HomeMy WebLinkAbout1202 Minutes from December 2, 2014COURTHOUSE, ADAMS COUNTY Tuesday, December 2, 2014 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Neumann presiding. Roll Call members present: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks and Hynes. Motion by Weeks and seconded by Orthmann that this is a meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's Office. Roll call, Ayes: Thomsen, Curtis, Neumann, Orthmann, and Hynes, Saathoff and Weeks. The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items Minutes of the previous meeting were approved as circulated. Board members attended the following events and committee meetings and gave a brief report: Orthmann- November 19, 2014, attended a Mid Nebraska Individual Services meeting in Kearney November 20, 2014, attended the Celebration of Lights in Downtown Hastings November 24, 2014, attended an Adams County security meeting December 2, 2014, attended an Adams County Building and Grounds meeting Curits- November 18, 2014 attended the Ag Board annual meeting and election November 20, 2014 attended a South Central Economic Development District meeting Weeks- December 2, 2014 attended an Adams County Road and Bridges meeting Hynes- November 21, 2014, attended a road classification and standards meeting in Lincoln December 2, 2014 attended an Adams County Road and Bridges meeting Thomsen- November 18, 2014, attended an ASAAP Board meeting November 19, 2014, attended an informational meeting regarding the proposed facility at the Adams County Fairgrounds November 21 and 24, 2014, attended an Adams County security meeting December 1, 2014, attended an Adams County Planning and Zoning meeting December 2, 2014, attended an Adams County Building and Grounds Committee meeting Neumann- November 18, 2014 attended the Ag Board annual meeting and election December 2, 2014, attended an Adams County Building and Grounds Committee meeting Chairman Neumann opened the meeting for comments from the public. There were no comments from the public. Chairman Neumann presented the following employees of Adams County a certificate of recognition for their years of service: Marlyn Bates, 31 years; Todd Hinrichs, 28 years; Linda Parr, 25 years; Roger Wngler, 25 years; Doug Schenk, 25 years; and honorary recognition to Dean Mosier (deceased), 26 years accepted by Alyce Mosier. Adams County Planning and Zoning Director, Judy Mignery presented the Board with case #14-12.2 for the Hunt First Subdivsion. Willis Hunt of 2015 S Maxon Avenue in Hastings was available to comment on his request. Mr. Hunt is requesting the current property to be sub -divided into two lots for the purpose of building a residence. Motion by Orthmann, seconded by Saathoff to approve the request the Hunt First Sub -division, case #14-12.2. Roll CaII: Ayes: Saathoff, Weeks, Hynes, Thomsen, Curtis, Neumann and Ortmann. Nays: None Leona Anderson and members of the Retired Teachers Association presented the Board with a facsimile check for volunteer hours worked, the check represents volunteer hours equivalent to $663,623.95. Planning and Zoning Director, Judy Mignery, presented the Board with plans for Allen Acres, including Resolution 2014-12.02.01 that would vacate the Wormuth 3rd Sub -division. Motion by Saathoff, seconded by Weeks to approve plans for Allen Acres as presented by Mignery, including Resolution 2014-12.02.01 that vacates Wormuth 3rd Sub -division. Roll Call: Ayes: Saathoff, Weeks, Hynes, Thomsen, Curtis, Neumann and Ortmann. Nays: None Mignery presented the Board with case number 14-12.3 for the Parr 4th Sub -division. Applicants Wayne and Monica Mousel want to sub -divide the current property in order to build a residence. Motion by Thomsen, seconded by Weeks to approve case 14-12.3 for the Parr 4th Subdivision. Roll Call: Ayes: Saathoff, Weeks, Hynes, Thomsen, Curtis, Neumann and Ortmann. Nays: None Emergency Management Director, Chip Volcek, gave the Board an update on the radio repeater study being done. Volcek has been working with Brad Stark with Platte Valley Communications as well as the Kenesaw Volunteer Fire Department to improve radio service around the Kenesaw area as well as areas in the southwest part of the county. Volcek advised that there is $9400.00 of grant money available for this project and the Village of Kenesaw will likely approve a $1800.00 contribution to the project. Volcek has been in contact with CPI in regards to renting tower space. CPI has not given an answer on cost to the county yet. Motion by Orthmann, seconded by Saathoff to enter closed session for the protection of the public interest, subject—contract negotiations. Roll Call: Ayes: Saathoff, Weeks, Hynes, Thomsen, Curtis, Neumann and Orthmann. Nays: None Met in closed session at 10:43 a.m. Motion by Orthmann, seconded by Weeks to resume regular session. Roll Call: Ayes: Saathoff, Weeks, Hynes, Thomsen, Curtis, Neumann and Orthmann. Nays: None Regular session resumed at 11:08 a.m. with the chairman stating the topic of the closed session was contract negotiations, nothing else was discussed and no action was taken. Motion by Orthmann, seconded by Curtis to approve the claims and direct the clerk to pay them out of their respective accounts. Roll Call: Ayes: Saathoff, Weeks, Hynes, Thomsen, Curtis, Neumann and Orthmann. Nays: None Motion by Hynes, seconded by Weeks to approve the miscellaneous receipts provided by the Treasurer's office. Nays: None Motion by Curtis, seconded by Weeks to approve officer reports submitted by the Register of Deeds, Sheriff and Clerk of the District Court. The meeting recessed for lunch at 11:25 a.m. at 1:00 p.m. a workshop was head for all Adams County elected officials, department heads, and supervisors. Guest speakers were Senator Les Seiler and Security Specialist Terry Baxter.
