HomeMy WebLinkAbout0623 Minutes from June 23, 2015COURTHOUSE, ADAMS COUNTY Tuesday, June 23, 2015 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Neumann presiding. Roll Call members present: Michael Stromer— District 1; Jennifer Czekai- District 3; Mike Weeks — District 2; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann — District 6; Eldon Orthmann — District 7 Motion by Weeks, seconded by Orthmann that this is a meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk's Office. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were any conflicts of interest with any agenda items Minutes of the previous meeting were approved as circulated. Board members attended the following events and committee meetings and gave a brief report: Thomsen- June 12, 2013- attended a security meeting in Hall County June 15, 2015- attended an Adams County Security Committee meeting June 16, 2015- attended an ASAAP Board meeting June 18, 2015- attended the Adams County health fair / blood draw June 22, 2015- attended an Adams County security meeting and bid opening Stromer- June 10, 2015- accepted a phone call from a concerned citizen regarding courthouse security. Czekai- Weeks- Curtis- June 11, 2015- attended a combined services meeting June 12, 2015- met with county residence regarding road conditions June 13, 2015- accepted a phone call from a concerned citizen regarding road conditions June 17, 2015- participated as a judge in the High School Rodeo Queen competition June 22, 2015 - responded to a citizen's email regarding road conditions June 16, 2015- participated in the Adams County health fair / blood draw June 18, 2015 - attended an AG Committee meeting June 9, 2015- attended an AG Board meeting June 11, 2015- attended a County Board workshop in Kearney, sponsored by NACO June 17, 2015- attended an Adams County Insurance Committee meeting June 18, 2015- attended the Adams County health fair / blood draw Orthmann- June 10, 2015- attended an Adams County senior services meeting June 11, 2015- attended a combined services meeting June 20, 2015 - attended a fundraiser at Hastings Ford June 15, 2015- attended an Adams County Security meeting June 16, 2015- attended the Adams County health fair and blood draw June 17, 2015- attended an MNIS Board meeting June 22, 2015- attended an Adams County security meeting and bid opening Neumann- June 11, 2015- attended a combined services meeting June 11, 2015- attended an Adam County wellness event ; bike ride and helmet fitting June 15-17, 2015- volunteered at the Adams County health fair and blood draw June 16, 2015- attended a JLUS meeting at the Greenlief training facility (date unavailable)- attended a SHDHD Board meeting Neumann took this time to compliment the AG Society and those who assisted in a successful High School Rodeo Neumann opened the meeting for public comment. Adams County Highway Superintendent, Dawn Miller spoke during public comment to provide an update on the Adams County road conditions due to recent flooding. FEMA has closed the reporting period and Miller will provide updates as they come available. Miller advised that the one year road project plan is being reviewed and adjusted accordingly. Planning and Zoning Director and Board Administrator, Judy Mignery thanked Neumann and Czekai for their work during the High School Rodeo. Mignery provided the Board the NIRMA premium for the 2015-2016 plan year, the amount is $268,346.00, a $13,648.00 decrease from the previous year. Executive Director of ASAAP, Stefanie Creech -Will, provided a yearly program report and made a budget request of $10,000.00 for the 2015-2016 fiscal year. Creech -Will's request will be considered during later budget hearings. Colleen Sedlacek, with Midland Area Agency on Aging, gave a brief year end summary and made a budget request of $14,801.00 Sedlacek's request will be considered during later budget hearings. Jared Fullerton with the USDA Wildlife department, provided the Board with an update of the services provided over the last year, and made a request of $9,691.00 for 2015/2016 year services. Motion by Thomsen, seconded by Curtis, to include $9691.00 in the 2015/2016 Adams County budget for USDA Wildlife services. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann, Nays: None Hastings Economic Development Corporation, Dave Rippe, presented the Board with a yearly review and made a funding request of $20,000.00. Rippe's request will be considered during future budget hearings. Adams County Highway Superintendent, Dawn Miller, presented the Board with an inter -local gravel and road maintenance agreement between Adams County and Logan Township. Miller stated that the County now has agreements with all Adams County Townships. Miller requested approval for the Logan Township agreements. Motion by Czekai, seconded by Weeks to approve the 2015 inter -local gravel and maintenance agreements between Adams County and Logan Township. