Roll Call members present: Michael Stromer — District 1; Jennifer Czekai- District 2; Mike Weeks — District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann — District 6; Eldon Orthmann — District 7 Motion by Curtis and seconded by Orthmann that this is a meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's Office. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items Minutes of the previous meeting were approved as circulated. Board members attended the following events and committee meetings and gave a brief report: Thomsen — March 3, 2015 attended an Adams County Handbook Committee Meeting March 4, 2015 attended a Security and De-escalation training presented by Terry Baxter with NIRMA. March 5, 2015 met with a representative with HHS from Lincoln in regards to the space the local HHS office it using in the ACOB. March 5, 2015- met with a contractor regarding plans for the relocation of the Public Defender's office to the annex building March 9, 2015 — attended an Adams County Security Committee Meeting March 10, 2015 Attended an Adams County Ag Society Board meeting Stromer - March 16, 2015 attended a United Way and Community Action Partnership meeting Czekai - Weeks- Curtis - March 4, 2015 attended a Security and De-escalation training presented by Terry Baxter with NIRMA. March 5, 2015 attended a MAAA Board meeting March 11, 2015, attended an Adams County Wellness meeting March 12, 2015 attended a meeting with Adams County Township representatives. March 17, 2015 attended an Adams County road and bridge committee meeting Chairman Neumann opened the meeting for Public Comment. There were no comments from the public. Matt Kehr, a representative with the Adams County Extension Board, presented for approval, a list of candidates to be on the Adams County Extension Board for a three year term ( 2015-2017). The candidates are: Dawn Vincent Dumas of 1824 W 12th St in Hastings Phyllis Jacobitz of 16100 W Hwy 6 in Juniata Allison Bohlen of 4155 E. Prairie Lake Rd. in Hastings Jessica Warner of 3111 Lake Park Lane in Hastings (this will be a 2 year term to finish the position vacated by Pat McCoy) Motion by Curtis, seconded by Weeks to approve candidates to the Adams County Extension Board as presented by Matt Kehr. Husker Steel, Inc. submitted a bid for $106,875.00. Motion by Weeks, seconded by Czekai to approve and award the bide of $106,875.00 to Husker Steel Inc. for Project 165. Nays: None Regular session resumed at 10:38 a.m. Jessica Hendricks with Congressman Adrian Smith's office presented the Board with an update from the Congressman's office. Motion by Czekai, seconded by Orthmann to move to closed session for the protection of the public interest — contract negotiations. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None The Board entered closed session at 10:47 a.m. Motion by Weeks, seconded by Orthmann to resume regular session. Nays: None Board resumed regular session at 11:03 a.m. Chairman Neumann announced the nature of the closed session was contract negotiations and that no decisions were made in closes session. Adams County Deputy Attorney, David Bergin, presented the Board with a draft of proposed changes to the Adams County General Assistance guidelines pertaining to burial assistance. Bergin also presented a revised County Assistance Application and a proposed agreement with funeral homes for services provided. Mike Butler with Butler-Volland Funeral Home, and Scott DeWitt of DeWitt Funeral Home were present. Brief discussion occurred between the Board and the funeral representatives regarding services the funeral homes would provide for a county assisted burial/cremation. Motion by Curtis, seconded by Thomsen to approve an amended draft of the Adams County burial policy and application, to include that cremains would be held by Adams County for 90 days before they are buried in a county maintained cemetery. Nays: None Motion by Thomsen, seconded by Czekai to approve an agreement between Adams County and prospective funeral homes for services to be provided to an approved applicant on a county assisted burial / cremation in the amount of $1400.00. Mike Butler with Butler-Volland Funeral Home approached the Board and stated he will not sign this agreement as he felt the amount of $1400.00 was not enough to cover expenses incurred by his business. Debbie Shuck of with Senior Action Inc. requested the Board sign a proclamation recognizing a County Day of Recognition for National Service occurring on April 7, 2015. Dan Rutt, the director of Revive requested a letter of recommendation as part of a grant application. Nays: none. Clerk Thomas presented the Board with Resolution 2015-03-17.01 that would amend the current policy regarding the usage of employee vacation time. Resolution 2015-03-17.01 A RESOLUTION TO AMEND THE ADAMS COUNTY HANDBOOK REGARDING THE USAGE OF VACATION TIME ACCRUED BY FULL AND PART TIME EMPLOYEES. WHEREAS, the Adams County Board of Supervisors has the authority to make modifications to the Adam County Employee Handbook, and WHEREAS, it has been determined that requiring employees to satisfy the one year employment qualification every year before utilizing accrued vacation time, is too restrictive In combination with the vacation cap limitations, and WEHREAS, the Board has considered recommendations from the Adams County Handbook Committee NOW, THEREFORE BE IT RESOLVED, that after one calendar year from an employee's hiring date, all accrued vacation time shall be available to use, and BE IT FURTHER RESOLVED, that all current employees are allowed to utilize their total vacation hours balance if desired, based on approval of their respective department heads and taking into consideration utilizing vacation time as best fits the work load of the department. BE IT FURTHER RESOLVED, that this Resolution shall be in full force and effect from the day of passage. Motion by Thomsen, seconded by Weeks to approve the signing of resolution 2015-03-17.01 allowing employees to utilize all accrued vacation time after one full year of employment.. Donna Fegler-Daiss approached the Board regarding new payroll practices that must be implemented in order to become in compliance with LB560. The law would require Adams County to convert from a projected pay period to an arrears pay period.
