HomeMy WebLinkAbout0407 Minutes from April 7, 2015COURTHOUSE, ADAMS COUNTY Tuesday, April 7, 2015 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Neumann presiding. Roll Call members present: Michael Stromer — District 1; Jennifer Czekai- District 2; Mike Weeks — District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann — District 6; Eldon Orthmann — District 7 Motion by Curtis and seconded by Orthmann that this is a meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's Office. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items Minutes of the previous meeting were approved as circulated. Board members attended the following events and committee meetings and gave a brief report: Thomsen- March 17, 2015 attended an ASAAP Board meeting. ASAAP will host a quarterly breakfast at the YWCA on April 8th, where the topic will be Cyber Bullying March 19, 2015 attended an Adams County Security Committee meeting where committee members met with officials from Dodge County to collaborate ideas for courthouse security. March 20, 2015 attended the interviews for the vacant County Judge seat in the 10th Judicial District. March 23, 2015 attended an Adams County Security Committee Meeting and toured the old Village Inn on 12th Street. March 25, 2015, met with Adams County Extension Director, Ron Seymour regarding their office relocation. Also met with the contractor modifying the space in the Annex for the Adams County Public Defender's Office. April 6, 2015 attended an Adams County Security Committee meeting Stromer - March 26, 2015 attended a Community Action Board meeting where changes in the Headstart program and federal funding was discussed April 6, 2015 attended an Adams County Planning and Zoning meeting; livestock zoning was discussed April 7, 2015 attended an Adams County Building and Grounds Committee meeting landscaping around the courthouse building was discussed. Czekai- March 17, 2015 attended a workshop with Adams County Supervisors and Elected Officials/ Department Heads at the ACOB where the main topic of discussion was the likely payroll conversion. March 25, 2015 assisted with testing the weather warning siren southeast of Hastings March 27, 2015 attended a Region 3 board meeting. April 7, 2015 attended an Adams County Road and Bridges Committee Meeting were getting roads ready for planting season was discussed. Weeks- March 17, 2015 attended the workshop for elected and appointed officials at the ACOB March 19, 2015 attended Business After Hours at the Prairie Loft Nature Center, Ag week was the focus. Curtis - March 27, 2015 attended the Farm Bureau tour hosted by the Hastings Chamber March 30, 2015 attended the Revive fundraiser and a HEDC meeting April 7, 2015 attended a Road and Bridge Committee meeting March 18, 2015 attended an Adams County Insurance Committee Meeting, Curtis stated that the status of our group is improving. March 19, 2015 attended the Business After Hours at the Prairie Loft Nature Center. March 25, 2015 attended a Chamber meeting Hastings High School. Curtis complimented the industrial arts program. March 25, 2015 attended an Ag Society meeting it was noted that a new manager for the Adams County Fairgrounds has been hired. March 26, 2015 attended a SCEDD Board meeting in Saint Paul. Curtis complimented the work done by SCEDD and stated one of their greatest challenges in the Adams County area is the lack of affordable housing. Orthmann- March 18, 2015 —Attended an MNIS Board Meeting, the nature of discussion at most MNIS meetings are confidential March 23, 2015- Attended an Adams County Security Meeting as reported by Thomsen Apirl 2, 2014- Attended an MNIS Board meeting April 6, 2015 — Attended an Adams County Security Meeting as reported by Thomsen April 7, 2015 — Attended an Adams County Building and Grounds Committee meeting, as reported by Stromer. Neumann- March 20, 2015 - attended the interviews for the vacant County Judge seat in the 10th Judicial District. March 21, 2015 — participated as a volunteer at the Whoopers and Hoopers event in Hastings March 28, 2015 — Attended the "Coffee with the Senator" event at Kitty's Roadhouse and discussed LB106 — regarding livestock operation permits Thomsen — wished to add to his committee report that he spoke to a Health and Human Services representative from Lincoln and there will be no change in the amount of rent Adams County receives from HHS for space rented in the ACOB, even though they will be utilizing less space. Chairman Neumann opened the meeting for public comment; there were no comments from the public. Emergency management director, Chip Volcek, presented the Board with a contract between Adams County and Cooperative Producers, Inc. for placement of a radio repeater on their grain storage facility. Nays: None Adams County Sheriff, Gregg Magee, presented the Board with the High Intensity Drug Traffic Area (HIDTA) contract award for January, 2015 — December 2016. HIDTA provides grant funding for personnel and services related to controlling drug abuse. Motion by Thomsen, seconded by Weeks to approve the signing of the HIDTA grant funding contract for the 2015 calendar year. Nays: None Charles McGraw with Community Action Partnership and RYDE Transportation, presented the Board with an annual report of the RYDE program.
