HomeMy WebLinkAbout1020 Minutes from October 20, 2015Adams County Board of Supervisors Board Minutes COURTHOUSE, ADAMS COUNTY Tuesday, October 20, 2015 at 9:30 a.m. A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Neumann presiding. Roll Call members present: Michael Stromer — District 1; Mike Weeks — District 3; Jennifer Czekai- District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann — District 6; Eldon Orthmann — District 7 Motion by Czekai, seconded by Weeks that this is a meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's Office. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann, Weeks, Orthmann. Nays: None The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items Minutes of the previous meeting were approved as circulated. Board members attended the following events and committee meetings and gave a brief report: Thomsen - October 13, 2015; Met with Dan Rutt with Horizon Recovery Attended an Adams County Security Meeting, advised that the x-ray security equipment has been received October 15, 2015; Attended a special meeting of the Adams County Board of Equalization to set a levy for Zero Township Attended a meeting at Good Samaritan Village with village residence regarding additional transportation options Stromer- October 6, 2015; Attended the Hastings Retail Showcase at the City Auditorium October 15, 2015; Attended a special meeting of the Adams County Board of Equalization to set a levy for Zero Township Czekai- October 8, 2015; Attended a combined services meeting October 15, 2015; Attended a special meeting of the Adams County Board of Equalization to set a levy for Zero Township October 19, 2015; Attended a meeting with Dawn Miller and Mike Weeks and land owners regarding road conditions and received related correspondence in the mail Czekai took this time to announce that the Hastings Public Library will be hosting a Library Donor Appreciation event on October 27, 2015 Weeks- October 8, 2015; Attended a CVB Board meeting where it was discussed that Hall County may put a bid in for the High School Rodeo October 14, 2015; Attended a CASA Board meeing October 15, 2015; Attended an Ag Committee meeting October 15, 2015; Attended the NACO Legislative Forum October 19, 2015; Attended a meeting with Dawn Miller, Jennifer Czekai and land owners regarding conditions on Powerline Road October 20, 2015; Recruited sponsors for the Ag BBQ Curtis- October 9, 2015; Attended a reception for Jason Ackles who will be leaving the Sheriff's department October 13, 2014; Attended an Ag Board meeting Orthmann- October 8, 2015; Attended a combined services meeting October 13, 2015; Attended a Business Improvement District Meeting Attended a Heartland Pet Connection Board meeting October 14, 2015; Attended an Adams County Senior Services meeting October 15, 2015; October 19, 2015; October 20, 2015; Attended a special meeting of the Adams County Board of Equalization to set a levy for Zero Township. Attended an Adams County security meeting Attended a meeting at Good Samaritan Village with village residence regarding additional transportation options Attended a Senior Action Board Meeting Attended a Hastings City Council Board meeting, Heartland Pet Connection presented their budget to the City Attended an Adams County Building and Grounds Committee meeting Neumann- (Date unavailable) Attended a workshop at Hastings City Council on efficiency October 8, 2015; Attended a combined services meeting (date unavailable) Attended a NIRMA meeting and recognized Judy Mignery for being named the NIRMA contact person of the year (date unavailable) Attended an Adams County Wellness Committee meeting October 15, 2015; Attended a meeting with Ramona Thomas and representatives with the City of Hastings regarding the funding of the Library Chairman Neumann took this time to recognize and compliment area rural fire departments for their response to a field fire over the weekend The Chairman opened the meeting for comments from the public. There were no comments from the public. Motion by Weeks, seconded by Czekai to meet as a Board of Equalization to hear motor vehicle exemption requests and tax list corrections. Nays: None The Board met as a Board of Equalization at 10:02 a.m. Motion by Czekai, seconded by Orthmann to exit Board of Equalization and resume regular session. Nays: None Adams County Clerk, Ramona Thomas, presented the Board with a request from members of the McCook High School Alumni, requesting they be able to place a headstone on the grave of a former McCook High School student. The deceased was buried in a county plot as it was an approved county burial. Parkview Cemetery is requiring written permission from the County to allow another party to place a headstone on the county owned plot. Motion by Thomsen, seconded by Stromer to approve allowing the McCook High School Alumni group to place a headstone on said plot owned by Adams County. