Roll call members present: Michael Stromer-District 1, Mike Weeks-District 2,Jennifer Czekai—District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon Orthmann—District 7 Motion by Weeks, seconded by Czekai that this is an open public meeting of the Adams County Board of Supervisors. Nays: None Orthmann stated that minutes from the March 15, 2016 meeting have been circulated and will stand approved unless there is a correction. Supervisor Weeks took this time to compliment the Adams County Roads Department employees in their participation in the safety workshop conducted by Tim Baxter. Tanya Beyer with Senior Action Partnership spoke during public comment and requested the Board consider signing 99IPage a proclamation stating their support of the work Senior Action Partnership does within the community. Clerk Thomas stated that because this was not placed on the formal agenda in time,the Board could not formally make a motion to sign the proclamation however the Board could state their intent to formally sign it at the next board meeting. Adams County Extension Office Director, Ron Seymour provided the Board with an annual update for the Adams County Extension Office. Charles McGraw from RYDE Transit presented the Board with a Budget request for the 2016/2017 fiscal year. McGraw presented a resolution requesting$43,280.00 in county funds. Motion by Curtis,seconded by Stromer to approve the Chairman's signature on Resolution 2016-04-05.01 approving funding of RYDE Transportation in the amount of$43,280.00. Nays: None RESOLUTION RESOLUTION# WHEREAS, there are federal funds available under Section 5311 of the Federal Transit Act and for the Nebraska Public Transportation Assistance Program, and WHEREAS, the Community Action Partnership of Mid Nebraska —RYDE Transit desires to apply for said funds to provide public transportation in (transit system's service area). NOW THEREFORE, BE IT RESOLVED; the (authorizing board or mayor) hereby instructs the Community Action Partnership of Mid Nebraska — RYDE Transit to apply for said funds. Said funds are to be used for the Community Action Partnership of Mid Nebraska — RYDE Transit transportation operations in the FY 2016-2017 Application for Public Transportation Assistance. Adams County Deputy Attorney David Bergin presented the Board with a letter of engagement from Woods and Aitken LLP to represent Adams County regarding any general labor and employment matters. Extensive discussion occurred including the difficulty that has been encountered in communicating with Woods and Aitken in the past. Clerk Thomas stated that communication with Woods and Aitken has improved in recent weeks. Supervisor Thomsen stated the Board had previously approved spending up to$5000.00 to Woods and Aitken for a payroll study and that the process has started and we should see it through. Supervisor Curtis stated the fees seemed excessive especially since Woods and Aitken has performed similar service in other Nebraska counties,therefore this should not be such a time intensive process.
