Roll call members present: Michael Stromer—District 1, Mike Weeks- District 2, Lee Hogan- District 3, Scott Thomsen—District 4, Dale Curtis-District 5,Chuck Neumann—District 6, Eldon Orthmann—District 7 Motion by Curtis,seconded by Weeks that this is an open public meeting of the Adams County Board of Supervisors. Nays: None Orthmann stated that minutes from the July 19, 2016 meeting have been circulated and will stand approved unless there is a correction. Adams County Wellness Committee Chair,Judy Mignery spoke during public comment. Mignery recognized and congratulated Adams County employees that achieved wellness goals though wellness partners. Motion by Weeks,seconded by Neumann to approve the claims and direct the clerk to pay them out of their respective accounts. Nays: None Adams County Highway Superintendent, Dawn Miller,presented the Board with an agreement with Kimberly- Horn and Associates to participate in the Local Road Safety Plan pilot project. Motion by Neumann,seconded by Weeks to approve the Chairman signing the agreement with Kimberly-Horn and Associates to participate in the Local Road Safety Plan pilot project. Page Motion by Weeks,seconded by Hogan to open the public Hearing to hear statements for or against the closure of an abandoned road located in Denver Township between the SE&SW'A of section 27,T7N-R10W.Roll Call; Ayes:Stromer,Weeks, Hogan,Thomsen,Curtis, Neumann, Orthmann. Nays: None Public Hearing was opened at 9:45 a.m. Chairman Orthmann requested anyone wishing to speak for or against the proposed closure to please approach the front. Adams County Highway Superintendent, Dawn Miller approached the Board and gave a brief history as to the reasoning behind wanting to close the road. Denver Township Board Chairman, Roger Wright also approach the Board and spoke in favor of closing the road but wanted neighboring property owners to still be able to have access to their properties. Adams County Planning and Zoning Director,Judy Mignery stated a 33' access easement would be granted for property owners to have access to their land. Orville Duden,a land owner in Denver Township,also spoke in favor of the road closure. Motion by Weeks,seconded by Curtis to close the public hearing for the proposed road closure. Nays: None Motion by Weeks,seconded by Hogan to approve the closure of the abandoned road between the SE&SW%of Section 27,T7N-R10W. Nays: None Deputy attorney, David Bergin will prepare a formal resolution for the road closure to be presented for approval during the August 16, 2016 regular board meeting. Dawn Miller advised the board of an informational meeting with local community officials and the Nebraska Department of Natural Resources regarding the new floodplain maps. Miller indicated that two meeting dates will be offered, either August 22nd or 23rd,and requested the board members choose a date to attend. After brief discussion,the board decided to attend the informational floodplain meeting on August 22,2016. Motion by Curtis, seconded by Stromer to open the public meeting to hear statements for or against the recommendation to the Nebraska Liquor Control Commission for the issuance of a class"C" liquor license to The Country Barn, Inc. Roll Call;Ayes:Stromer,Weeks, Hogan,Thomsen,Curtis, Neumann, Orthmann. Nays: None Public Hearing opened at 10:01 a.m. Adams County Clerk, Ramona Thomas, presented the Board with a letter received for the Nebraska Liquor Control Commission, requesting a recommendation for the issuance of a class"C" liquor license to the County Barn, Inc.Thomas explained that the owner and applicant, Mr. Brian Anders, had received Special Designated Licenses in the past for events at the Country Barn,with no issues being reported. Thomas stated that the Adams County Sheriff's office has no objection to the issuance of the license to The Country Barn. Applicant Brian Anders was present and informed the Board of the types of events that will be hosted at the County Barn. Brief discussion occurred regarding parking during The Country Barn events. Supervisor Hogan suggested The Country Barn staff complete server training provided by the Nebraska Liquor Control Commission. Motion by Curtis, seconded by Weeks to close the Public Hearing for the recommendation of a class"C" liquor license to The Country Barn, Inc. Nays: None Adams County Register of Deeds,Ann Hinton provided the board with a revised version of the Preservation and Modernization fund as the Adams County Budget preparers advised her that the fund needed to be zeroed out with the new year but she could request the carry over amount within her new budget request.The total budget request for the Preservation and Modernization fund is$65,828.01. No action was taken on the revised budget by Hinton as budgets will be reviewed and approved at a later date. Adams County Board Administrator,Judy Mignery, presented the Board with the 2015/2015 Title VI Annual update and Accomplishment report.A copy of the Title VI report is on file in Mignery's office as well as the County Clerk's office. Nays: None Supervisor Curtis presented a recommendation from the Adams County Personnel Committee to set the minimum starting wage for Adams County employees at$11.00 per hour and a recommended salary increase of $.60 per hour for current employees.A 2%salary increase is being recommended for all Adams County Appointed officials. Nays: None Supervisor Curtis and Deputy Attorney David Bergin,on behalf of the personnel committee, presented the Board with a Compensatory Time Agreement to be filled out by all non-exempt Adams County employees. COMPENSATORY TIME AGREEMENT FOR ADAMS COUNTY EMPLOYEES WHO RECEIVE AN HOURLY WAGE(Draft 712612016) NAME OF EMPLOYEE SOCIAL SECURITY NUMBER OFFICE FOR WHICH THE EMPLOYEE WORKS ADAMS COUNTY EMPLOYEE: You arc hereby notified that you will receive your regular hourly wage for any time spent working up to forty(40)hours per week. You are hereby notified that for any time spent working beyond forty(40)hours per week,you are entitled to receive one and one-half(11/4)times your hourly wage for each hour spent working. You are hereby notified that pursuant to a policy offered by the office for which you work,you may agree to accept compensatory time at the rate of one and one half(1%)hours per each hour worked beyond forty(40)hours per week.Any compensatory time shall be used in accordance with the Employee Handbook. The acceptance of compensatory time in lieu of monetary compensation for overtime is entirely voluntary on behalf of the employee.
