Roll Call members present: Michael Stromer - District 1; Mike Weeks- District 2; Jennifer Czekai - District 3; Scott Thomsen - District 4; Dale Curtis - District 5; Chuck Neumann - District 6; Eldon Orthmann - District 7 Motion by Curtis and seconded by Weeks that this is a meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's Office. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items Minutes of the previous meeting were approved as circulated. Adams County Clerk, Ramona Thomas, presented the Board with a list of outstanding or voided checks and requested approval to void check or submit outstanding checks to the State Treasurer as unclaimed property. Motion by Weeks, seconded by Stromer to approve the County Clerk voiding or submitting outstanding checks to the Nebraska State Treasurer as unclaimed property. Nays: None Greg Anderson, from the Adams County Highway Department, presented the Board with resolution 2015-01-20.01 that would implement 15 ton weight restrictions on county asphalt roads beginning February 2, 2015 and lasting no longer than sixty days. RESOLUTION No. Adams County Board of Supervisors $ tog WEIGHT RESTRICTIONS on County Asphalt Roads WHEREAS, variations In climate conditions and the operation of heavy vehicles during the spring of the year can seriously damage or destroy the following described asphalt roads under the Jurisdiction of Adams County: The road known as Shiloh Ave from Hwy 6 south 3 miles to Oak Ridge Rd, or from the NE corner of Section 19 thence south 3 miles to the SE corner of Section 31, T7N-R12W; The road known as Oak Ridge Rd from Holstein Ave east 1 mile to Wanda Ave, or from NW corner of Section 2 thence east 1 mile to the NE comer of Section 2, T6N-R12W at Wanda Ave, thence north 0,75 mile on Wanda Ave, along the east side of Section 35, T7N-R12W; The road known as Conestoga Ave from the Intersection of 12`" 5t at the NE corner of Section 10, T7N-R11W, thence south 15 mile to the intersection of 8th St at Conestoga Ave, thence east on 8" St. L25 miles In Section 11, 17N-R11W, to the west boundary of the Village oflunlata; The road known as Blue Hill Rd from Hwy 281 west 3 miles to Elkhorn Ave or from the NE corner of Section 28 thence west 3 miles to the NW corner of Section 30, T5N-R10W; The road known as pladen Ave from Hwy 74 south 8 miles to Blue Valley Rd, or from the NE corner of Section 30, T6N-R11W thence south 8 miles to the south side of Section 31, T5N- R11W, to where the asphalt goes south Into Webster County; The road known as Adams Central Ave from 12'^ St south 2 miles to Hwy 6, thence continuing south 9 miles to Hwy 74 or Monument Rd, or from the NE corner of Section 8, T7N-R10W, thence south 11 miles ending et the SE corner of Section 32, T6N-R10W; and (see attached Map) WHEREAS, the above described asphalt roads are under the Jurisdiction of Adams County and Adams County Is responsible for the maintenance of the same, and WHEREAS, it would be in the best interest of the residents of Adams County to limit and restrict the NOW THEREFORE, the Adams County Board of Supervisors, In accordance with Section 60.681 of the Revised Statutes of the State of Nebraska, hereby for a period not to exceed sixty (60) days, and beginning on the 2n4 day of February 2015, restrict the weight of vehicles on the above described roads as follows: Not to exceed 7 Tons per Axle with a 15 Ton Gross Vehicle Weight MAXIMUM The Board of Supervisors further directs the County Highway Superintendent of Adams County to erect and maintain sighs designating the restrictions set by this Resolution at a minimum at each end of the portion of the asphalt road hereby affected. Such signs are to read as follows: WEIGHT LIMIT WEIGHT LIMIT 7 Tons Per Axle and/or 15 Tons 15 Tons Gross Maximum (MUTCD No. 812.4) (MUTCD No. R12-1) This Resolution shall not take effect until such time as the signs are erected and maintained on only such roads as deemed necessary by the Adapts County Highway Superintendent. The Board of Supervisors further direct that If during the time this Resolution Is to be In effect, the Adams County Highway Superintendent determines that the climatic conditions have improved to a point where the above described roadways do not appear to be subject to further damage from heavy vehicles, the Weight Limit restriction may be rescinded and Weight Limit signs removed with no further action by the Board of Supervisors being necessary. Anderson presented to the Board, bids for the construction of a single span concrete deck slab bridge for the Hastings Southwest project. Anderson stated only one vendor had submitted a bid. Husker Steel submitted a total cost of $80,750.00. Motion by Weeks, seconded by Orthmann to award the bid for the Hastings Southwest Project to Husker Steel at a price of $80,750.00. EXCEPTION W Pp Ha ree, Adams County Assessor Jackie Russell, approached the Board to inform them of the state of the assessor's office. Russell is concerned that staffing issues could prevent the office being in compliance of state statutes that designate a time from for properties to be assessed. Russell intends on hiring two appraisers to help meet these deadlines. Russell indicated that she could potentially go over the budget set for the assessor's office by roughly $2000.00. Discussion took place among Board members regarding the assessor's office potentially going over budget. Concerns of setting a precedent for other offices were expressed. Motion by Thomsen, seconded by Orthmann to approve Russell's plans in hire two appraisers in the County Assessor's office. Roll Call: Ayes: Stromer, Weeks, Thomsen, Orthmann. Nays: None Entered as a Board of Equalization at 10:00 a.m. Adams County Assessor, Jackie Russell, presented the Board with a tax list correction for L -H Manufacturing LLC located at 1605 West "I" Street in Hastings, property ID 1007996. Russell is requesting approval to correct the value to reflect the incremental annexation to the City of Hastings.