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann, Nays: None Michelle Bever, Executive Director of the South Heartland District Health Department, provided a yearly review of the SHDHD and made a funding request of $2300.00 for the Adams County immunization clinic. Bever's funding request will be considered during future budget hearings. Adams County Treasurer, Melanie Curry, presented the Board with Resolution 2015-06-23.01, allowing Curry to issue the following tax sale certificates: RESOLUTION �ro�s-c4,3,01 WHEREAS, The Adams County Board of Supervisors has received from Melanie J. Curry, Treasurer in and for the County of Adams, State of Nebraska, a list of all delinquent Real Estate Taxes in said County of Adams, as required by Section 77-1918 of the Revised Statutes of Nebraska 1943, as of June 22, 2015; THEREFORE, be it resolved that Melanie J. Curry, the County Treasurer, hereby is directed to issue Tax Sale Certificates on those parcels upon which there is one or more years delinquent Real Estate Taxes. Motion by Orthmann, seconded by Weeks to approve the issuance of tax sale certificates for the properties presented by Curry. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann, Nays: None Curry requested Board approval on the release of securities from Five Points Bank in the amount of $1,000,000.00 CUSIP 3134G4M96 Motion by Curtis, seconded by Orthmann to approve the release of securities from Five Points Bank, CUSIP 3134G4M96. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann, Nays: None Adams County Clerk, Ramona Thomas, presented the Board with resolution 2015-06-23.02 to appropriate funds for the 2014-2015 budget. Resolution 2015-06-23.02 Appropriation of Funds Balance Budget WHEREAS: due to unanticipated requirements essential to the administration ofJusHce, the preservation of public health, welfare and safely there exists an emergency in the budget appropriation of certain funds wItNn the General Fund, There 0 not sufficient money appropriated to complete business for the balance of the fiscal year, and WHEREAS: there is sufficient unused appropriated monies it the General Fund, and the total expenditures have not exceeded the budget appropriated, and it Is essential to the government of Adams County and the welfare of the people of Adams County that certain offices or miscellaneous funds be increased by emergency appropriation, NOW THEREFORE BE IT RESOLVED THAT there 15 hereb/approproted and Mooted to these offices and departments: Department Increase in Appropriation Total Appropriation Public Defender $27,759.33 $673,821.33 Motion by Thomsen, seconded by Weeks to approve resolution 2015-06-23.02, to appropriate funds in the 2014-2015 budget. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann, Nays: None Thomas presented the Board with a letter of resignation from Michael Mead as the Adams County Public Defender. Mead will be sworn in as County Court Judge on June 30, 2015, leaving the Public Defender position vacant. County Deputy Attorney, David Bergin advised the Board to appoint an interim Public Defender until a permanent replacement can be named. Motion by Weeks, seconded by Curtis to declare the position of Adams County Public Defender as vacant and direct the Adams County Clerk to advertise and collect resumes with a closing date of July 15, 2015. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann, Nays: None Discussion and approval of job descriptions and classifications was differed until the next Board meeting, pending further research and review of the topic. Clerk Thomas presented the Board with a formal request to designate Dan Schwartzopf with Krull Agency as the official representative for Adams County with the Ameritas Dental and Vision plans. Motion by Orthmann, seconded by Curtis to approve designating Dan Schwartzkopf with Krull Agency as the representative for Adams County with Ameritas Dental and Vision plans. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann, Nays: None County Clerk, Ramona Thomas, presented the Board with the 2015/2016 budget request for the Adams County Clerk's office. The total budget request for the clerk's office is $410,295.75. Adams County Maintenance Department Supervisor, Harold Johnson, presented the 2015-2016 budget request for the maintenance department. Johnson's request is $537,266.00. Adams County Emergency Management Supervisor, Chip Volcek, presented the 2015-2016 budget request for the Emergency Management office. Volcek's request is $146,837.00. All budget requests will be considered at later budget meetings.
