Roll Call members present: Michael Stromer— District 1; Mike Weeks - District 2; Jennifer Czekai — District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann — District 6; Eldon Orthmann — District 7 Motion by Orthmann and seconded by Weeks that this is a meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's Office. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items Minutes of the previous meeting were approved as circulated. Board members attended the following events and committee meetings and gave a brief report: Orthmann- January 21, 2015—Attended an MNIS Board meeting in Kearney January 28, 2015- Received a certificate of appreciation from Community Action Partnership for his time serving as a liaison January 28, 2015 — Attended an Adams County Security Meeting February 2, 2015- Attended an Adams County Building and Grounds meeting Curtis- January 22, 2015- attended an Adams County Handbook Committee Meeting January 28, 2015 — attended a chamber board meeting January 29, 2015 -Attended a SCEDD meeting at Hastings CCC Weeks - January 21, 2015 January 22, 2015 - January 26, 2015 January 27, 2015 January 29, 2015 January 30, 2015 — Attended a CVB financial meeting attended an Adams County Handbook Committee Meeting — Attended the Hastings City Council Meeting — Attended a LEPC meeting —Attended a HEDC meeting — Attended a bid opening at the Adams County Roads Department Czekai- January 23, 2015 — Attended a Region 3 meeting in Kearney Stromer- January 23, 2015 — Attended a Community Action Partnership meeting in Kearney February 3, 2015 — Attended an Adams County Building and Grounds Committee meeting Thomsen- January 22, 2015- Attended an Adams County Handbook Committee Meeting January 28, 2015 - Attended an Ag Society meeting February 3, 2015 - Attended an Adams County Building and Grounds Committee meeting Neumann- Attended an American Mission meeting At this time, the chairman opened the meeting for Public Comment: Dan Rutt with Revive Ministries extended an invitation to the Board to an open house for the new Women's Unity House located at 210 West D Street in Hastings. The open house will be from 2:00 — 5:00 p.m. on February 8, 2015. There were no additional comments from the public Adams County CVB director, Sheana Smith gave the Board an update for the Convention and Visitor's Bureau. Adams County Roads Assistant Superintendent, Greg Anderson presented the Board with a preview packet of the 1 and 6 year road plan. The public hearing for the road plan will be held at 10:00 a.m. on February 17, 2015 in the County Board room. Anderson also presented tractor bids that were opened on January 30, 2015 at the county roads department. One vendor submitted a bid; Titan Machinery for a New Holland T6.165 tractor in the amount of $70,949.92. Titan Machinery also presented an alternate bid for a T6-175 in the amount of $79,500. Discussion debating the advantages of purchasing the T6-175 over the T6-165 followed, with a better resale value being mentioned as an advantage. Motion by Curtis, seconded by Czekai to purchase the New Holland T6-175 from Titan Machinery in the amount of $79,500.00. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None Christy Burrows with the South Heartland District Health Department, approached the Board requesting approval on the memorandum of agreement for the Healthy Worksites Project. This project would provide signage for walking routes, possible cosmetic modifications to the stairwells, and other tools to encourage physical activity. This project is paid for with grant money received by SHDHD and no county funds would be required. Motion by Curtis, seconded by Weeks to approve the chairman signing a memorandum of agreement for the Healthy Worksite Project with South Heartland District Health Department. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None Scott Thomsen gave an Adams County Building and Grounds Committee update. Adams County Public Defender, Mike Mead had approached Thomsen with in regards to relocating his office to a county owned facility, preferably close to the main courthouse building. After extensive research, Thomsen feels the best option would be to move the public defender's office to the basement of the Adams County Annex building. Remodeling of the area would be minimal. Mental health hearing currently conducted in the annex basement would need to be relocated, possibly to the County Board room. Thomsen also mentioned utilizing space in the main courthouse building basement for an area for the Adams County appraiser staff, resulting in the treasurer moving their stored items to the main floor. County Clerk, Ramona Thomas, presented the Board with a list of Adams County employees that are interested in sitting on the Adams County Grievance Committee. Typically, five members are chosen as committee members as well as five alternates. Chairman Neumann stated selection of the members will take place at the end of the meeting. Motion by Weeks, seconded by Czekai to meet in closed session for contract negotiations and a security update. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None The Board entered closed session at 10:58 a.m. Motion by Curits, seconded by Weeks to resume regular session. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None Regular session resumed at 11:35 a.m. Chairman Neumann stated the nature of the closed session was the discussion of contract negotiations as well as security items; no action was taken in closed session. Motion by Orthmann, seconded by Weeks to approve the claims and direct the county clerk to pay them out of their respective accounts. Nays: None Motion by Curtis, seconded by Stromer to approve the officer report submitted by the clerk of the district court.
