HomeMy WebLinkAbout0505 Minutes from May 5, 2015COURTHOUSE, ADAMS COUNTY Tuesday, May 5, 2015 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Neumann presiding. Roll Call members present: Michael Stromer — District 1; Jennifer Czekai- District 2; Mike Weeks — District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann — District 6; Eldon Orthmann — District 7 Motion by Curtis, seconded by Weeks that this is a meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's Office. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items Minutes of the previous meeting were approved as circulated. Board members attended the following events and committee meetings and gave a brief report: Orthmann- April 21, 2015- attended the LEOP meeting hosted by Adams County Emergency Manager, Chip Volcek regarding emergency response plans April 28, 2015 — Assisted the maintenance department with moving shelving from the ACOB building May 1, 2015- Attended a workshop at the Heartland Pet Connection May 4, 2015 — Attended ant Adams County Security Committee meeting May 5, 2015- Attended an Adams County Building and Grounds Committee Meeting Orthmann gave an extensive department update from the Emergency Management Committee, including updated ID machines to produce employee ID cards, Hazardous Mitigation Plans, and stating the updated repeater for the Kenesaw area is almost complete. Curtis- April 21, 2015- attended the LEOP meeting hosted by Adams County Emergency Manager, Chip Volcek regarding emergency response plans April 22, 2015- Attended a Chamber Board Meeting at CCC April 22, 2015- Attended an Adams County Insurance meeting and stated all claims incurred prior to June 30, 2015 must be paid in full in order for the county's reinsurance carrier to reimburse the full amount to the county. Weeks- April 21, 2015- attended the LEOP meeting hosted by Adams County Emergency Manager, Chip Volcek regarding emergency response plans April 28, 2015- Attended a CASA Board meeting April 29, 2015- was unable to attend the Adams County Visitor Board meeting however items on the agenda to be discussed were grant applications for the rodeo as well as plans for a downtown hotel. May 5, 2015- Attended and Adams County Road and Bridges meeting Czekai- April 21, 2015- attended the LEOP meeting hosted by Adams County Emergency Manager, Chip Volcek regarding emergency response plans May 4, 2015- Attended a Hastings Library Board meeting, topics of discussion included the budget and temporary location sites while the library is under renovation May 5, 2015- Attended and Adams County Road and Bridges meeting Stromer- April 23, 2015- Attended a Community Action Board meeting in Kearney; topic of discussion was a United Way grant May 1, 2015- Attended an Adams County Planning and Zoning meeting where zoning west of Casey's General Store in Juniata were discussed May 5, 2015- Attended an Adams County Building and Grounds Committee Meeting Thomsen- April 22, 2015- Attended an Adams County Insurance meeting May 4, 2015- Attended an Adams County Security Committee meeting; Thomsen noted a newspaper article regarding the success of the newly implemented security in Hall County May 5, 2015- Attended an Adams County Building and Grounds Committee meeting and stated that the new area for mental health hearing in the ACOB is almost complete. Newly renovated areas in the Annex basement for the Public Defender's office are moving forward. The phone system for the Public Defender's office is being negotiated with the Public Defender and Windstream. The Adams County Extension office is preparing to relocate to a temporary location on May 13tH Neumann- April 21, 2015- attended the LEOP meeting hosted by Adams County Emergency Manager, Chip Volcek regarding emergency response plans (date unavailable)- Attended a South Heartland District Health Department meeting where a five year plan addressing health problems including, mental health and obesity were discussed. April 23, 2015- Volunteered at the Adams County Red Cross Blood Drive April 26, 2015- Attended a MARK meeting May 1, 2015- Thanked everyone who participated in Give Hastings Day May 5, 2015- Attended an Adams County Building and Grounds meeting The Chairman opened the meeting for Public Comment, there were no comments from the public. Clerk Thomas presented to the Board a letter she received from Mary Lanning Hospital requesting the Board to approve the appointment of Colleen Werner and Richard Reimer to the Mary Lanning Board of Trustees. Motion by Orthmann, seconded by Thomsen to approve the appointment of Colleen Warner and Richard Reimer to the Mary Lanning Board of Trustees. Roll CaII: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None Adams County insurance Committee Chairperson, Chip Volcek, gave the Board an updated on the Adams County self funded health insurance. Volcek informed the Board that all claims for the plan year must be paid in full in order for the reinsurance carrier to fully reimburse the County for all claims. Volcek indicated this could be as high as $300,000.00 however most if not all of the money will be reimbursed. Volcek requested approval to use money from the Inheritance fund to pay these potential claims, with the money being returned into the Inheritance fund once it is reimbursed. Neumann expressed concern over funding the entire $300,000.00 now, as there is only a potential need for it. Motion by Curtis, seconded by Thomsen to submit a payment of $150,000.00 to MidAmerican Benefits to pay for potential end of year claims, with the $150,000.00 being taken out of the Inheritance fund. Nays: None Board member Scott Thomsen, presented the Board with a resolution prepared by Deputy County Attorney David Bergin that would prohibit firearms in the ACOB and Annex buildings as well as the Adams County Department of Roads. Upon review of the document, concerns were raised over wording of only concealed weapons being restricted. Bergin advised that the State Statute only specifies the restriction of concealed weapons. Concerns also were raised regarding the Roads Department as firearms have been used to control rodent issues. Bergin was advised to research some of the concerns and prepare an updated resolution for the May 19th meeting. Clerk Thomas presented the Board with an agreement submitted by the Hastings Housing Authority. Rick Ruzinka with the Hastings Housing Authority approached the Board during the April 19th meeting requesting County Board Approval, authorizing the Housing Authority to allow housing certificates to be utilized throughout all of Adams County. Ruzinka has submitted a formal agreement for the chairman's signature. Housing Authority Housing Authority Motion by Thomsen, seconded by Czekai to approve Chairman Neumann's signature on the agreement between Adams County and the Hastings Housing Authority, allowing housing vouchers to be used throughout the entire county. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None Chairman Neumann announced that the closed session regarding personnel topics has been cancelled. Czekai departed the meeting at 10:35 a.m. Motion by Weeks, seconded by Curtis to approve miscellaneous receipts submitted by the Treasurer's office.
