signs spoke on behalf of Riggins Ag and how the message unit will be displayed, Tri City has not completed the paper work on the Conditional Use Permit and Motion to close Public Hearing was made by Weeks and seconded by Saathoff to close public hearing. Roll Call: Ayes, Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks. Conditional Use Permit postponed until May 20th and Tri City Signs has completed paper work. Mignery presented KDE Subdivision to vacate, Orthmann made a motion to sign Resolution 2014-05- 06.01 and was seconded by Curtis. Roll CaII: Ayes, Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks. Nays, none. Riverview was postponed until May 20th Scott Thomsen made a motion to move $250,000.00 from Inheritance to Fund Courthouse Security, Employees from the Courthouse were present to give their opinions on Security, and after much discussion from both sides Orthmann seconded Thomsen's motion Roll Call: Ayes, Thomsen, Curtis, Orthamnn and Weeks. Nays: Saathoff, Hynes and Neumann. Thomsen also approached the Board the need to approve funding for Probation, which currently does not have the room to house all offices. Joe Budnick also talked with the board on the need to be all one house. After discussing options Thomsen made the motion to set aside $250,000.00 this year and next fiscal year for Probation, Orthmann seconded motion. Roll call: Ayes, Thomsen and Orthmann, Nays: Hynes, Saathoff, Neumann, Weeks and Curtis The Board moved into Executive Session at 12:45 pm The Board of Supervisors returned to Regular session at pm Orthmann made a motion to approve County Burial and seconded by Thomsen. Roll CaII: Ayes, Neumann, Weeks, Hynes, Thomsen, Curtis and Orthmann. Nays: Saathoff Motion by Orthmann and seconded by Curtis to approve the claims and direct the County Clerk to pay out of there respected funds.