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None Adams County Deputy Attorney, David Bergin, presented the Board with Resolution 2015-10-20.01. The Board had requested Bergin prepare a resolution regarding parking policies on county owned parking lots. RESOLUTION REGARDING PUBLIC AND EMPLOYEE PARKING AT THE ADAMS COUNTY COURTHOUSE, THE ADAMS COUNTY ANNEX BUILDING AND THE ADAMS COUNTY OFFICE BUILDING ADAMS COUNTY RESOLUTION No. 2015-10-20.01 WHEREAS, the Adams County Board of Supervisors has the ownership and control over the Adams County Courthouse, the Adams County Office Building, and the Adams County Annex Building; and WHEREAS, the Adams County Board of Supervisors wishes to provide safe and sufficient parking for its employees and for the general public to conduct its business in Adams County Offices. 'THEREFORE, BE TT RESOLVED BY THE BOARD OF SUPERVISORS OF ADAMS COUNTY, NEBRASKA that: Parking in parking lots owned or under the control of Adams County shall be permitted only for employees of Adams County and persons from the general public who are conducting business in office buildings of Adams County. Motor vehicles which are left in a parking lot owned or under control of Adams County for a period of more than twenty-four (24) hours, other than motor vehicles owned by Adams County, or motor vehicles which are left in the Adams County parking lots with the permission of the County Sheriff, shall be subject to being towed from the parking lot at the owner's expense. Adams County shall provide, on the location of each parking lot, appropriate signs which clearly state the above-described parking rules. The Adams County Board of Supervisors may, by action of the Board, permit the use of parking in the Adams County parking lots for special occasions. The Adams County parking lots to which these parking rules apply are as follows: 1. The parking lot directly to the east of the Adams County Annex Building. 2. The parking lot directly to the east of the Adams County Courthouse, immediately across North St. Joseph Avenue. 3. The parking lot directly to the west of the Adams County Courthouse, immediately across North Denver Avenue. 4. The parking lot directly east and north of the Adams County Office Building, immediately south of West Fourth Street. Nays: None The Board took a fifteen minute recess while waiting for Bobbie Pettit with the South Central Economic Development District. Bobbie Pettit with the South Central Economic Development District presented the Board with an Executive Summary of the Greenlief Training Site Joint Land Use Study (JLUS). Pettit requested the Board approve resolution 2015-10-20.02 , a resolution of the County to affirm its approval of the JLUS sponsored by the South Central Economic Development District. RESOLUTION Of the Board of Supervisors of Adams County Nebraska A resolution of the County to affirm its approval of the Joint Land Use Study sponsored by the South Central Economic Development District Whereas, Adams County, Nebraska, desires to work toward achieving compatibility between the Greenlief Training Site Military Installation and neighboring civilian communities by a joint compatible land use planning and control process conducted by the local governmental entities in cooperation with the local military installation; and, Whereas, Adams County, Nebraska desires to establish and further communication and collaboration with the Nebraska Army National Guard and other governmental entities surrounding the Greenlief Training Site in South Central Nebraska; and Whereas, Adams County, Nebraska desires information that will enable the County Planning Commission and Board of Supervisors to make informed land use decisions; and, Whereas, Adams County, Nebraska resolved on May 214, 2013, to participate in a Joint Land Use Study and committed staff time to the completion of the project and, Whereas, the Adams County, Planning Commission, on October 5, 2015, was presented with an overview of the study's process, findings, and recommendations and unanimously voted to voice its support of the Greenlief Training Site, Joint Land Use Study. NOW, THEREFORE, BE IT RESOLVED BY THE SUPERVISORS OF ADAMS COUNTY that the Board of Supervisors approves the Greenlief Training Site Joint Land Use Study, which contains goals and objectives that will protect the viability of future military operations at the Training Site while simultaneously guiding community and county growth, sustaining the environmental and economic health of the region, and protecting public health, safety, and welfare.
